European Administrative Governance

This volume addresses an important aspect of Brexit that has been ever-present in public debates, but has so far not received corresponding attention by academic scholars, namely the role of parliaments and citizens in this process. To address this gap, this book brings together an international group of authors who provide a comprehensive and multidisciplinary treatment of this subject. Specifically, the contributors, scholars from the UK and across Europe, provide diverse accounts of the role of regional, national and European parliaments and citizens from the perspectives of Law, Political Science and European Studies. The book is structured in three parts focused on developments, respectively, in the UK, in the parliaments of the EU27, and at the EU level. Beyond providing a comprehensive examination of the scrutiny of Brexit, the book utilises the insights gained from this experience for a study of executive-legislative relations in the European Union more generally, examining the balance, or lack thereof, between governments and parliaments. In this way, the book also speaks to some of the long-lasting, indeed perennial questions about the effects of constitutional provisions and political practice in the context of European democracy.

The book addresses the EU’s engagement with the southern Mediterranean. It examines the involvement of EU institutions in member states’ approach to relevant policy issues within the European Neighbourhood Policy, and how such involvement affects the EU’s overall cooperation with countries in the southern Mediterranean region. In particular, the book offers an assessment of the nature and development of integration in the EU’s approach to trade and economic development, energy security, counterterrorism, irregular migration and asylum, and maritime security. In doing so, it not only provides a precise and thorough overview of the institutional practices underpinning the EU’s engagement with the southern Mediterranean, but also sheds light on the EU’s evolution beyond the regulatory polity model. The book will be of interest to scholars and students of European neighbourhood policy, EU foreign policy, and international affairs.

This book is the first systematic effort to investigate the ramifications of the introduction of the Spitzenkandidaten process for the appointment of the President of the European Commission.  It does so by examining the first two applications of the Spitzenkandidaten process from an historical, legal and political perspective.  Although this process has spurred vibrant debate regarding its impact on EU elections and the EU political system, it has yet to be comprehensively analysed by scholars.  Addressing this important gap, the book provides a conceptual framework for analysing the impact of the Spitzenkandidaten process, takes stock of its internal, inter-institutional and constitutional repercussions, and assesses its future prospects. Interdisciplinary in nature, the book touches on several important themes, including European elections, EU policy making, leadership, legitimacy, supranationalism and European integration. Published to coincide with the 2024 European Parliament election, it will appeal to scholars and students of the politics of European integration, public administration, governance, European politics and EU constitutional law.

This book examines migrant smuggling and migration governance in the European Union. Following the 'refugee crisis' of 2014-15 and the rise in the number of people crossing the Mediterranean Sea, growing concern has been expressed in the media and elsewhere as to how EU institutions have tackled migrant smuggling. Focusing particularly on Italy during the period of the Eighth European Parliament (2014-19), the book assesses the evolution of anti-smuggling policies at EU and national level, and considers why institutions and policy-makers have failed to fully address the issue. Adopting a bottom-up approach, it also analyses the roles that people on the move, smugglers, law enforcers, the judiciary and border guards play in influencing policy processes. With political and public debates over migration more vociferous than ever, the book provides important insights into the EU approach to migrant smuggling.
