Rethinking Peace and Conflict Studies

This book reassesses performance legitimacy in the context of statebuilding and identifies the paradox between state institution building and state legitimacy by looking at the interplay between state legitimacy and leaders’ legitimacy The author reviews the significant weaknesses associated with the current measures of state legitimacy and uses this to demonstrate the incompatibility of these measurements with the reality faced by conflict and post-conflict countries. The author uses the Performance Legitimacy Theory of Transition framework to demonstrate the potential legitimacy paths that post-conflict countries can embark on and proposes a new approach for building state legitimacy in post-conflict countries. The author also introduces new indicators to measure performance legitimacy that also reflect its non-exclusive nature. This book offers a unique perspective on changing gender practices in post-conflict societies, looking at when and how masculinities change after armed conflicts. Building on original research data from Liberia, chapters look at the pathways of change in societal discourses, security sector institutions, and at the level of formatter combatants. Scrutinising the potential of peacebuilding for making conflict-related masculinities change after armed conflicts, the book develops a theoretical model that helps to understand both how violence-centred masculinities change after armed conflicts, and why profound changes of violent gender practices occur only rarely. What this book hopes to show is that masculinities can and do change after armed conflicts. Illuminating the intricate interrelationship between gendered practices within societal discourses, security sector institutions, and at the individual level in post-conflict societies, this book constitutes an invitation to rethinking our understanding of peacebuilding practices and their interconnectedness with gender, violence, and peace.

This Palgrave Pivot argues that if we are to understand civil conflict we need to grasp how everyday life is shaped by local conflict imaginaries. In order to examine this claim the book sets out to explore the contours of conflict imaginaries from two very different sites of conflict. Both Colombia and Indonesia have suffered from the collective trauma of political violence but in very different social, cultural and political contexts. Sketching out what they mean by a conflict imaginary, and explaining the relationship of this key concept to social imaginaries more broadly, the authors provide a historical overview of how political violence has been represented in both countries. They go on to outline the original qualitative research methods used to provide empirical evidence for the importance of conflict imaginaries, methods which allow them to explore the images and metaphors that underpin the spatial, chronological and emotional cartographies through which people make sense of political violence. With an emphasis on the construction of place-based knowledge, they consider the role of the local, the national and the global in the imagining of civil conflict, and show how film can be used to explore the imaginative worlds of social actors living alongside violence, revealing in the process the need to take seriously their hopes, fears, dreams and fantasies.

This book explores the powerful role of ordinary people's agency in times of violent conflict. Drawing on extensive fieldwork and a Critical Discourse Analysis, the author draws out the motivations, drivers and strategies at individual and community levels. With a focus on people’s own voices, this research highlights rich findings showing a wide range of experiences and actions that people engaged in during the violent conflict, and dimensions that are often missed in dominant explanations of violent conflict. Therefore, while looking at peace and conflict from an everyday perspective, the question of power and the meaning of peace knowledge become central. This edited book offers a collection of highly nuanced accounts of children and childhoods in peace and conflict across political time and space. Organized according to three broad themes (ontologies, pedagogies, and contingencies), each chapter explores the complexities of a particular case study, providing new insights into the ways children’s lives figure as terrains of engagement, contestation, ambivalence, resistance, and reproduction of militarisms. The first three chapters challenge dominant ontologies that prefigure childhood in particular ways. These include who counts as a child worthy of protection, questions of voice and participation, and the diminution of agency. The chapters in the second section bring to view everyday pedagogies whereby myriad knowledges, performances, practices, and competencies may function to militarize children’s lives, including in but not limited to advanced (post)industrial societies of the global North. The third and final section includes investigations that foreground questions of responsibility to children. Here, contributors assess, among other things, resilience-building, the exigencies of protection, and the ethics of military recruitment practices targeting children.

This book is driven by the question: what role is played by the local security research community in Kosovo’s internationally-led Security Sector Reform? Kosovo’s SSR has been heavily driven by international knowledge rather than the context-sensitive evidence, with negative implications for the legitimacy and sustainability of SSR. Centred on an analysis of an extensive interview survey of international SSR practitioners and local researchers in Kosovo and local research papers, this book highlights how local research has engaged with, challenged and contributed to international SSR. Despite the general experience of local marginalisation, local researchers have an important role to play. Following engagement with local research, international SSR practitioners may consider local context in greater depth and think more critically about SSR implications. This highlights the potentially key role that local researchers can play to support effective post-conflict recovery.

This book analyses and furthers the academic debates on post-liberal peacebuilding, through a number of conceptual, theoretical and empirical research outputs. Part I includes a review of how the recent discourse on peacebuilding has evolved, and three conceptual/theoretical perspectives relevant to post-liberal peacebuilding. In particular, the editors propose the concept of bespoke peacebuilding to articulate key features of new peacebuilding models. Part II introduces five case studies that present how alternative peacebuilding models are being shaped (or can be shaped) in practice. This edited volume examines how the multiple manifestations of social violence in Brazil impacts the building of a peaceful society. The chapters reflect on the role of state, organized crime and civil society. They provide a unique analysis of how the Brazilian state deals with criminal violence, but also finds challenges to comply with Sustainable Development Goal 16, to interdict police violence, and to provide an efficient gun policy. The book shows the agency of civil society in a violent society, in which NGOs and communities engage in key peace formation action, including advocacy for human rights and promoting arts. The overall aim of this book is to advance the research agenda regarding the intersections between peace, public security, and violence, under the lens of peace studies. In Brazil, the challenges to peace differ markedly from areas in regular conflict.

This open access book discusses the impact of protracted peace processes on identities in conflict. It is concerned with how lingering peace processes affect, in the long-term, patterns of othering in protracted conflicts, and how this relates with enduring violence. Taking Israel and Palestine as a case study, the book traces different representations of success and failure of the protracted peace process, as well as its associated policies, narratives, norms and practices, to analyze its impact on identity and its contribution to the maintenance and/or transformation of the cultural component of violence. On the one hand, drawing from an interdisciplinary approach comprising International Relations (IR), History and Social Psychology, this book proposes an analytical framework for assessing the specificities of the construction of identities in protracted conflicts. It identifies dehumanization and practices of reconciliation in ongoing conflicts – what is called peace-less reconciliation – as the main elements influencing processes of othering and violence in this kind of conflicts. On the other hand, the book offers an empirical historical analysis on how the protracted peace process has impacted identity building and representations made of the ‘other’ in the case of the Israeli-Palestinian conflict since the end of the 19^th century to the present day.

This book considers the growing interest in transitional justice practices that take place against the backdrop of ongoing settler-colonialism in Palestine. By critiquing the role of common top-down and bottom-up interventions, namely truth recovery and international criminal justice, the book argues that transitional justice acts as an extension of a deeply flawed peacebuilding process that has been so destructive in Palestine and has a deflating effect when it comes to advancing calls for meaningful decolonisation. A ‘radicalisation’ of transitional justice that takes place in settler-colonial contexts, one that prioritises conversations around meaningful decolonisation, is therefore required. The book will appeal to those with an interest in peacebuilding, conflict transformation and transitional justice. 

This book investigates why peace and reform processes across the world have recently been stagnating or have become blocked. They have failed to maintain security, rights, development, and justice in the liberal international order. The book identifies the related rise of counter-peace processes at the heart of failed peacemaking efforts, and explores the implications for an emerging multi-polar order where local and international tools for peace and reform appear to be ineffective. Across a range of recent cases, from Cambodia, the Balkans, the Sahel region, DRC, Colombia, Afghanistan, and many others, such dynamics are becoming clearer. In particular, small-scale blocking tactics across different peace processes have been evolving into larger political strategies which are then disseminated within revisionist and revanchist international networks. Ultimately, this phenomenon has undermined liberal international order.

Spoilers and tactical blockages to peace have connected across local, national, regional and international scales, highlighting ideological divisions. Drawing on counter-revolutionary theory, the concept of counter-peace is used as a tool to critically interrogate a systemic array of blockages to peace. Distinct counter-peace patterns are now entangled in peace and reform processes, including  the stalemate pattern, the limited counter-peace, and the unmitigated counter-peace patterns. Across cases, once tactical blockages begin to form these patterns, they become systemic and ultimately enable conflict escalation. Consequently, the intimate entanglement of the existing international peace architecture with counter-peace processes points to ideological divisions in international order, as well as the growing gulf between diminished practices of peace and reform with critical scholarship on peace, justice, and sustainability.

This book explores the topic of peace and the long-term survival of the human species. Drawing on Existential Risk Studies (ERS), the book lays out a theoretical framework for drawing new perspectives and approaches for looking toward the future and addressing existential risks related to the complexity and dynamics of conflict. Looking at five research lines in Peace and Conflict Studies (PCS); (1) Great Powers Conflict, (2) Peace, Pandemic, and Conflict, (3) Climate, Peace, and Conflict, (4) Emerging Technologies, Peace, and Conflict and (5) Totalitarianism, the chapters discuss how these lines are defined and discussed, how they are understood in ERS, and what approaches would be beneficial to adapt and integrate into PCS. By drawing on ERS and grounding the discussion in lines of research that will be important to the field of PCS, this book suggests that long-term perspectives are needed in the field, especially in regard to existential risk and their implications of conflict. 

This open access book provides a comprehensive analysis of the EU's crucial support for the implementation of the Havana Peace Agreement between the Colombian government and the FARC-EP. It explores the use of new approaches and instruments that, despite some limitations and criticisms, could go beyond conventional liberal peace and provide useful lessons. Particular attention is paid to three axes: strengthening civil society, protection of human rights and a territorial peace perspective, as a contribution to the "local turn" in peace policies. The book first outlines the background of the conflict, the EU's two-decade defense of a negotiated peace, and the complexities of the peace process. Then, it analyses the development cooperation and political support provided in different areas: the collective reinsertion of ex-guerrillas, women and gender initiatives, the rights of ethnic communities, the sophisticated transitional justice system, as well as activities on reconciliation, victims and protection of human rights defenders.

This book analyses how humanitarian crises, conflicts, and peace processes in the Horn of Africa (HoA) were covered by two different media outlets, the Daily Nation (DN) and the Integrated Regional Information Network (IRIN), currently known as The New Humanitarian. The author develops a new framework called, the Four-Part Framework and examines the mediatization of humanitarian crises, conflict and peace process in particular conflicts and peace processes in Kenya, Sudan and South Sudan. Regional conflict and media situations are also discussed in the book as well as important recommendations that could be applicable in similar situations of other locations.

This book argues that we can capitalize on the tolerance of ambiguity-enhancing potentialities inherent in visual images – their non-coherence – and thus increase our capability of tolerating ambiguities. Studying international relations equals studying ambiguity. The international system is complex, and where there is complexity, there is also ambiguity. Crucially, in a world saturated not only with ambiguities but also with visual images, it is mandatory to think ambiguity and visuality together. The authors analyze the constructive and peaceful potentialities of ambiguities through an exploration of journalistic imagery in the context of post-war Bosnia and post-siege Sarajevo.
