Equity and Access to High Skills through Higher Vocational Education

This book explores new and distinctive forms of higher vocational education across the globe, and asks how the sector is changing in response to the demands of the 21st century. These new forms of education respond to two key policy concerns: an emphasis on high skills as a means to achieve economic competitiveness, and the promise of open access for adults hitherto excluded from higher education. Examining a range of geographic contexts, the editors and contributors aim to address these contexts and highlight various similarities and differences in developments. They locate their analyses within the various political and socio-economic contexts, which can make particular reforms possible and achievable in one context and almost unthinkable in another. Ultimately, the book promotes a critical understanding of evolving provisions of higher vocational education, refusing assumptions that policy borrowing from apparently ‘successful’ countries offers a straightforward model forothers to adopt.

Lifelong Learning, Young Adults and the Challenges of Disadvantage in Europe

This open access book challenges international policy ‘groupthink’ about lifelong learning. Adult learning – too long a servant of business competitiveness – should be reimagined as central to democratic society. Young adults, especially from disadvantaged backgrounds, engage more in education and training, and learn more day-to-day at work, if provision is democratically organised and based on enduring and inclusive institutional networks, and when jobs encourage and reward the acquisition of skills. Using innovative qualitative and quantitative methods, the contributors develop a critical perspective on dominant policies, investigating – across the European Union and Australia – how ‘vulnerable’ young adults experience programmes designed to improve their ‘employability’, and how ‘skills for jobs’ policies squeeze out wider – and wiser – ideas of what education and training should do. Chapters show why some provision works for those with poor educational backgrounds, why labour market and educational institutions matter so much, how adult education can empower and expand people’s agency, and the challenges of using artificial intelligence in lifelong learning policy-making. Several investigate the pivotal role of workplace learning in organisational life, and in learning during ‘emerging adulthood’. Important comparative studies of workplace learning in the metals, retail and adult education sectors show the role of management, trade unions and social movements in young adults’ learning.

Residential Adult Education and its Foundations

This book examines the development of British post-Second World War short-term residential adult education, through the lens of the Shropshire Adult Education College (1948-1976) and the tenure of Sir George Trevelyan as its first warden. Trevelyan is acknowledged as the godfather of new-age spiritualism in the UK and is credited with the development of eclectic and esoteric learning opportunities in arts, traditional crafts, culture and ecology. Embodying the spirit of a new national drive for optimism and enterprise in the post-war period, Trevelyan, and his contemporaries at other colleges, took risks and innovated in new pedagogical approaches to adult education, capturing the imagination of hundreds of students, before being stifled by an increasingly restrictive policy framework and financial strictures. The book considers the ideological drivers and tensions behind this unique form of education - its inception, evolution and virtual demise - and seeks to learn from its complex history to inform education in the future.

The Co-operative College and a Century of Social Change

This open access book explores the Co-operative College’s distinctive adult educational tradition over the past century as it provided education for co-operative leaders, employees and members in addition to developing a range of wider educational initiatives and ideas internationally. The Co-operative College is a British educational charity established in 1919, founded on co-operative principles. It played a crucial role in co-operative education in the British Empire and subsequently in the independent nations. In doing so, it brought together vocational and liberal education as well as educating members as part of a movement that fostered significant social change. It draws on original archival research at the National Co-operative Archive in Manchester as well as other material at the National Archives, Bishopsgate Institute and the British Library. Furthermore, the rich archives of the National Co-operative Archive allow for the development of a rich visual history of the movement to be explored.
