Exploring the Basic Income Guarantee

At least six different Universal Basic Income (UBI) experiments are underway or planned right now in the United States, Canada, the United Kingdom, Finland, and Kenya. Several more countries are considering conducting experiments. Yet, there seems to be more interest simply in having UBI experiments than in exactly what we want to learn from them. Although experiments can produce a lot of relevant data about UBI, they are crucially limited in their ability to enlighten our understanding of the big questions that bear on the discussion of whether to implement UBI as a national or regional policy. And, past experience shows that results of UBI experiments are particularly vulnerable misunderstanding, sensationalism, and spin. This book examines the difficulties of conducting a UBI experiment and reporting the results in ways that successfully improve public understanding of the probable effects of a national UBI. The book makes recommendations how researchers, reporters, citizens, and policymakers can avoid these problems and get the most out of UBI experiments.

This book brings together scholars from the fields of politics, philosophy, sociology, anthropology and economics, to explore pathways towards implementing a Basic Income in Australia. It is the first book of its kind to outline avenues for implementation of a basic income specifically for Australia and responds to a gap in the existing basic income literature and published titles to provide a distinct standpoint in the exploration of basic income within the Australian contemporary policy landscape. The first section of the book outlines some of the continuing substantive and philosophical issues regarding BI implementation. In the second section of the book, authors offer practical strategies and models for progressing BI in Australia.

Global developments in basic income have reinvigorated political debates on the necessity of progressing to universal basic income implementation. Basic income is a powerful strategy for addressing poverty gaps and growing inequality. This book provides new insights and strategies from an Australian political economy perspective to respond to implementation challenges and distributive justice. The book positions the disability dimension and disability pensions in relation to basic income to explore strategies for strengthening universal provisions. It illustrates the need for socially just conditions and adequate financing to underpin redistribution as a way of safeguarding the sustainability of basic income.

This book explores the incentives and effects of modern welfare policy, contrasted with outcomes of global basic income pilots in the past seventy years. The author contends that paternalistic and counterproductive eligibility rules in the modern American welfare state violate the human dignity of the poor and make it nearly impossible to escape the “poverty trap.” Furthermore, these types of restrictions are absent from expenditures aimed at middle and upper-income households such as mortgage interest deductions and tax-sheltered retirement accounts. Case examples from the author's years as a front-line social worker and interviews with basic income pilot recipients in Ontario, Canada, are woven throughout the book to better illustrate the effects of the current system and the hidden potential of more radical alternatives such as a universal basic income.

This edited volume brings together international and national scholars and major activists leading or spearheading basic income guarantee political initiatives in their respective countries. Contributing authors address specific issues about major efforts to influence public policy regarding basic income guarantee, such as: who were the main advocates and thought leaders involved in support of such legislative initiatives; what were the main organizational and framing strategies and tactics used to influence public opinion and elected officials to support the idea of and policies related to basic income guarantee; what were the major obstacles they faced; and what practical and theoretical lessons might be learned from past and contemporary actions to affect social policy change regarding basic income guarantee and related measures to guide the efforts of activists and public intellectuals in the 2020 and 2024 election cycles.

This book examines the evolution of basic income policy and research in advanced economies and is divided into two parts. The first section considers the development of basic income as a social policy initiative in advanced (OECD) nations from the 1960s to today.  It reviews what the negative income tax experiments accomplished, their limitations, and what they can lend to the design and implementation of basic income pilots or a full blown basic income program today. It also considers important developments and research in poverty and economic inequality and in technological change and labour market adjustment over the last half century. The second section focuses on the Canadian case, where the prospects for basic income are perhaps among the most promising. In addition to a review of Mincome and its lessons and limitations, this section considers important developments in poverty research by the Economic Council of Canada and the Canadian Senate in the 1960s, attempts at welfare reform, and the policy initiatives to develop a basic income for elderly Canadians that has endured to this day. Many of the important social and technological developments that are reviewed in the first part will be discussed in more detail with specific reference to the Canadian case. The evolution of the important policy innovations―the National Child Benefit and its successors and the Poverty Reduction Strategy―are outlined in detail and linked to other, more modest, income support initiatives such as the federal sales tax credit that provide a potential foundation for a comprehensive basic income plan in Canada.  Research, including recent microsimulation studies of a basic income, are critically reviewed.  Although the COVID-19 pandemic has increased interest in basic income to support those hardest hit, the book argues for careful design of basic income policies in its aftermath rather than simplistic adoption of emergency pandemic measures.   

Common wealth dividends are universal cash payments funded by fees on the private use of common resources like land, minerals, and the atmosphere as a carbon sink. Thomas Paine’s 1797 pamphlet Agrarian Justice and Alaska’s Permanent Fund Dividend are staples in the literature on Basic Income, but there is much more to common wealth dividends beyond these highlights, and common wealth dividends have a distinctive ethical justification and distinctive policy implications that merit discussion. This monograph, the most comprehensive study of common wealth dividends to date, will be of interest to students, teachers, and advocates of Basic Income and those in the field of environmental studies, including sustainable development, natural resource management, and climate policy.

This book brings together insights and reflections following a set of interviews conducted with the main stakeholders involved in past, current, and future basic income experiments. It provides an analysis of some of the major elements and factors influencing experiments, as well of some of their most important outputs understood as results of their own experimental design, their sociological and political basis, and the epistemological status of their results.
By pursuing a bottom-up strategy, where the interviews conducted take a pivotal role in the collection and analysis phase of the book, this book gathers key questions relating to policy experiments. Some questions reflected upon include the general idea of why one should engage and implement a basic income experiment, and the paradox consisting in the fact that most basic income experiments fall short of being closely considered “pure” basic income schemes. In facing the question and the paradox head-on, the book assesses questions of experimental design, the political and social context surrounding the policy, and the main results and what can they tell us about basic income.

This book presents the most compelling arguments for and against implementing a basic income guarantee today, in the voice of proponents and critics, in alternating chapters. Tables, figures, and pictures illustrate the key concepts and evidence, which include benefit cliffs and disincentive deserts, time series macroeconomic data, business, economic, and technological change (BETC), artificial intelligence and other general purpose technologies, along with advanced robotics, the environmental Kuznets Curve, income distributions, democracy, social justice, dependence, autonomy, and economic freedom. A neutral, non-partisan tone introduction defines UBI and covers the history of universal income plans, while the conclusion summarizes the main arguments for and against UBI before surveying alternative policies, including universal basic asset, credit, service, job, and training plans.

The global Basic Income debate is now widespread, diverse, and relatively well resourced by academic and more popular literature: but that does not mean that there is universal agreement about every topic of discussion. In fact, there is still a quite heated debate about some of the most basic questions, such as ‘What is a Basic Income?’ ‘What’s the point?’, and ‘Is it feasible?’

This book is not yet another general introduction to Basic Income. There are already plenty of those. It is entirely about those aspects of the debate about which there is most discussion and sometimes the most conflict. It is based on conference papers, previously published chapters, and other previously published articles, working papers, and reports: material that has already benefited from consultation and debate, as is appropriate for a book about aspects of a debate that are the subject of frequent consultation and discussion.

This book is Karl Widerquist’s first statement of the “indepentarian” theory of property, called, “Justice as the Pursuit of Accord” (JPA). It argues the natural-rights-based arguments for unequal private property have failed to establish that institution as right. It is a legal privilege, inconsistent with the maximum equal freedom from interference. The book discusses how to establish and maintain a property system that best promotes freedom from interference. Paying taxes and obeying regulations is part of the purchase price of the right to control, use, or use-up any good made partly out of natural resources (i. e. all goods), because doing so interferes with people who control, use, or use-up fewer natural resources. A sufficient portion of that tax revenue has to be redistributed in the form of a Universal Basic Income to ensure the property system is in the interest of everyone.

This book shows that basic income is a powerful tool for realizing economic justice in our modern society. Through an interdisciplinary investigation of basic income in Korea, involving theological and social scientific perspectives, the book covers the topic of basic income on an academic basis, an economic basis, and in terms of its institutionalization potential.

Although modern society is a global one, centered on the economic ideology of neo-liberalism, the negative effects of social polarization caused by this are quite severe. It is also urgent to come up with alternative solutions to the problems of labor reduction and wage labor. Moreover, the expansion of productivity through collaboration between humans and artificial intelligence also presents a challenge. An interdisciplinary study on the meaning and restructuring of labor is therefore needed.

On top of that, the book maps popular support for the many other, differently designed varieties of basic income that are part of real-world proposals, pilots, and experiments – including, for example, a participation income, a negative income tax, and a stakeholder grant. By investigating how and why support for different types of basic income varies across countries, evolves over time, and differs between individuals with different characteristics, this book offers crucial information about the political constituencies that can be mobilized in favor of (or against) the introduction of basic income, thereby contributing to our knowledge on the political feasibility of basic income.

This Palgrave Pivot second edition argues that basic income is, in fact, affordable. The contributors approach the topic from the perspectives of three different countries—Canada, Switzerland, and Australia—to overcome objections that a universal program to keep all citizens above the poverty line would be too expensive to implement.
