Financial Crises, Poverty and Environmental Sustainability: Challenges in the Context of the SDGs and Covid-19 Recovery

This volume advances the state-of-the-art in the study of the interplay among financial crises, poverty dynamics and environmental sustainability. It offers timely and unique contributions to the immediate global challenge of sustainable development. Developing a new evidence-base, the volume offers concrete recommendations for policy action needed in advancing the Sustainable Development Goals (SDGs) in relation to environment and poverty during the current conditions of financial distress. The approach taken is inductive and evidence-driven. Most analysis is based on in-depth case studies that aim to offer a detailed and dynamic picture on how poverty and environmental sustainability interact in specific social contexts and financial crises. In this way the volume aims to generate a wealth of new and concrete evidence that offer a solid foundation to understand the multiple channels through which social and environmental factors interact, and the ways in which this interaction can and should be managed in order to achieve the needed global transition to sustainability.



Broader dynamics that are covered and analysed include the historical legacies of structural adjustment and colonialism; the current debt wave experienced in developing countries; the role of inequality; the significant impact that climate change has on livelihoods and on meeting the SDGs; the new challenge presented by the Covid-19 pandemic for the SDGs; the challenge of sustainable funding for SDGs; and the need for a new eco-social contract. Case-studies examined include Cambodia, Ethiopia, India, Indonesia, Zambia, and subregions such as the Caribbean, sub-Saharan Africa and Lower Mekong Countries.



The volume is part of a joint initiative by the ‘Sussex Sustainability Research Programme (SSRP)’ of the University of Sussex, the ‘UNDP-UNEP Poverty-Environment Action for Sustainable Development Goals’ and the ‘United Nations Research Institute for Social Development (UNRISD)’. The overall aim is to advance a new research programme and foster a better understanding of the multiple, complex and often opposing ways through which the punctuated economic slowdown of financial crises, poverty dynamics and environmental sustainability interact. It also makes novel recommendations into how poverty reduction and environment can work in synergy rather than being antagonistic, especially during financial distress, leading into recommendations directly geared towards achieving the SDGs and beyond.

Japan’s Peacekeeping at a Crossroads

This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

LGBQ Legislators in Canadian Politics

This book considers the impact that the increasing number of LGBQ politicians in Canada has had on the political representation of LGBTQ people and communities. Based on analysis of parliamentary speeches and interviews with 28 out LGBQ parliamentarians in Canada between 2017 and 2020, Tremblay shows how out LGBQ MLAs and MPs take advantage of their intermediary position between the LGBTQ movement and the state to represent LGBTQ people and communities. For example, the politicians in this study introduce pro-LGBTQ bills, lobby cabinet ministers, act as a bridge between LGBTQ groups and the civil service, and give talks in schools about their identities. Most importantly, they act as role models for LGBTQ people (particularly children and teens) and contribute to lifting the social stigma around sexuality and gender identity. This latest volume in our Sustainable Development Goals series underlines that SDG 16 (Peace, Justice, and Strong Institutions) can only be accomplished with political representation for the LGBTQ community and minority groups in general.

Transformational Change for People and the Planet

This Open Access book deals with the pressing question of how to achieve transformational change that reconciles development with environmental sustainability. It particularly focuses on the role of evaluation in finding sustainable solutions. Environment and development are closely interlinked, as are human health and ecosystem health. The pandemic that began in 2020 demonstrated in no uncertain terms how destruction of habitats has allowed hitherto unknown pathogens spill over to humans wreaking havoc on people’s lives and livelihoods. We are already seeing the impacts of global climate change in terms of heatwaves, forest fires and increased storms. The Sustainable Development Goals (SDGs) explicitly recognize the equal importance of the social, economic and environmental dimensions of development. In these turbulent times, when humankind faces multiple complex challenges it is essential to know that our responses are effective and that they make a positive difference. Evaluation can provide invaluable lessons to how we design policies, strategies and programs and how we allocate limited resources between competing priorities. This book brings together key thinkers and practitioners from the public and private sectors, from major multilateral organizations and from bilateral donor agencies, to present the latest knowledge and experience on how to evaluate interventions in the nexus of environment and development. The book does not promote any particular approach or methodology, but rather emphasizes the need for mixed methods to address the question at hand in the best and most suitable manner. It covers cases from a variety of fields, from climate change mitigation and adaptation, energy efficiency and renewable energy, natural resources management, biodiversity conservation and more.

This book is not a conference proceedings although it has its roots in the Third International Conference on Evaluating Environment and Development organized by the GEF Independent Evaluation Office in October 2019. The conference brought together a larger number of established and upcoming evaluators, researchers and evaluation users from the Global North and South, representing a wide variety of organizations, to discuss the frontiers of environment and development evaluation. Following the conference, the editors identified and contacted the participants who made key contributions at the conference and asked them to develop their ideas and papers into book chapters according to a coherent plan.

Teaching and Learning Rural Livelihoods

This book synthesizes the conceptual and applied aspects of rural livelihoods as a discipline, and collates the analytical frameworks and approaches that have been designed, applied, and discussed over the last five decades. These include the sustainable livelihoods approach with its vulnerability-asset construct, collective governance of common pool resources, livelihood trajectories and poverty dynamics, rights-based approach and social justice, graduation approach for the ultra-poor, and the resilience framework to address complex risks. The book is divided into three parts, namely: introduction to rural livelihoods; synthesis of the present state of knowledge; and strengthening the knowledge action pathway. At the end of each chapter, a set of class exercises is provided to bring about a deeper understanding of these approaches and their application in real-life situations.

The expected outputs from penning this textbook are threefold. Firstly, it assimilates the rural livelihood works of eminent academicians under one cover. Secondly, it positions itself as a one-stop destination for educators by translating these concepts into a ready-to-teach applied format. Thirdly, it functions as a ready reckoner for young professionals by providing a step-by-step approach to apply these learnings in real-life situations. The purpose of this book is to provide a solid foundation to the teaching and learning of rural livelihoods in academia, bridge the gap between the science, policy, and practice of rural livelihoods, and finally shape a pool of better informed and equipped professionals in development.

The adoption of the Sustainable Development Goals (SDGs) in 2015 ushered a new era in the global development agenda as the world transitioned from the Millennium Development Goals (MDGs). The new era of SDGs that are all-inclusive, unlike the MDGs with the focus now being on ensuring human success that is predicated on environmental protection. The year 2020 marked five years post the adoption of the SDGs with increased calls for stock-taking of progress made amid strong calls for a decade of action to accelerate the delivery of the SDGs by 2030. These calls have been louder now given the impact of the COVID-19 pandemic, which reset the global economy and increased intensity of extreme weather events across the world. Since climate change has emerged as one of the biggest threats to the achievement of the SDGs, there has been growing concerns on its impact on biodiversity loss and the extinction of some species. There are also concerns regarding increased food insecurity at the household level in some parts of the world, particularly in Asia and Africa. With the demand for climate change action on the increase, there have also been growing calls for the big carbon emitters to drastically cut their emissions and invest in clean energy to save the planet by following development pathways making emissions stay under the 1.5°C increase in temperature.

ODIH will serve as the ‘Home of the Future’, a fully digitalised and smart, self-sustaining building that answers all the motivation we highlight here. In ODIH, we introduce a living space that produces its water, energy, and food by minimising carbon and water footprints thanks to the Internet of Things, Artificial Intelligence, and Blockchain technologies. It will also serve as an open innovation environment for start-ups and entrepreneurs who wish to integrate their solutions into the infrastructure of ODIH and test those in real-time. We believe this will be a true open innovation test-bed for new business models.

To assemble this book, the author explored the business models of 650 companies in order to demonstrate how innovations can be converted into value to support sustainable development. To ensure practical application, only technologies currently on the market and in use actual companies were investigated. This volume will be of great use to academics, policymakers, innovators at the forefront of green business, and anyone else who is interested in novel and innovative business models and how they could help to achieve the Sustainable Development Goals.

Localizing the SDGs in African Cities

This volume brings together a unique set of interventions from a variety of contributors to bridge the gap between research and policy with a distinct focus on Africa, drawing on work conducted as part of multiple interconnected research projects and networks on the Sustainable Development Goals (SDGs) and global policy implementation in African cities. Through the framework of the SDGs, and in particular Goal 11, the book aims to contribute to generating new knowledge about approaches to SDG localization that are grounded in complex and diverse local contexts, needs and realities, integrated perspectives and collaborative research.

Science in Negotiation

This book explores the role of scientific evidence within United Nations (UN) deliberation by examining the negotiation of the Sustainable Development Goals (SDGs), endorsed by Member States in 2015. Using the SDGs as a case study, this book addresses a key gap in our understanding of the role of evidence in contemporary international policy-making. It is structured around three overarching questions: (1) how does scientific evidence influence multilateral policy development within the UN General Assembly? (2) how did evidence shape the goals and targets that constitute the SDGs?; and (3) how did institutional arrangements and non-state actor engagements mediate the evidence-to-policy process in the development of the SDGs? The ultimate intention is to tease out lessons on global policy-making and to understand the influence of different evidence inputs and institutional factors in shaping outcomes.



To understand the value afforded to scientific evidence within multilateral deliberation, a conceptual framework is provided drawing upon literature from policy studies and political science, including recent theories of evidence-informed policy-making and new institutionalism. It posits that the success or failure of evidence informing global political processes rests upon the representation and access of scientific stakeholders, levels of community organisation, the framing and presentation of evidence, and time, including the duration over which evidence and key conceptual ideas are presented. Cutting across the discussion is the fundamental question of whose evidence counts and how expertise is defined? The framework is tested with specific reference to three themes that were prominent during the SDG negotiation process; public health (articulated in SDG 3), urban sustainability (articulated in SDG 11), and data and information systems (which were a cross-cutting theme of the dialogue). Within each, scientific communities had specific demands and through an exploration of key literature, including evidence inputs and UN documentation, as well as through key informant interviews, the translation of these scientific ideas into policy priorities is uncovered. 



The intended audiences of this book include academic practitioners studying evidence to policy processes, multilateral negotiation and/or UN policy planning. The book also intends to provide useful insights for policy makers, including UN diplomats, officials and staff working to improve the quality of evidence communication and uptake within multilateral institutions. Finally, it aims to support the whole global academic and scientific community, including students of public policy and political science, by providing insights on how to input into, influence, and even shape international evidence-informed policy-making.

    This contributed volume presents an attempt to understand climatic variability and induced risk to livelihood of communities and to offer insights on how catastrophic conditions and crises can be mitigated through public policy interventions. The case studies herein offer insights into different spheres and domains affected by climate change and present models of adaptation possibilities. The book is divided into three thematic sections. The first contains chapters that deal with assessing the effects of climate change. The second section offers perspectives on adaptation and governance, vulnerability in the context of sustainable livelihoods. The third and last section looks at Policy and Governance, with respect to climatic change adaptation and mitigations. The lessons contained in this volume are useful to a wide audience including research scholars, students, policymakers, and planners.
