The Evolving American Presidency

This book provides a broad analysis of the legacy of the Obama presidency, representing multiple perspectives across the partisan and disciplinary divides. The chapters in this book are grouped into three major legacy categories: domestic policy, foreign policy, and rhetoric. Domestically, the contributors examine the “Obama coalition” and its staying power in the age of Trump, President Obama's legacy regarding the use of executive power, his impact on intergovernmental relations, and his impact on the welfare state and education. On the foreign policy front, the central focus is on whether Obama was in fact much different from his predecessor, what impact he had on the Middle East and Afghanistan, and whether his pivot to Asia yielded the hoped-for results. The contributions in this book also aim to (re-)assess the Obama legacy in light of the subsequent efforts by his successor to undo many of the policies embraced and implemented during the Obama years.

This book will illustrate that despite the variations of nuclear tensions during the Cold War period—from nuclear inception, to mass proliferation, to arms control treaties and détente, through to an intensification and “reasonable” conclusion (the INF Treaty and START being case points)—the “lessons” over the last decade are quickly being unlearned. Given debates surrounding the emerging “new Cold War,” the deterioration of relations between Russia and the United States, and the concurrent challenges being made by key nuclear states in obfuscating arms control mechanisms, this book attempts to provide a much needed revisit into US presidential foreign policy during the Cold War. Across nine chapters, the monograph traces the United States’ nuclear diplomacy and Presidential strategic thought, transitioning across the early period of Cold War arms racing through to the era’s defining conclusion. It will reveal that notwithstanding the heightened periods when great power conflict seemed imminent,  arms control fora and seminal agreements were able to be devised, implemented, and provided a needed base in bringing down the specter of a cataclysmic nuclear war, as well as improving bilateral relations. This volume will be of great interest to scholars and students of American foreign policy, diplomatic history, security studies and international relations. 

This book provides a detailed look at the constitutional, historical, and political arguments concerning presidential immunity from prosecution, as well as the opinions of the Office of Legal Counsel that provided the justification for the decision not to prosecute President Trump. Focusing on those opinions, the book examines the constitutional basis of presidential immunity, both textual and historical, as reflected in the deliberations of the 1787 Convention and the ratification debates. The opinions are viewed in the context of the criminal investigations of Presidents Nixon and Clinton that gave rise to those opinions, as well as the pronouncements of the Supreme Court concerning their claims, and those of President Trump to immunity from judicial inquiry. Lastly, the book analyzes presidential immunity in light of the separation of powers, the availability of impeachment, and the discordance between presidential immunity and the rule of law.

This book examines how presidents utilize their emergency powers, as well as factors that influence presidential rhetoric in U.S. foreign policy and declarations of national emergencies. Although scholars have examined presidential rhetoric and the influence it has on various policy arenas, this project is the first to take a text analytic approach to assess the nature of presidential rhetoric in the area of U.S. foreign policy and declarations of national emergencies. Broadly, Ouyang and Morgan seek to understand (1) how presidents exercise their authority to declare national emergencies and (2) how presidential rhetoric associated with each declaration of national emergencies changes over time. They begin by providing an overview of the development of presidential emergency powers. Then, they analyze the nature of presidential rhetoric in the context of U.S. foreign policy and national emergencies. Finally, they assess the strategic use of rhetoric in national emergency declarations and evaluate how this influences the implementation of economic sanctions stemming from these policies. In addressing these questions, this book helps to advance our understanding of U.S. foreign policy generally, national emergencies specifically, as well as the impact of presidential rhetoric on the policy selection and execution.

This book traces the development of US strategy on nuclear weapons and how presidents from Truman to Biden have wrestled with the question of how best to employ nuclear arms in a dangerous world. Michael Genovese examines how each president tried to solve the problems raised by the possession and spread of nuclear arms. Some presidents were aware of the grave dangers; others imagined that nuclear weapons could be useful battlefield weapons; still others tried to build up the nuclear arsenal while others sought to cut the arsenals. This book also analyzes the role of nuclear weapons and the rise of presidential power. The nuclear age has contributed to the dominance of the American presidency in foreign policy and war.
