Informality, Labour Mobility and Precariousness

From the erosion of state legitimacy in Lebanon to the use of smartphones in Kyrgyzstan, from a Polish suburb to the music scene in Azerbaijan, this volume attempts to explain why, in a variety of world regions, a substantial number of people tend to ignore or act against state rules. We propose to look at informality beyond simplistic associations of the phenomenon with a single category such as "informal labour" or "corruption". By doing this, we propose to look for a correlation between the emergence, and persistence, of some informal practices and the quality of governance in a given area. We also suggest that a better understanding of the variety of informal practices present in a region can help conceptualising more adequate interventions and eventually improve the socio-economic conditions of its inhabitants.

The death of George Floyd on May 25, 2020, and the ensuing trial of Derek Chauvin for murder a year later has rubbed raw the bloodiest stain on the United States’ history and its world reputation. Such disasters do not happen out of the blue nor are they purely technical in nature since construction and maintenance are subject to safety regulation and enforcement by governmental agencies. This book analyses four relevant cases from Australia, New Zealand, the USA and Germany. Arguing that, while preventing disaster through public oversight is essentially easy, the difficult part for public officials and private contractors and consultants alike is to resist incentives that threaten professional skills and standards. Rather than stressing well-known pathologies of bureaucracy as a potential source of disaster, this book argues, learning for the sake of prevention should aim at neutralizing threats to integrity and strengthening a sense of responsibility among public officials.

This book examines the use and potential impact of deepfakes, a type of synthetic computer-generated media, primarily images and videos, capable of both creating artificial representations of non-existent individuals and showing actual individuals doing things they did not do. As such, deepfakes pose an obvious threat of manipulation and, unsurprisingly, have been the subject of a great deal of alarmism in both the news media and academic articles. 
Hence, this book sets out to critically evaluate potential threats by analyzing human susceptibility to manipulation and using that as a backdrop for a discussion of actual and likely uses of deepfakes. The 21st century has witnessed a considerable and increasing number of political revolutions around the world. This contradicts the popular belief of many experts in the 1970s that revolutions occurred mainly in monarchies and empires. Instead, the revolutions of this century have several new characteristics, which call for a renewed analysis of the subject.

This handbook offers a comparative perspective on the new wave of revolutions of the last decade. Presenting case studies on the color revolutions, the Arab revolutions of 2010–2011, and the global wave of revolutions in 2013–2018 that spanned regions ranging from Africa to the Caucasus, it offers a better understanding of the varied forms, features, and historical backgrounds of revolutions, as well as their causes. Accordingly, it highlights recent revolutions in their historical and world-systems contexts.

The handbook is divided into seven parts, the first of which examines the history of views on revolution and important aspects of the theory of revolution. The second part analyzes revolutions within long-term historical trends and in their world-system contexts. In turn, the third part explores specific major revolutionary waves in history. The fourth part analyzes the first revolutionary wave of the 21st century (2000–2009), the so-called color revolutions, while the fifth discusses the second wave – the Arab Spring (2010–2013) – as an important turning point. The sixth part is dedicated to analyzing revolutions and revolutionary movements beyond the Arab Spring and some revolutionary events from the third wave that began in 2018. The seventh and final part offers forecasts on the future of revolutions. Given its scope, the book will appeal to scholars and students from various disciplines interested in historical trends, sociopolitical change, contentious politics, social movements, and revolutionary processes involving both nonviolent campaigns and political violence.

This book examines the slide into a new Cold War in the Caribbean. The primary argument is that the Caribbean’s geopolitics have shifted from a period of relative great power disinterest in the aftermath of the Cold War to a gradual movement into a new Cold War in which a global rivalry between the U.S. and China is acted out regionally. The result of this is a gradual polarization of countries in the Caribbean as they are increasingly pressured to choose between Washington and Beijing (this being very evident during the Trump years). It can be argued that the U.S. focus on the Caribbean in the late 1990s through the early 21st century diminished, leaving the region open to a China ready and eager to do business and guided by a diverse set of objectives. This history of confinement is that of the prison web, and of the in-between political, social, and personal spaces people weave between Inside and Outside prison. Based on in-depth ethnographic fieldwork, oral and written sources, archives, and extensive institutional documentation, this political anthropology book deals with carceral citizenships and subjectivities. Over time, imprisonment has had profound effects on personal experiences: on masculinities, femininities, gender relations, parentality, and intimacy. Woven like a web, this story is built around places, moments, people, and their testimonies.

Why have some Muslims residing in the West taken up arms to enter the global battlefields of jihad? Have the motivations and experiences of different jihadists all been the same? To create a more coherent analysis than the article format allows, and to offer new insights, the author summarizes and further develops several years of research into jihadism. As gaining access to and conducting interviews—especially with active jihadists—often differs from standard interviews, much of the data were collected in a gray zone between more formal interviewing and ethnographic research. The empirical material, which is based on interviews with active and former jihadists, is unique. Moreover, the methodological reflections are unprecedented, and the project offers new analytical insights into jihadism with a focus on how jihadism and jihadists change.

It makes a unique contribution to studies of governance and political economy using the Palestinian Authority (PA) as a case study, introducing and developing the concept of ‘dual rentierism’. The author uses primary research to chart the evolution of the fiscal sociology of the PA and explore how it has shaped the PA’s economic policies and the state–society relationship in the Palestinian Territories. The book adopts a critical political economy approach, making the case that external sources of PA income represent political rents that need to be disaggregated and studied concurrently. It further focuses on the drivers and constraints that have shaped the PA’s policy development and state-building associated with its dependence on external revenues. Ultimately, the book elaborates on how the need for fiscal survivability has thwarted the Palestinian quest for statehood.

Thus, it invites the audience to explore the deeper layer of motivations that underpin the actors’ decision to engage in conflict and cooperation, by exploring their cognitive and psychological considerations, in addition to the material ones. For this purpose, it presents a new conceptual tool, the conflict-cooperation perpetuum, in order to explain why the same players, in this case the EU, Russia and Turkey, may choose to simultaneously perceive each other as security threats and trade partners, engaging in both conflict and cooperation simultaneously with the same ‘Other’. In addition, it proposes to apply the framework of ontological security, in order to understand the responses of the EU, Russia and Turkey to the major existential crises that have affected them in past years, culminating with the war in Ukraine and the energy crisis of 2022.

This book explores the triangular dynamics of securitisation and desecuritisation that underpin the EU’s approach to trafficking in women for sexual exploitation. That is, the progressive securitisation of trafficking in women for sexual exploitation within the EU’s anti-trafficking policies and the existence of two distinct and competing approaches that coexist among feminist struggles against such trend and that largely follow the two opposing views that structure feminist debates on prostitution: a neo-abolitionist approach, on the one hand, that is increasingly defended from within EU institutions, and has therefore become increasingly entangled with the securitisation of trafficking in women; and a sex work approach, on the other hand, that has been largely relegated to the domains of academia and civil society. As such, this book addresses the intersection of security and feminist neo-abolitionism within the EU’s anti-trafficking policies, as well as the de-securitising potentialof the anti-trafficking advocacy of both neo-abolitionist and sex worker organisations operating at EU level. This book is unique in that it unprecedentedly brings together three bodies of literature that rarely interact: Critical Security Studies, EU Gender Studies and the feminist literature on prostitution and trafficking in women and demonstrates their fruitful interaction in an extensive empirical analysis of the EU’s internal security, violence against women and anti-trafficking policies.

This book investigates the connection between tightening mobilization constraints and the use of PMSCs in the United States, the United Kingdom, and Italy. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto. The need to reduce the ex ante hurdles and the ex post costs of military deployments fills the blind spots of alternative explanations for the use of PMSCs based on effectiveness, ideology, and organizational interests.

Its aim is to analyse the Irish-EU relationship from the idea of two apparently contradictory political ideas – internationalism (as represented by European integration in this particular instance) and nationalism (long the dominant value in Irish politics). The authors argue that to date the contradictions have been managed with considerable ease, leading us to characterise the Irish-EU relationship as “nationalism within internationalism”.

The Geography of Trade Liberalization

This book answers why anti-trade forces in developing countries sometimes fail to effectively exert pressure on their governments. The backlash against globalization spread across several Latin American countries in the 2000s, yet a few countries such as Peru doubled down on their bets on free trade by signing bilateral agreements with the US and the EU. This study uses evidence from three Latin American countries (Peru, Argentina, and Bolivia) to suggest that geography can play a significant role in shaping trade preferences and undermining the formation and clout of distributional coalitions that seek protectionism. Because trade liberalization can have uneven distributional impacts along regional lines, trade liberalization losers can find themselves in unfavorable conditions to associate and engage in collective action. Under these circumstances, few coalitions emerge to battle for protection in the policy arena, and when they do, geographic distance from decision-makers in the capital city can be a significant barrier to realizing their interests. As a result, even where a majority of the population living in regions that have not benefitted from trade elect a leftist president, trade reform reversal will not occur unless protectionist interests are close to the capital city. The contrast between Peru, on one side, and Argentina and Bolivia, on the other, highlights the powerful influence geography can have on reversing trade policy or preserving the status quo.

This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens andinstitutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO’s structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence.

It introduces Adaptive Peacebuilding through evidence-based research from eight case studies across Africa, Asia, the Middle East, and Latin America. It also considers how China and Japan view and practice peacebuilding. The book focuses on how peacebuilders design, implement and evaluate programs to sustain peace, how interactions between external and local actors have facilitated or hindered peacemaking, and how adaptation to complexity and uncertainty occurred in each case study.

The Politicization of Social Divisions in Post-War Poland

The monograph examines the sources of Polish social divisions. It explains their emergence and discusses the mechanisms behind their evolution from 1945-2022. The findings corroborate the idea that divisions were formed irrespective of the current state of social hierarchy, or the accepted interpretation of justice, and that they existed both in totalitarian and democratic systems alike. The book distinguishes the category of divisions from the practices of repartition, and demonstrates that the repartitions discussed in a political discourse do not generate divisions, but constitute the politicization of the latter. Repartitions are understood as discursive, dichotomic juxtapositions that result from the existence of divisions and can be used as political tools. It has been demonstrated that they can also function as analytical categories used with a view to determining the state of social inequalities. The notions of divisions and repartitions discussed in this volume confirm theexistence of the continuity of changes and describe the evolution of Polish society has a consequence.

Our new volume aims to be a contribution to the analysis of emerging market economies’ alternative development trajectories, as we explore the new perspectives on semi-peripheral dependent development since the Global Financial Crisis and especially amidst the new global pandemic, the COVID-19.

The scope of comparative capitalism research has also been altered accordingly to include the analysis of emerging economies outside the core of the world system, and to make intertemporal comparisons possible (such as to define and characterise historical wavesof state capitalism). Still, we are convinced that to better understand the current wave of state capitalism and to explore its national varieties there is a need to critically reconsider existing theoretical approaches and methodologies, and to search for new ones, if necessary.

This book aims to be a contribution to the analysis of emerging market economies' alternative development trajectories and explores new perspectives on semi-peripheral dependent development, especially amidst COVID-19.

This book explores the global phenomenon of populism in relation to states' foreign policy, addressing two key questions: How do populists mold their foreign policies? What are the domestic and external factors that enable and constrain it? To this end, the book brings together a diverse group of scholars who have already researched on populist foreign policies (PFP) in specific countries to contribute shared chapters that examine their drivers, patterns, and effects according to distinctive regions: North America, Western Europe, Southern Europe, Central-Eastern Europe, Latin America, South-East Asia, the Middle East, Oceania, and Africa.  

 

The empirical analysis sheds new light on how populists’ distinctive conception of a world divided antagonistically between “the people” and “the elites” influences behaviour towards multilateral organizations such as the United Nations and the European Union, and regional or global hegemonic powers like the United States, Germany, Russia, and China. The book also shows how ideas related to identity, ideology, status and emotions, impinge on populists’ conduct vis-à-vis other international actors, and how national and international structures affect the implementation of populist foreign policies in the regional, interregional, and global arenas. The wide geographical diversity and regional representation are also valuable in identifying cultural similarities and differences. Hence, the findings contribute to lively debates on whether there is a unified and coherent foreign policy among populist leaderships, and whether populism leads to a gradual “corrective” of transnational trends in contemporary politics or, conversely, to a more radical, structural shift in the liberal international order.

This book investigates why peace and reform processes across the world have recently been stagnating or have become blocked. They have failed to maintain security, rights, development, and justice in the liberal international order. The book identifies the related rise of counter-peace processes at the heart of failed peacemaking efforts, and explores the implications for an emerging multi-polar order where local and international tools for peace and reform appear to be ineffective. Across a range of recent cases, from Cambodia, the Balkans, the Sahel region, DRC, Colombia, Afghanistan, and many others, such dynamics are becoming clearer. In particular, small-scale blocking tactics across different peace processes have been evolving into larger political strategies which are then disseminated within revisionist and revanchist international networks. Ultimately, this phenomenon has undermined liberal international order.

Spoilers and tactical blockages to peace have connected across local, national, regional and international scales, highlighting ideological divisions. Drawing on counter-revolutionary theory, the concept of counter-peace is used as a tool to critically interrogate a systemic array of blockages to peace. Distinct counter-peace patterns are now entangled in peace and reform processes, including  the stalemate pattern, the limited counter-peace, and the unmitigated counter-peace patterns. Across cases, once tactical blockages begin to form these patterns, they become systemic and ultimately enable conflict escalation. Consequently, the intimate entanglement of the existing international peace architecture with counter-peace processes points to ideological divisions in international order, as well as the growing gulf between diminished practices of peace and reform with critical scholarship on peace, justice, and sustainability.

This volume examines the origins, ideology, organisation, leadership, political alliances, electoral performance and institutional role of the right-wing party Brothers of Italy (Fratelli d’Italia, Fdl). FdI’s meteoric rise is only the latest in a series of shocks that have hit Italy’s unstable political system in recent years. However, it would be a mistake to brand FdI as yet another Italian anomaly. Indeed, the party stands at the crossroads between an established political tradition, that of the post-fascist and conservative right, and the more recent populist waves that have affected many mature democracies. By placing Giorgia Meloni’s party in a comparative analytical framework, the author shows that its success stems from a mix of past legacies and current developments seen in much of Europe (and beyond): the growing role of right-wing female leaders and their reliance on new media; the mainstreaming of the far right mixed with populist repertoires; the de-alignment and (partial) re-alignment of voters; the reconfiguration of electoral geographies; and ultimately the emergence of an illiberal model of democracy. In short, rather than being an exception, FdI can be seen as one of the most recent and advanced manifestations of a broader process of political change sweeping the West.

This book explores the leadership of state and federal environmental agencies and local environmental groups in restoring the degraded rivers that flow into North America’s Great Lakes and other sites in the northeastern industrial corridor of the US. Robinson examines twenty of the forty-eight sites included in the Areas of Concern Program of the Great Lakes Water Quality Agreement between Canada and the US. These twenty include heavily urbanized locales such as those along the River Rouge and Detroit River, but also more pristine locales such as the St. Louis River that flows through Duluth. Additionally, Robinson examines challenging river restorations within the northeastern industrial corridor which are led by effective local environmental advocacy organizations: the Penobscot Nation of Indigenous People, the Mystic River Watershed Association, and the Housatonic River Valley Association. All of these river restorations are led and managed by the environmental experts of (i) state and federal agencies, (ii) academia, and (iii) environmental NGOs. Local restorations of industrially degraded water bodies now compose a significant segment of the environmental movement and, ultimately, Robinson demonstrates that local environmental advocacy organizations can help marshal state and local funding for those efforts.

This book engages with the diverse traditions within non-Western Marxisms, as they emerge across the Global South, positioning itself against calls for a “pure” Marxism. The author views Marxism as a conceptual “field,” similar to electromagnetic or gravitational fields, where bodies and objects impact other bodies and objects without necessarily coming in contact with them. So too, in the “field” of Marxism, people behave in specific ways and deploy languages and concepts with their own specific inflections and accents. While rejecting the view of Marxism as an inherently European and fully-formed doctrine that is corrupted by contact with alien contexts, Nigam simultaneously acknowledges the residual force of certain elements of the theory and the gravitational pull that the authoritative figures continue to have on the evolution of the field in non-Western contexts. He argues that since a large part of Marxism’s earthly journey was undertaken in the Global South, it is that experience that needs to be rendered legible, by setting aside the conceptual lens of Western Marxism that repeatedly misreads such experience. Ultimately, the book invites a fruitful and challenging re-examination of a variety of phenomena arising from the contemporaneous co-existence of pre-capitalist and capitalist social relations that have been an inextricable part of the majority of the world—what the author terms “untimely encounters.”

This open access book explores the field of human rights dissemination in Central Asia. Offering a comparative perspective on five post-Soviet Central Asian states—Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, and Tajikistan, it examines compliance with international human rights standards in these countries. The contributions capture various aspects of human rights dissemination through educational programs, seminars, training, and empowerment programs at Central Asian universities, together with Central Asian NGOs/CSOs and international organizations. 

The book shows that a change of behavior among state and non-state actors in the region can only happen when both local and international actors, usually international donors, jointly take action to report, train, and empower people in human rights. This book is an invitation to anyone interested in the (troubled) nexus between international human rights norms and standards and their implementation on the local level, as well as in the effective empowerment of citizen in the region.

This book analyses the historical sociology of state formation in the Horn of Africa. It examines the genesis, trajectories, processes, routes and consequences of the evolution of state formation. Three analytical and explanatory models explain the process of state formation in the HOA: proto-state, colonial and national liberation. The models, heuristically and innovatively, provide understanding, interpretation and analysis of state formation. While the proto-state model explicates an indigenous historical process of state formation, the colonial model refers to an externally designed and imposed process of state formation. The national liberation model concern state formation conducted under liberation movement and ideology. The distinct significance of these models is that collectively they generate sufficient analysis of state formation. They are also unique in that they have never been employed as aggregate analytical and explicative instruments to address the predicament of state formation in the Horn of Africa.

Japan’s Rush to the Pacific War

This book investigates the phenomenon of overbalancing through an analysis of Japan’s foreign policy during the interbellum. In the mid-1930s, Japan withdrew from a naval arms control framework that had restrained military buildup on both sides of the Pacific Ocean since the early 1920s. By doing so, Japan not only triggered a naval arms race with the United States that exhausted its economy, it also destroyed the last institutionalized structure regulating the relationship between the two Pacific powers. Japan and the United States became caught in a spiral of tensions that culminated with the attack on Pearl Harbor in December 1941. Puzzling is the fact that the international environment in the Asia-Pacific was relatively stable in the mid-1930s, while Washington was pursuing a policy of accommodation toward Tokyo. By rejecting arms control and engaging in unfettered naval expansion, Japan overbalanced against the United States and began its rush to the Pacific War.

The book explains Japan’s overbalancing with a neoclassical realist model that combines the literatures on threat perception and civil-military relations. Amid the Manchurian crisis of 1931-1933, as the Japanese government collaborated with the military institution to address the situation in China, military influence on the formulation of foreign policy surged. The perceptual and policy biases of the military, which include the tendency to distrust other countries’ intentions, to adopt worst-case analyses of international dynamics and to strive to maximize military power, gradually penetrated the decision-making process. Dysfunctions in the preexisting structure of Japanese civil-military relations, engendered by an over-depoliticization of the military institution, allowed the navy to convince policymakers that the United States was inherently hostile to Japan, hence the necessity to prepare for war. The government was brainstormed, adopting the biased military perspective on international affairs. Japan overbalanced in a myopic but conscious way.

The working conditions of youth in Europe, its unionization and economic struggles, the fight against militarism, the pedagogical work, the internationalism and the commitment to maintain peace, and the attitude of young militants towards Bolshevik revolution are some of thethemes investigated in the book. It also clarifies the role and the engagement with the issue of the new generation shown by prominent figures of Marxism such as Karl Liebknecht, Jean Jaurès, Henri De Man, Willi Münzenberg, Henriette Roland Holst, and Robert Danneberg. Finally, the book constitutes also a page of European social and political history, reconstructed through the history of the various youth socialisms and their relationship with the Marxist tradition.

This book seeks to identify the reasons why some countries were more efficient and effective than others in responding to the COVID 19 pandemic, and why the global community failed to coalesce. What are the political determinants of the different state responses to the pandemic? Why was scientific advice rejected or ignored in many countries? What has been the role, respectively, of neoliberalism, populism, and authoritarianism in the making of Covid-19 policy? What role have each of these factors played in the uneven and clearly inadequate global response to the pandemic?

In an effort to understand why some states failed to handle the pandemic properly, some of the literature suggests that populism is at the root of the current failure of international co-operation. The global financial crisis of 2008-10 triggered significant cooperation within the G-20, led by the combined efforts of the United States and China. These forms of cooperation have clearly disappeared in the context of the pandemic, not only with respect to economic policy but also in public health and management. The authors of this volume link the different state responses to the pandemic-- from its inception to the start of the vaccination campaign, and to the political regimes prevailing in each. In particular, the present volume focuses on a distinction between the responses of neo-liberal regimes, populist regimes and authoritarian ones.

The American gun control debate is best understood as a battle in a war over the influence of individualism on American culture, politics, and policy. This book demonstrates that the gun debate is fundamentally about values. Specifically, it is about what we value most: private rights, or the public good. This helps explain why the technical, empirical, or legalistic arguments we hear aren’t persuasive. A review of scholarly literature on both the politics of gun control and American political culture finds an American bias toward an individualism that embraces personal rights. We argue that this bias stacks the deck against gun control. Interviews we conducted with activists show that support for, or opposition to, gun control is linked to concern for the public, or private, good. Finally, we trace the federal gun control debate in Washington from the 1960s to 2010s to show the ebbs and flows of individualism’s influence.

European leaders faced the Covid-19 pandemic by adopting very different leadership styles, characterized by diverging approaches to crisis communication, power management, and relationship-building with actors and stakeholders in the public sphere. The pandemic also highlighted the importance of the already-existing cleavage between populism and technocracy, positioning it at the centre of the political scene.These complex circumstances required a multidisciplinary perspective grounded in political sociology and communication studies. To address these issues, this book analyses the communication and leadership styles of seven European leaders, grouped into ‘political families’. It analyses the cases of Angela Merkel and Erna Solberg to understand if and how female leaderships differentiated from their male counterparts. It then analyses the relationship between techno-populism and professional politics by comparing the cases of Giuseppe Conte, Emmanuel Macron and Pedro Sanchez.Finally, it focuses on populist leaders Boris Johnson and Victor Orbán, who represent emblematic cases with opposite outcomes.
