Presidents, Monarchs, and Prime Ministers

During the last three decades, there has been a growing interest in systems that combine elements of parliamentarism and presidentialism. Despite the fact that much attention has been directed towards the semi-presidential form of government in particular, it is evident that many aspects of regime forms remain unexplored. This book systematically categorises democratic political regimes with a separate head of state and government (including regimes with a monarch and prime minister, and president and PM) globally and over a long historical period 1850–2019. It analyses how regimes with a dual executive emerge and what trajectories they follow. It also explores the stability of these regimes across time and space. An important feature of this endeavour is to address actual powers of the head of state rather than constitutional provisions.

Presidents, Unified Government and Legislative Control

This book aims to explain why some presidents are more successful than others in winning the support of legislators during periods of unified government. This book covers five presidential and semi-presidential systems such as France, Indonesia, Mexico, Taiwan, and the U.S. with a wide variety of institutional arrangements and political dynamics. This book elaborates on explaining how institutional factors such as confidence vote, electoral system, candidate nomination and presidential unilateral power influence the ability of presidents to pass their legislative agendas through comparisons across presidential and semi-presidential systems.

The Presidentalization of Political Parties in Russia, Kazakhstan and Belarus

This book analyses the presidentialization of parties in three countries of the post-Soviet space - Russia, Belarus and Kazakhstan - and the role of this phenomenon in their recent political history. The concept of presidentialization of politics means that parties tend to adjust by becoming ‘presidentialised’ in the sense that parties delegate their leaders-as- Presidents to shape both their electoral and governing strategies. The presidentialization of parties refers to institutional resources, constraints and opportunities. It can be also described both as centralization of leadership and a style of government, overlapping with that of personalization of politics that it consists of personal characteristics, attitudes, personal capital and charisma in making politics, instead. Since their introduction, the concept of presidentialization have been mostly analysed within the Western or other democratic countries. Very little attention, however, has been paid to the phenomenon presidentialization of political parties in non-democratic countries or in countries with a transitional form of government . This volume enhances our theoretical understanding of the political role of the Presidents of Russia, Kazakhstan and Belarus in controlling the legislative space and elected officials.

Power Beyond Constitutions

This research monograph examines presidential constitutional conventions and the role they play in the political systems of four Central European countries – the Czech Republic, Slovakia, Hungary, and Poland. As primarily unwritten rules of constitutional practice, constitutional conventions represent political arrangements and as such are political in origin. Not only this, constitutional conventions, in general, and presidential constitutional conventions, in particular, have significant political implications. They shape both the everyday operation and character of regimes. Central Europe represents a particularly useful example on which this role of constitutional conventions can be studied and assessed.

The Informal Powers of Western European Presidents

The book explores how weak presidents directly or indirectly elected can still play a crucial role in the political arena. Weak presidents have been distinguished from strong ones by relying on the evaluation of the powers they display according to the constitution. Six Western European countries are analysed: Germany and Italy which present a consistent constitutional design (as weak presidents are elected indirectly), and Austria, Ireland, Finland and Portugal that present inconsistent constitutional design (as weak presidents are elected directly). In contrast to much of the existing comparative works on presidential powers and activism, the book emphasises the role and the use of informal powers beyond that of formal ones. In particular, a definition and a typology of informal powers are provided as well as an empirical investigation on informal presidential activism. The positive outcome of presidential informal interventions are studied by relying on an interactionist approach which combines presidency-centred as well as president centred-explanations. The book argues that when dealing with informal presidential activism the opportunity structure matters but presidential public support matters even more.

Presidential Elections in Nigeria's Fourth Republic

This book provides a uniquely detailed analysis of presidential elections in Nigeria’s Fourth Republic. The authors explore the changing dynamics of voting patterns, religious politics, politicians’ behaviour and the broader political system to offer new insights into presidential systems in Africa and beyond. In doing so, they address an often-neglected area of political science and cast light on the political challenges facing one of the world’s largest democracies. The book’s comprehensive coverage of Nigerian presidential elections – and the lessons they hold for developing countries across the globe – is a valuable resource for researchers, students, international institutions and non-governmental organisations.

Presidents, Prime Ministers and Majorities in the French Fifth Republic

This book focuses on the triangle of power dynamics between presidents, prime ministers and parliamentary majorities, and the way it has evolved throughout the French Fifth Republic, the longest-lasting semi-presidential system. What are the main patterns in the functions and interactions of the three institutions? How do the personalities of presidents, prime ministers and leading parliamentarians shape the dynamics of the institutional system and France’s political evolution during each presidential term? To what extent do their ideological and partisan affiliations affect collaboration between key political leaders? How do the dynamics of inter-institutional relations influence the country’s overall stability and progress? And what are the main lessons of the Fifth Republic’s semi-presidential experience for countries that based their institutional systems on the French model?
