Our world is in crisis. New ways must be found to overcome future global challenges. This requires a thorough knowledge of international relations, extensive experience and a creative spirit for innovation. The âWorld Network Orderâ is a triangular approach to creating a consensus for peace in conjunction with a profound decentralisation and democratisation of the international normative system. Networked sovereignty, limited autonomy and the struggle for humanity are the guiding conceptual principles. This is possible through an opening of international law to non-state subjects, a planning cell in the UN Secretariat and a cooling-off mechanism at regional level. Concrete steps towards a 2030 reform Summit are suggested.

Ursula Werther-Pietsch is Lecturer of International Law and International Relations at the University of Graz, Austria. Furthermore, she teaches at the University of the German Armed Forces in Munich, the Vienna Diplomatic Academy, and the Austrian National Defence Academy. She is Co-editor of The Defence Horizon Journal Special Edition and, Member of the Scientific Commission at the Austrian Ministry of Defence. Her research focuses on collective security; fragility and resilience; multilateral system thinking; anticipatory governance; and human centrism.
