Canada and International Affairs

Migration and the impact that immigrants have on Canada is and always has been central to a robust understanding of Canadian identity. However, despite claims that “the world needs more Canada,” Canadians, their governments, and scholars pay much less attention to the estimated 3 million Canadian expatriates who live elsewhere. The Construction of Canadian Identity from Abroad features Canadian scholars who live and work outside Canada (or have recently returned to Canada) and who write and think deeply about identity construction. What happens when that Canadian is a scholar whose teaching, research and scholarship, professional development, and/or community engagement focuses directly on Canada? How does being abroad affect how we interpret Canada? In short, in what ways does “externality” affect how Canadian expat scholars intellectually approach, construct, and identify with Canada? This engaging volume is ideal for university students, scholars, government officials, and the general public.

In the last two years, Canadian society has been marked by political and ideological turmoil. How does an increasingly divided country engage a world that is itself divided and tumultuous? Political instability has been reinforced by international uncertainty: the COVID-19 pandemic, populism, Black Lives Matter, and the chaotic final year of the Trump presidency that increased tensions between the West, China and Russia. Even with a Biden presidency, these issues will continue to influence Canada’s domestic situation and its ability to engage as an effective global actor. Contributors explore issues that cause or reflect these tensions, such as Canada’s willingness to address pressing crises through multilateralism, including the COVID-19 pandemic. Can Canada forge its own path in a turbulent world?  

This edition of Canada Among Nations over the last year and projects forward into the year 2022. 2021 was a year of challenges for Canada and a watershed in its engagement with the global political economy. Beset by a pandemic, hemmed-in by an America-first administration in Washington and punitive recrimination from a Chinese government with global ambitions, the shrinking horizons of a foreign economic policy premised on liberal internationalism and multilateral institutionalism have sapped Canada’s global ambitions.

The book aims to explain the factors that brought about a high degree of similarity between American and Canadian foreign and security policies during the Afghanistan intervention. Specifically, it seeks to explain why, despite their different positions in the international distribution of power, the United States and Canada embraced similar counterinsurgency (COIN) strategies from 2005/2006 to 2011. During this time, the United States and Canada fought against insurgent groups, sought to maintain stabilized areas by mentoring Afghan forces, and invested in infrastructure and governance. These goals, which corresponded to the ‘clear,’ ‘hold,’ and ‘build’ COIN components, entailed sending troops and civilian officials to a war zone and committing financial resources.

The renegotiation and possible termination of the North American Free Trade Agreement (NAFTA) sparked a lot of interest and concern in light of the United States’ declared objective to “rebalance the benefits” of the agreement. This edited book provides an overview of the changes brought to the NAFTA by the United States-Mexico-Canada Agreement (USMCA) or NAFTA 2.0. Grouping leading academics and experts from the three countries, the book covers the major topics in the transition from the NAFTA to the USMCA. The book also sheds light on the evolution of North American economic integration within the past three decades and reflects on the significance of the regional integration model represented by the NAFTA and now the USMCA. The book is aimed at scholars, students, officials, professionals and interested citizens concerned by the big issues surrounding North American integration and economic globalization.

This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i. e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens and institutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO’s structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence.

This book examines how popular narratives of Canadian identity became implicated in Canada’s foreign policy in the Global War on Terror. McDonald argues that Canada’s decisions to join the 2001 Afghanistan War yet abstain from the 2003 Iraq War became politically possible because parliamentarians linked these policies to similar narratives of an enduring Canadian identity - even while re-imagining their meanings. These decisions are explored through politicians’ mobilization of three discourses: Canada as America’s neighbour, Canada as protector of foreign civilians, and Canada as a champion of multilateralism. This book challenges conceptions of national identity as entirely stable or fluid and contests predominant arguments that downplay the role of identity discourses in Canadian foreign policy. The relevance of these narratives is assessed by exploring the rhetoric of Canadian foreign policy in light of contemporary international challenges, including the Donald Trump presidency, the COVID-19 pandemic, and Russia’s War on Ukraine.

This edited volume, the second volume in this collection, provides a comprehensive overview of contemporary debates and issues in Canadian defence policy studies. The contributors examine topics including sexual misconduct and the crisis of defence culture, personnel retention in the CAF, the impacts of climate change, NORAD modernization, policy trade-offs in the wake of the war in Ukraine, defence spending, procurement, as well as the defence policy making process. 

In an era of significant geopolitical shifts, unrelenting violent confrontation, nationalism and identity politics, the institutions in which Canada and its allies have invested significant capital such as trade, political, and security organisations are being tested and stretched to the limit. This proposed edition will look back on Canada’s approach to encouraging democracy abroad, it will consider ways to enhance middle power democracy statecraft in an era of growing international and domestic insecurity, backsliding and populism, and discern patterns and recurring themes in Canadian support for rights and democracy, as well as efforts to grapple with novel trends like digital threats to democracy. 

This book challenges the perceived underlying causes and culprits of the ongoing challenges in Canadian defence procurement, arguing that although headlines often put the blame on the political leadership, the defence procurement bureaucracy, ongoing pressures in the defence industry and continuous demands placed on Canada though its alliances also carry a large part of the responsibility. Focusing on four main case studies: the Fixed Wing Search and Rescue Plane, the Joint Support Ships, the Medium Support Vehicle System and the Halifax Class Modernization, the author offers a comparative analysis of how these ongoing procurement efforts were dealt with by different administrations, from Jean Chrétien and Paul Martin to Stephen Harper. 

This book examines Canada’s foreign policy in terms of China, pointing to the flaws and attitudes relating to the impracticality and lack of its pragmatic design. We examine the historical and contemporary problem which these states face in terms of their economic, political, and social differentials to see what they have in common, what separates them, and how and why they can overcome these political and social divisions.  Our aim is to provide solution-based strategies to the very substantial, diplomatic, and foreign policy dilemmas which exist between these two countries. We begin with an overview and analysis of the fraught diplomatic and economic relations between Canada and China, particularly exacerbated during the global pandemic. Secondly, we look at these problems and how they might be resolved through developing a human security lens, in particular the idea of what we call a ‘human security diplomacy’ framework which we believe can advocate and support Canadian values while offering a strategic tool for strengthening national interests in the short and long term.  Finally, we look to the future of Canada-Chinese relations emphasizing an optimistic outlook while offering recommendations on how the relationship can be reimagined.
