This book highlights the main factors determining the quality of public administration in conflict affected countries; and assesses to what extent the conflict determines and impacts on the performance of public administration in affected countries. The main value added by this book is confirming the general expectation that there is no direct and universal link between the conflict and public administration performance (and vice-versa). One may need to argue that each country situation differs and specific factors of internal and external environments determine the trends of public administration performance in conflict affected countries. To achieve the overarching goal of the book, sixteen country studies were developed from all relevant continents - America, Africa, Asia and Europe: Bangladesh, Colombia, Croatia, Egypt, Georgia, Iraq, Kosovo, Nigeria, Palestine, Paraguay, Philippines, Serbia, South Africa, Uganda, Ukraine, and Venezuela.

The Capacity of Local Governments in Europe

This book compares local self-government in Europe. It examines local institutional structures, autonomy, and capacities in six selected countries - France, Italy, Sweden, Hungary, Poland, and the United Kingdom - each of which represents a typical model of European local government. Within Europe, an overall trend towards more local government capacities and autonomy can be identified, but there are also some counter tendencies to this trend and major differences regarding local politico-administrative settings, functional responsibilities, and resources. The book demonstrates that a certain degree of local financial autonomy and fiscal discretion is necessary for effective service provision. Furthermore, a robust local organization, viable territorial structures, a professional public service, strong local leadership, and well-functioning tools of democratic participation are key aspects for local governments to effectively fulfill their tasks and ensure political accountability. The book will appeal to students and scholars of Public Administration and Public Management, as well as practitioners and policy-makers at different levels of government, in public enterprises, and in NGOs.

35 Years of Public Sector Reform in Central Europe

This book examines public administration reforms in Central and Eastern Europe during the last three decades. After 1989, so-called socialist countries in Central and Eastern Europe started their transformation from centralistic to democratic societies. Their public administration systems changed dramatically, to adopt new norms and principles. Focusing on current EU-member states in the region, the book identifies similarities and differences in their public administrative reforms. Paying particular attention to three policy areas – education, health care, and local services – it assesses the historical roots of public administrative reforms, and how the legacy of being former members of the Warsaw Pact are still visible. The book argues that there are important differences between administrations in Central and Eastern European countries compared to older EU-member states, and that even within these countries, significant differences can be seen between developments and administrative reforms at the national and local level. It concludes by assessing the implications of these arguments for candidate EU members, and the complexities and pitfalls they might encounter in this process.

Fragmented Local Government Systems and Crises

This open access book assesses the links between decentralization and crises management in Czechia, paying particular attention to the ways in which local municipalities have dealt with turbulent problems including the Covid-19 pandemic and the migration crises caused by the war in Ukraine. There are more than 6000 municipalities in Czechia, most of which have fewer than 1000 inhabitants. With limited resources, municipalities are often forced to cooperate when it comes to dealing with major political and societal issues. Yet the various ways in which local governments cooperate, and the wider impact this has on the country as a whole, has not been fully examined. Drawing on existing literature and interviews with local governors, the book examines how decentralization affects the way crises are handled, and summarizes experiences and lessons from Czechia. In doing so, it identifies both the challenges brought about by decentralized local government systems, as well as the ways in which they contribute to community governance and its resilience. The book will appeal to all those interested in public administration and local government studies.
