Canada and International Affairs

This book argues that Canada and its international policies are at a crossroads as US hegemony is increasingly challenged and a new international order is emerging. The contributors look at how Canada has been adjusting to this new environment and resetting priorities to meet its international policy objectives in a number of different fields: from the alignment of domestic politics along new foreign policies, to reshaping its international identity in a post-Anglo order, its relationship with international organizations such as the UN and NATO, place among middle powers, management of peace operations and defense, role in G7 and G20, climate change and Arctic policy, development, and relations with the Global South. Embracing multilateralism has been and will continue to be key to Canada’s repositioning and its ability to maintain its position in this new world order. This book takes a comprehensive look at Canada’s role in the world and the various political and policy variables that will impact Canada’s foreign policy decisions into the future.

Migration and the impact that immigrants have on Canada is and always has been central to a robust understanding of Canadian identity. However, despite claims that “the world needs more Canada,” Canadians, their governments, and scholars pay much less attention to the estimated 3 million Canadian expatriates who live elsewhere. The Construction of Canadian Identity from Abroad features Canadian scholars who live and work outside Canada (or have recently returned to Canada) and who write and think deeply about identity construction. What happens when that Canadian is a scholar whose teaching, research and scholarship, professional development, and/or community engagement focuses directly on Canada? How does being abroad affect how we interpret Canada? In short, in what ways does “externality” affect how Canadian expat scholars intellectually approach, construct, and identify with Canada? This engaging volume is ideal for university students, scholars, government officials, and the general public.

This edition of Canada Among Nations over the last year and projects forward into the year 2022. 2021 was a year of challenges for Canada and a watershed in its engagement with the global political economy. Beset by a pandemic, hemmed-in by an America-first administration in Washington and punitive recrimination from a Chinese government with global ambitions, the shrinking horizons of a foreign economic policy premised on liberal internationalism and multilateral institutionalism have sapped Canada’s global ambitions.

This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens andinstitutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO’s structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence.

This book examines how popular narratives of Canadian identity became implicated in Canada’s foreign policy in the Global War on Terror. McDonald argues that Canada’s decisions to join the 2001 Afghanistan War yet abstain from the 2003 Iraq War became politically possible because parliamentarians linked these policies to similar narratives of an enduring Canadian identity - even while re-imagining their meanings. These decisions are explored through politicians’ mobilization of three discourses: Canada as America’s neighbour, Canada as protector of foreign civilians, and Canada as a champion of multilateralism. This book challenges conceptions of national identity as entirely stable or fluid and contests predominant arguments that downplay the role of identity discourses in Canadian foreign policy. The relevance of these narratives is assessed by exploring the rhetoric of Canadian foreign policy in light of contemporary international challenges, including the Donald Trump presidency, the COVID-19 pandemic, and Russia’s War on Ukraine.

This edited volume, the second volume in this collection, provides a comprehensive overview of contemporary debates and issues in Canadian defence policy studies. The contributors examine topics including sexual misconduct and the crisis of defence culture, personnel retention in the CAF, the impacts of climate change, NORAD modernization, policy trade-offs in the wake of the war in Ukraine, defence spending, procurement, as well as the defence policy making process. 

This book challenges the perceived underlying causes and culprits of the ongoing challenges in Canadian defence procurement, arguing that although headlines often put the blame on the political leadership, the defence procurement bureaucracy, ongoing pressures in the defence industry and continuous demands placed on Canada though its alliances also carry a large part of the responsibility. Focusing on four main case studies: the Fixed Wing Search and Rescue Plane, the Joint Support Ships, the Medium Support Vehicle System and the Halifax Class Modernization, the author offers a comparative analysis of how these ongoing procurement efforts were dealt with by different administrations, from Jean Chrétien and Paul Martin to Stephen Harper. 

This book examines Canada’s foreign policy in terms of China, pointing to the flaws and attitudes relating to the impracticality and lack of its pragmatic design. We examine the historical and contemporary problem which these states face in terms of their economic, political, and social differentials to see what they have in common, what separates them, and how and why they can overcome these political and social divisions.  Our aim is to provide solution-based strategies to the very substantial, diplomatic, and foreign policy dilemmas which exist between these two countries. We begin with an overview and analysis of the fraught diplomatic and economic relations between Canada and China, particularly exacerbated during the global pandemic. Secondly, we look at these problems and how they might be resolved through developing a human security lens, in particular the idea of what we call a ‘human security diplomacy’ framework which we believe can advocate and support Canadianvalues while offering a strategic tool for strengthening national interests in the short and long term.  Finally, we look to the future of Canada-Chinese relations emphasizing an optimistic outlook while offering recommendations on how the relationship can be reimagined.    

This book includes contributions from both Canadian academics and civil society leaders. Drawing from critical international relations theory, it examines the policy and practice of the Canadian state and civil society on indigenous approaches to the emerging human rights and peacebuilding nexus. Authors address themes including foreign policy, inclusion, international justice and corporate accountability as they relate to this nexus. In so doing, the volume fills a gap in the Canadian foreign policy literature related to peacebuilding and human rights and seeks to refine and deepen the existing literature through its exploration of policy and practice. It concludes that while Canada has developed a strong capacity to address emergent human rights and peacebuilding concerns, its ambitions are inconsistent and often overshadowed by domestic political priorities, economic interests and security concerns.

Canada Among Nations has been published by faculty from Carleton University’s Norman Paterson School of International Affairs for several decades. This year’s edition focuses on national security in the 21st Century.  Bringing together emerging and senior scholars, and serving and recently retired practitioners, the volume examines great power competition, the Indo-Pacific, Canada’s alliances, the Canada-United States relationship, national defence, and intelligence. The book further explores  broader national security concerns, including Arctic security, natural disasters and emergencies, pandemics and public health, right-wing violent extremism, hostile activities of state actors, cyber security, migration, and organized crime.

Québec’s engagement with the United States is the most significant and consequential point of interaction amongst all its international activities.  This new, edited book volume seeks to explore the many ways in which Quebec engages with the United States, including political exchange, border issues, trade, business and investment, transportation, immigration, cultural links and identity, the role of energy transmission and natural resources, and environmental considerations. As a sub-national actor pursuing a wide range of paradiplomatic bilateral and multilateral initiatives directly involving the U.S., our book both explores and explains what, when, why and how Québec has chosen to engage the United States while examining the fundamental issues that lie at the heart of the relationship.  Multidisciplinary and interdisciplinary in focus, this edited collection of essays, titled The Québec-United States Relationship: Political, Security, Economic, Environmental and Cultural Dynamics, features the work of scholars who think deeply about Quebec-U.S. relations. Each contribution considers contemporary policy relevant issues; in so doing, this collection examines and emphasizes the background, scope, and impacts of policy decisions.
