The Geography of Trade Liberalization

This book answers why anti-trade forces in developing countries sometimes fail to effectively exert pressure on their governments. The backlash against globalization spread across several Latin American countries in the 2000s, yet a few countries such as Peru doubled down on their bets on free trade by signing bilateral agreements with the US and the EU. This study uses evidence from three Latin American countries (Peru, Argentina, and Bolivia) to suggest that geography can play a significant role in shaping trade preferences and undermining the formation and clout of distributional coalitions that seek protectionism. Because trade liberalization can have uneven distributional impacts along regional lines, trade liberalization losers can find themselves in unfavorable conditions to associate and engage in collective action. Under these circumstances, few coalitions emerge to battle for protection in the policy arena, and when they do, geographic distance from decision-makers in the capital city can be a significant barrier to realizing their interests. As a result, even where a majority of the population living in regions that have not benefitted from trade elect a leftist president, trade reform reversal will not occur unless protectionist interests are close to the capital city. The contrast between Peru, on one side, and Argentina and Bolivia, on the other, highlights the powerful influence geography can have on reversing trade policy or preserving the status quo.

Shallow capital markets are a key bottleneck for private sector development in Latin America. Still, there is not a large literature on capital markets and corporate governance, or on the politics of regulatory reform and business associations, focused on this region. To help address this gap, this new book introduces private equity into the financial development debate through a Latin American lens. The author looks at the cases of Brazil, Mexico, Chile, Colombia, and Argentina. And proposes a shift in the financial development discussion from institutional explanations focused only on rules to an actor-based argument centered on the role of institutional investors, in particular pension funds .

From (De)regulation to Industrialization?

This book aims to elucidate the divergent institutional trajectories of lithium policies in Latin America, shedding light on how industrial development of mining activities can emerge in specific extractivist contexts. While focusing primarily on Chile's lithium policy, the study is further enriched by shadow case analyses of Argentina and Bolivia, reinforcing the robustness of the findings. The research introduces an original typology of industrial policies associated with lithium and argues that the interaction between the state and the companies involved in lithium extraction plays a decisive role in shaping public policy. In this regard, the typology demonstrates its heuristic capacity to analyze green industrialization processes related to lithium. Grounded in theories of state capacity and business power, this analysis posits that the evolution of public policies in this sector is influenced not only by the strength of the state but also by the strategic positioning of businesses in relation to these policies. Given their pivotal role in natural resource-based economic activities, companies emerge as essential actors within the context of industrial policy. This analysis makes a theoretical contribution to state-business relations, engaging with broader debates on green industrial policy within comparative political economy and offering a fresh perspective on the topic. Furthermore, the research explores how these processes related to lithium policies intersect with both global and local dynamics, particularly regarding the advancement of energy transitions and the socio-environmental conflicts in the affected territories.
