In 1994, NATO chose to expand eastward, walking a fine line between the membership aspirations of Central European states and sensitivity toward Russia. While the military situation in the Bosnia-Herzegovina conflict escalated after attacks on UN safe areas, important policy shifts took place in the EU’s joint foreign and security policy, as well as in the preparations for the economic and monetary union.

In 1993, the Foreign Office made a commitment to ending the war in the former Yugoslavia on a multilateral level, while the Federal Government deployed soldiers to Somalia within the scope of a UN mission. As part of the new Asia policy, Federal Chancellor Kohl and Foreign Minister Kinkel travelled to the Far East, as President Yeltsin and parliament inched closer toward a confrontation, the outcome of which Bonn could not afford to overlook.

1993 engagierte sich das Auswärtige Amt auf multilateraler Ebene für eine Beendigung des Kriegs im früheren Jugoslawien. Zudem entsandte die Bundesregierung im Rahmen einer VN-Mission Soldaten nach Somalia. Im Zuge einer neuen Asienpolitik reisten Bundeskanzler Kohl und Außenminister Kinkel nach Fernost, während sich in Moskau Präsident Jelzin und das Parlament auf eine Konfrontation zubewegten, deren Ausgang Bonn nicht gleichgültig sein konnte.
