From the erosion of state legitimacy in Lebanon to the use of smartphones in Kyrgyzstan, from a Polish suburb to the music scene in Azerbaijan, this volume attempts to explain why, in a variety of world regions, a substantial number of people tend to ignore or act against state rules. We propose to look at informality beyond simplistic associations of the phenomenon with a single category such as "informal labour" or "corruption". By doing this, we propose to look for a correlation between the emergence, and persistence, of some informal practices and the quality of governance in a given area. We also suggest that a better understanding of the variety of informal practices present in a region can help conceptualising more adequate interventions and eventually improve the socio-economic conditions of its inhabitants.  

South Korea’s postcolonial history has been replete with dramatic societal transformations through which it has emerged with a fully blown modernity, or compressed modernity. There have arisen the transformation-oriented state, society, and citizenry for which each transformation becomes an ultimate purpose in itself, its processes and means constitute the main sociopolitical order, and the transformation-embedded interests form the core social identity. A distinct mode of citizenship has thereby arisen as transformative contributory rights, namely, effective or legitimate claims to national and social resources, opportunities, and respects that accrue to each citizen’s contributions to the nation’s or society’s collective transformative goals. South Koreans have been exhorted or have exhorted themselves to intensely engage in such collective transformations, so that their citizenship is framed and substantiated by the conditions, processes, and outcomes of such transformative engagements. This book concretely and systematically analyzes how this transformative dynamic has shaped South Koreans’ developmental, social, educational, reproductive, and cultural citizenship.

This book examines the direction of the BRICS association. Beginning with historical analyses of the broader Global South and the fundamental composition of the BRICS countries and then moving on to present trends, The BRICS Order evaluates the variables that will influence the association’s future. While the BRICS as a forum emerged as a result of the visible fragmentation of the post-1945 world order, it itself remains dogged by issues emanating from internal divergences among member states and from external factors.  The contributors interrogate the extent to which this formation of “emerging economies” is indicative of a challenge to the West, or in fact a complimentary relation. Integral to these studies – which encompass examinations of such diverse areas as governance systems, issues in bilateral relations, security threats, multilateral institution building, the transnational creation and dissemination of knowledge, and technological innovation – are patterns ofconvergence and divergence which render the countries not a formal alliance, but as signifiers of a multilateral future in which the West is itself to become more heterogeneous and thus become occasionally complemented depending on the vacillating consensus within the BRICS association and on the interests of the BRICS countries at different points in time.

This compendium showcases the ongoing trends and challenges in South-South cooperation between India and select countries in Africa, for achieving food security and poverty reduction. Scholars and practitioners share diverse perspectives on the role of India’s development compact; aid, trade, private sector driven Foreign Direct Investments (FDIs), and concessional Lines of Credit (LOCs) to the agricultural and agro-processing sector in Africa. India- Africa cooperation also underscores that the sharing of knowledge and capabilities- technical and financial, along with North- South partnerships- through trilateral and multilateral mechanisms, can upscale agriculture and agro-processing sectors to centre stage the food security agenda and reduce poverty. Arguments made through the volume critically highlight hegemonic neo-liberal economic policies, structural adjustment programmes, import substitution practices, and the denationalization of food production, and illustrate the need for sustainable and cost effective agro-ecological practices, in the face of ongoing global challenges, such as the climate emergency and degradation of biodiversity and habitats.

The axial questions addressed are; how does cooperation between countries of the Global South- India and Africa - impact intra-South trading, capacity building, and the investment landscape. Scientists, academics, development professionals, government officials, NGOs and international organizations, offer the readers; empirical case studies, policy perspectives, the limitations and challenges, and the way forward in an analytical manner.

This edited volume highlights cascading effects of the pandemic and lockdown on informal economies of varied countries in the Global South. Uneven development after colonization, imperialism, and externally influenced conflict have caused many countries in the formally colonized or semi-occupied countries in the world to lag behind in wealth accumulation, investments in manufacturing, and technology. The fact that these countries were dragged into world market dynamics on an equal footing with already developed countries exacerbated these inequalities and saw the rapid burgeoning of informal economies. COVID-19 and the lockdown of western countries unravelled global production chains, resulting in hordes of workers in the Global South losing their livelihoods. Even people engaged in traditionally locally-bound economic activities, such as domestic work and sex work, found their livelihoods disappear. This volume brings together case studies from India, Brazil, Bangladesh, and Sri Lanka to analyze global economic disruptions as they affected informal sector workers who were already largely invisible within state development policies. The chapters question whether existing models of neoliberal development are still conducive within the post-pandemic Global South as it grapples with rebuilding economies, livelihoods, institutions, and systems of governance. 

Using an interdisciplinary approach, this book evaluates the complex nexus between climate change and regional food security in Asia Pacific. Feeding the planet puts a lot of stress on the environment. The fundamental challenges we are facing today include how to grow more from less in a sustainable manner; how to optimize the entire food value chain from field to fork to reduce the carbon footprint, protect the environment and support biological diversity, cause less water pollution and soil erosion, raise levels of nutrition, improve agricultural productivity, better the lives of rural populations and contribute to the growth of the world economy. With a robust multi-site study in Southeast Asia, Pacific Island Forum and South Asia, this book examines the regional initiatives on, the current state of, and the future prospects for mitigations and resilience regarding climate change and food security vis-à-vis other regions of the world.

This book comparatively examines the China–South Africa trade relationship over three decades through the prism of four other relationships South Africa has with states that have been China’s most contentious neighbours in the Indo-Pacific (India, Japan, Taiwan and the USA). Asia is widely expected to be the new economic centre of gravity in international relations, particularly for trade. Yet despite the story of growth for both it and its neighbours, China ranks above all these countries in terms of trade partnership with South Africa and a majority of states across the globe. This poses a puzzle answerable only through in-depth analysis. In this way, this pathbreaking new book uses quantitative data to test commonly held assumptions about the ‘new scramble for Africa’ and shines a light on the driving forces, interests and sources of agency in South Africa’s trade and foreign policies over the past three decades. The findings allow for the deduction of general patterns applicableto South Africa and peer economies, some of whom are benchmarked throughout the book for comparative insights.

This is the first book-length empirical study of free zones (FZs) in Gulf Cooperation Council (GCC) countries. The volume systematically illustrates the development processes behind FZs in Gulf Arab states and assesses the impact of these commercial entities on regional integration, global trade and investment trends, and the Gulf’s foreign relations. In the process, the work maps how economic strategies involving FZs evolve alongside varying levels of resource availability and state capacity on a local level while also revealing how development paths in Gulf Arab states are linked to regional and global accumulation circuits. FZ development is an under-examined topic in the wider literature on the Gulf. The empirical findings and theoretical implications of the work therefore offer an original contribution to prevailing political economy discussions concerning the Gulf region.

This open access book contributes new theoretical and comparative insights on migrant agency, undocumentedness and informality in non-Western, non-democratic migration regimes. The book is conceived as a critical reflection on the contemporary migration regime scholarship, and, more generally, on comparative migration studies, which primarily focus on migrants’ experiences and immigration policies in the context of liberal democracies in North America and Western Europe. Addressing this gap is particularly important when considering the fact that many new migration hubs are nondemocratic, which in turn requires us to revise or produce new frameworks of analysis beyond existing and dominant Western-centric migration regime typologies. This book takes up the case study of Central Asian migrants in Russia and Turkey—two archetypal non-Western, nondemocratic regimes and key migration hotspots worldwide—and investigates how migration governance outcomes are shaped by the informal power geometries and extralegal processes in physical and digital landscapes in which migrant workers, employers, middlemen, landlords, street world actors and street-level bureaucrats negotiate the contemporary migration system. This lively ethnography presents new empirical material, a comparative perspective and methodological tools for studying migrants’ experiences and migration governance processes in non-Western migration regimes.

The focus of this volume is on the role of the developmental state in a situation in which a series of major crises affects the (semi-) periphery of the global economy. The authors go beyond the established debate on developmental states in East Asia by highlighting a much broader understanding of development and a very different global economic context. They also further the existing debate by covering new country cases. At the same time, they deepen our perspective on developmental states by looking at unusual sectors such as green industrial policy, education and farming.

This book uses the idea of internal cohesion through intra-BRICS cooperation to make the argument that the next phase in the evolution of BRICS is to strengthen cooperation among BRICS countries in the implementation of decisions taken. There is a risk that what the BRICS promises and what it represents both in the eyes of its friends and foes might not materialise in the absence of central institutions. So, the book calls for the deepening intra-BRICS cooperation across all policy areas where there are already undertakings could help mitigate this risk. 

In 2018, the city of Cape Town faced the prospect of reaching ‘day zero’, that is a combination of natural and human-made factors leading to the complete collapse of its municipal water supply. While the rains eventually fell and a major disaster was averted, the fear of running out of water looms large in the psyche of residents in many cities around the world. Water is a non-substitutable, essential, finite and fugitive resource. It is the lifeblood of human endeavour. Cities, through global processes such as Agenda 2030 and forums such as ICLEI exchange best practices for achieving water security. These forums also are collective social spaces occupied by civil society organizations who share strategies and tactics, and the private sector, who compete for markets and contracts, promoting patent-protected technologies. It is these groups – states, civil societies, private sectors – coming together who determine who gets what water, when, and where. It is the job of academics to understand the how and why, and of (academic-)activists to fight for equity of access and sustainability of use. Evidence drawn from around the world and over time consistently shows that water flows toward money and power. Outcomes are too-often socially inequitable, environmentally unsustainable and economically inefficient. How to shift existing processes toward improved practices is not clear, but positive outcomes do exist. In this collection, we compare and contrast the challenges and opportunities for achieving urban water security with a focus on 11 major world cities: Bangalore, Beijing, Cairo, Cape Town, Chennai, Istanbul, Jakarta, London, Melbourne, Sao Paulo and Tokyo. Through the theoretical, conceptual and practical insights provided in these case studies, our collection constructively contributes to a global conversation regarding the ways and means of ‘avoiding day zero’.

This book argues that capitalism has practically failed to deliver the long-desired economic transformation and inclusive development in postcolonial Africa. The principal factor that accounts for this failure is the prolific non-productive forms of capitalism that tend to be dominant in the African continent and their governance dimensions. The research explores how and why capitalism has failed in the African context and the feasibility of turning it around. This book aims to foster a better understanding of the particular challenges faced by resource-dependent countries or jurisdictions in managing their resource revenues through natural resource funds (NRFs). It explores the varieties of natural resource management strategies as dictated primarily by domestic politics, and how the potential negative distributional consequences of resource wealth management (the resource curse) may add political dimensions and potential conflicts to decisions about NRFs in ways that other sovereign wealth funds (SWFs) do not experience.

By bridging the existing academic and practical knowledge gap arising from the limited attention given to the domestic politics of NRFs and state-society relations, this edited book is a valuable resource for academics, policymakers, and civil society actors in resource-driven economies and especially those interested in learning from comparative experiences of natural resource wealth management through NRFs.

This book presents a comparative analysis of Russia and Iran under sanctions. Whilst the growing literature on sanctions has focused primarily on their effectiveness, much less attention has been paid to the ways in which sanctions have transformed target societies and states. Despite, or indeed because of, the relentless enactment of sanctions, Russia and Iran have become increasingly Hobbesian in their governance – more self-reliant, less democratic, and more aggressive towards the West. This book examines the COVID-19 pandemic through socioeconomic lens that draw on history, approaches to state-market relations, and public policy perspectives In 2020, the world experienced the worst pandemic since the outbreak of the Spanish Flu of 1918, which continues to have far[1]reaching implications for the global economy and triggered macro-economic dislocations that severely affected the most vulnerable countries and segments of society. This book was conceived as a response to the disruptive shifts induced by the pandemic, with a particular focus on South Africa. International experience has shown that countries and societies that have gone through tough economic times, either as a consequence of wars or economic depressions, have responded to crises by enacting unpopular policy measures based on difficult tradeoffs, which often made way for innovation. The authors outline policy responses to the COVID-19 crisis and propose several interventions to mitigate its effects. These include developing innovative approaches to fiscal and monetary policies, labour market policies, industrial policies, as well as social policies. Building state capabilities, improving the governance and performance of state institutions, and managing digital change are some of the clear policy interventions that are laid out in this book.

This book is about risk conceptions, experiences and reflections. In Statecraft and the Political Economy of Capitalism political economists Scott G. Nelson and Joel T. Shelton examine several key social and political dynamics of advanced capitalism for insights into the fate of equality, community and solidarity. In chapters addressing divergent problems and spanning several centuries, statecraft is presented as a conceptual lens through which the art and practice of public action is continually rearticulated in response to the shifting economic, social and political conditions of a given epoch. The authors examine several consequential moments in the long tradition of political economy in relation to the governing predicaments of the present day, highlighting those predicaments that bear upon the well-being of all people, especially society’s most vulnerable. The book thus reintroduces the creative and purposive aspects of governing to the study and practice of Political Economy, a field that has been too preoccupied with technical, institutional and procedural aspects of economic management. This volume is the continuation of our research on economic and developmental policy-making in the global semi-periphery in the post-crisis cycle (see our two recently published volumes titled ‘Market-Liberalism and Economic Patriotism in Capitalist Systems’ edited by Gerőcs and Szanyi, 2019, Palgrave Macmillan and ‘The Post-Crisis Developmental State – Perspectives from the Global Periphery’ edited by Gerőcs and Ricz, 2021). Our new volume aims to be a contribution to the analysis of emerging market economies’ alternative development trajectories, as we explore the new perspectives on semi-peripheral dependent development since the Global Financial Crisis and especially amidst the new global pandemic, the COVID-19.

The scope of comparative capitalism research has also been altered accordingly to include the analysis of emerging economies outside the core of the world system, and to make intertemporal comparisons possible (such as to define and characterise historical wavesof state capitalism). Still, we are convinced that to better understand the current wave of state capitalism and to explore its national varieties there is a need to critically reconsider existing theoretical approaches and methodologies, and to search for new ones, if necessary.

This book aims to be a contribution to the analysis of emerging market economies' alternative development trajectories and explores new perspectives on semi-peripheral dependent development, especially amidst COVID-19.

This book is written as a tribute to Frederick Nixson’s extensive work on industrial development in the Global South, while seeking to actively engage with the latest arguments concerning development economics, together with changes in manufacturing and industrial policy that continue to shape the role of the Global South in the international economy, the impact of the increased concentration of global multinational corporations in that space, along with the rise of new financing tools and debt traps. The chapters pay homage to Fred’s broad view of the international development process and reflect his breadth of perception both theoretically and geographically. This book seeks to identify the reasons why some countries were more efficient and effective than others in responding to the COVID 19 pandemic, and why the global community failed to coalesce. What are the political determinants of the different state responses to the pandemic? Why was scientific advice rejected or ignored in many countries? What has been the role, respectively, of neoliberalism, populism, and authoritarianism in the making of Covid-19 policy? What role have each of these factors played in the uneven and clearly inadequate global response to the pandemic?

In an effort to understand why some states failed to handle the pandemic properly, some of the literature suggests that populism is at the root of the current failure of international co-operation. The global financial crisis of 2008-10 triggered significant cooperation within the G-20, led by the combined efforts of the United States and China. These forms of cooperation have clearly disappeared in the context of the pandemic, not only with respect to economic policy but also in public health and management. The authors of this volume link the different state responses to the pandemic-- from its inception to the start of the vaccination campaign, and to the political regimes prevailing in each. In particular, the present volume focuses on a distinction between the responses of neo-liberal regimes, populist regimes and authoritarian ones.

Today’s middle-income countries tend to be locked in a middle-income trap, unable to transition to higher income levels due to rising costs and declining competitiveness. While there is a broad consensus that upgrading these economies towards innovation-led growth is imperative, countless institutional and political economy obstacles remain. This book brings together analytical perspectives from comparative political economy, innovation studies, and development economics for the study of technological upgrading. Its distinctive contribution is the development of an innovative theoretical framework, named upgrading regimes, combining and extending the comparative capitalism and innovation system perspectives. It explores the usefulness of this approach by providing an indepth assessment of the political economy of upgrading in Brazil under the Workers’ Party governments. As the politics of technological upgrading will be one of the crucial research areas in the years to come, this book promises to become a key reference point in this debate.

This epistemological ‘glasnost’ facilitates the analysis of the United Nations General Assembly endorsed ‘responsibility to protect’ (R2P) as not merely a security but a security/development measure. This book unpacks the conditions that on one hand necessitate such measures and on the other hand, allow the subsequent dilution of their radical promise. This framing and analysis of R2P has implications beyond R2P. Increasingly, citizens converted into populations are shepherded by the state to chambers of partial, if not total surrender of civil liberties, standard of living, and well-being.  The COVID-19 pandemic accelerated such measures for people in the Global South, who since the inception of the post Second World War order continue to await their turn to be the beneficiary ofdevelopment. The development, initially prescribed by the modernization theorists, echoed subsequently in the 1980s by the good governance promoter—World Bank—continues to elude most in the Global South. Indeed, the region’s political and economic instability is often the site that renders as a truism, Foucault’s upending of Clausewitz’s dictum—‘War is the pursuit of politics by other means’—with  ‘Politics is the pursuit of war by other means.’ The thanatopolitics (politics of death) of these ‘failed,’ ‘failing,’ or ‘flailing,’ states, is the reason why their populations are seen to be in frequent need for the operationalization of the international community’s ‘responsibility to protect.’ 

This open access edited volume focuses on the scope and benefits of strengthening local industrial-health linkages. The Covid-19 pandemic collapsed international supply chains for health. That experience brought home to African policy makers the critical nature of local manufacturing capabilities for sustaining and strengthening health care, and highlighted the pandemic benefits of India’s much stronger industrial base. At that time, a network of researchers in East Africa, India and the UK were investigating how to address the crisis of cancer care in low-resource health systems. Their project, uniquely, focused on the scope and benefits of strengthening local industrial-health linkages. The project researchers were also drawn into the pressing demands of Covid19 response. The result is this very timely book. The authors link their research on cancer to pandemic experience, and they draw sharp lessons for how countries can enhance their populations’ health security. The authors argue that improving cancer care is crucial for human wellbeing and more inclusive health care. They challenge policy makers to bring together health needs, health innovations and improved industrial capabilities to embed better cancer care and broader health system improvement in local industrial innovation and development.

Global crises throughout history have shaken humanity and transformed economies and societies. The Eurozone faced two such crises soon after its foundation. This book brings new insights regarding the Eurozone’s response to the Global Financial Crisis in 2008 and the Covid-19 pandemic and its effectiveness in dealing with the macroeconomic imbalances in Europe. Is the Eurozone more resilient now? This book is an indispensable addition to the literature on the recent global crises and the Eurozone for both academics and policymakers who are eager to delve deeper into these vital questions.

This book addresses two of the most relevant yet understudied questions in field of International Political Economy (IPE): 1) what explains the trade policy preferences of the organizations that represent economic producers in the political sphere?; and 2) how they are formed? Specifically, it focuses on the evolution of the preferences of industry peak organizations in Brazil and Argentina, the National Confederation of Industry (CNI) -and the Sao Paulo Federation of Industries (FIESP) - in the first case, and the Argentine Industrial Union (UIA) in the second, regarding Mercosur's preferential trade agreements (PTA) negotiation agenda between 2010 and 2020. The author proposes a novel explanation, which combines elements from the open economy politics (OEP) paradigm with insights from ideational IPE. This book will appeal to research scholars, postgraduate and advanced undergraduate students, policymakers and professionals working in the fields of trade and industrial policies, trade agreements and negotiations, regionalism and government-business relations.

This study traces the welfare regimes of Mauritius and South Africa from the early 20th century focusing on the historical circumstances that gave rise to the dominance of state-funded old-age pensions within their respective welfare frameworks. It highlights intersections between powerful business interests, the state, and social forces that sowed the seeds of social entitlements. Due to different mobilisation efforts of these social actors, both countries have spawned welfare regimes of different persuasions. Mauritius has maintained its long-standing traditions as a social democracy stretching back to the late 1950s, while South Africa continues relentlessly in pursuit of a liberal welfare state, a journey it has treaded since 1928 when the old-age pension laws first came into effect. While unravelling the innermost workings of welfare state development in Mauritius and South Africa, it also probes the present political and economic circumstances that have kept these two welfare regimes resolutely unchanged. Against this backdrop, it draws parallels between current welfare outcomes and those of old as they continue to chart their way into the future.

This book discusses the maxim of industrialization with a human face or social upgrading, which currently dominates the academic and actual policy discourses, particularly in late-comer economies of the Global South such as Ethiopia. To understand industrialization with social upgrading in the current context of economic globalization, characterized by the Global Value Chain (GVC), the book adopts the Human Rights (HR) perspective to labour relations and employs the Corporate Social Responsibility (CSR) approach to analyze the labour compliance of apparel exporting firms and their respective global brand buyers operating in Ethiopia’s industrial parks. The findings reveal that Ethiopia’s post-2005 state-led industrialization development path, which has firmly embraced strong businessstate alliances, has curbed the power of labour. Further, global brands’ flawed CSR and poor purchasing practices have contributed to the ongoing labour abuses in the country’s industrial parks. If the government does not consciously respond to the “race to the bottom”, the cold current of economic globalization that dominates the global apparel value chain, local industrial workers in Ethiopian industrial parks will continue to face dismal working conditions.

This open-access book provides fresh and much-needed insights into the interconnections between law, society and governance in Central Asia. By taking the interdisciplinary perspective of law and society, the book explores the social life of law and legal institutions in Central Asia in broader terms, encompassing not only the state legal system and institutions but also various informal (non-legal) forms of normative ordering. This book seeks to show that the Anthropocene epoch of the earth system has converged with the global epoch of capitalist history. Planetary warming and climate change are, therefore, unfolding rapidly. This enveloping process is driven forward by the mutual ruptures of a deteriorating earth system and fossil based global capitalism, as a fraught socioecological totality. Overlapping crises of time are the net result. They involve, the recurring, myopic volatility of financialised capitalism, the ecological impossibility of sustaining capitalist growth, the spreading arrhythmias of biotic, animal, bird, insect and marine life and the irremediable psychological stresses of climate change anxiety. The time crises of global capitalism originate from certain disjunctures of time associated with carbon extractivism, carbon emission markets and official climate change projections. The book sets out the counter constructions of time necessary to energise the climate justice movement and advance ecosocialist principles.

This book examines how new flows of foreign direct investments from autocracies are framed, their effects, and the policy responses to them, within the context of challenges to the international liberal order. Chapters address thematic and regional issues, from national investment controls and threat perceptions to China and Russia’s responses. Collectively, they explore a new dynamic in international politics: the securitization of money crossing borders. Historically, foreign investments operated under minimal global regulation, based on the assumption that they were beneficial, and profit driven. However, the past decade has witnessed a radical shift in approaches to foreign investments due to changing investment patterns and the entry of state-sponsored actors into this traditionally unregulated realm. China and Russia are seen to leverage foreign investments to advance their long-term economic and political objectives.
