European Administrative Governance

This book addresses the EU’s engagement with the Southern Mediterranean. It examines the involvement of EU institutions in member states’ approach to relevant policy issues within the European Neighbourhood Policy, and how such involvement affects the EU’s overall cooperation with countries in the Southern Mediterranean region. In particular, the book offers an assessment of the nature and development of integration in the EU’s approach to trade and economic development, energy security, counterterrorism, irregular migration and asylum, and maritime security. In doing so, it not only provides a precise and thorough overview of the institutional practices underpinning the EU’s engagement with the Southern Mediterranean, but also sheds light on the EU’s evolution beyond the regulatory polity model.

This book is the first systematic effort to investigate the ramifications of the introduction of the Spitzenkandidaten process for the appointment of the President of the European Commission.  It does so by examining the first two applications of the Spitzenkandidaten process from an historical, legal and political perspective.  Although this process has spurred vibrant debate regarding its impact on EU elections and the EU political system, it has yet to be comprehensively analysed by scholars.  Addressing this important gap, the book provides a conceptual framework for analysing the impact of the Spitzenkandidaten process, takes stock of its internal, inter-institutional and constitutional repercussions, and assesses its future prospects. Interdisciplinary in nature, the book touches on several important themes, including European elections, EU policy making, leadership, legitimacy, supranationalism and European integration. Published to coincide with the 2024 European Parliament election, it will appeal to scholars and students of the politics of European integration, public administration, governance, European politics and EU constitutional law.

This book examines migrant smuggling and migration governance in the European Union. Following the 'refugee crisis' of 2014-15 and the rise in the number of people crossing the Mediterranean Sea, growing concern has been expressed in the media and elsewhere as to how EU institutions have tackled migrant smuggling. Focusing particularly on Italy during the period of the Eighth European Parliament (2014-19), the book assesses the evolution of anti-smuggling policies at EU and national level, and considers why institutions and policy-makers have failed to fully address the issue. Adopting a bottom-up approach, it also analyses the roles that people on the move, smugglers, law enforcers, the judiciary and border guards play in influencing policy processes. With political and public debates over migration more vociferous than ever, the book provides important insights into the EU approach to migrant smuggling. This book examines the ways in which the European Union’s administrative structures have changed over the last decade in response to several significant political events, including Brexit, the refugee crisis, and the Covid-19 pandemic. Whilst much has been written about the responses to these events at both national and European level, less attention has been given to the internal transformations they have brought about within the EU’s institutions. Multidisciplinary in approach, the book brings together leading scholars to assess the ways in which key organizations such as the European Council, the European Parliament and the European Central Bank have changed over the last ten years. It also throws light on the impact these events have had on policy actors within the EU administrative system, as well as its policy processes.
