Arctic Opportunities and Challenges

This book focuses on the participation and interaction of the three great powers—i.e., China, Russia, and the United States—in Arctic affairs from an international relations perspective. Global climate change has become a shared problem for all mankind. One of its key elements is the warming of the Arctic, which is affecting every dimension of nature and humanity globally. Climate change in the Arctic will directly affect natural ecosystems, coastal areas, forests, water resources, agricultural production, animal husbandry, tourism, and other economic activities in various countries around the globe. For the Northeast Asian region, however, the opening of the Arctic Passage by melting sea ice presents an opportunity. The current international legal regime for governance in the Arctic is insufficient to cope with the challenges of global warming. This book will be of interest to scholars following the future development of the Arctic and the role of China as a newcomer to Arctic affairs.

After Autonomy: A Post-Mortem for Hong Kong’s first Handover, 1997–2019

This book offers a sharp, critical analysis of the rise and fall of the 2019 anti-extradition bill movement in Hong Kong, including prior events like Occupy Central and the Mongkok Fishball Revolution,  as well as their aftermaths in light of the re-assertion of mainland sovereignty over the SAR. Reading the conflict against the grain of those who would romanticize it or simply condemn it in nationalistic fashion, Vukovich goes beyond mediatized discourse to disentangle its roots in the Basic Law system as well as in  the colonial and insufficiently post-colonial contexts and dynamics of Hong Kong. He  examines the question of localist  identity and its discontents, the problems of nativism, violence, and liberalism, the impossibility of autonomy, and what forms a genuine de-colonization can and might yet take in the city. A concluding chapter examines Hong Kong’s need for state capacity and proper, livelihood  development, in the light of theOmicron wave of the Covid pandemic, as the SAR  goes forward into a second handover era.

Brazil—Japan Cooperation: From Complementarity to Shared Value


This is an open access book. Relations between Brazil and Japan progressed dynamically in the 1960s and 1970s, centering on the substantial complementarity between Japan’s needing primary goods to sustain high economic growth and Brazil’s seeking non-hegemonic investment to invigorate its resource potential. Now that this complementarity has lost significance, the two countries are restructuring their relations to protect shared values of democracy, freedom, the rule of law, and the need for maintaining good relations with both China and the United States.

Analyzed here is the development of this renewed bilateral relationship in multiple directions: productivity, global environment and health, migration, and triangular cooperation in third countries’ development. Facing the prospect of a declining population, Japan may become more open to international migration, but the experience with Japanese-descent Brazilian workers since the amendment of the migration control law in 1990 presents many lessons and challenges for the symbiosis of multicultural groups. Brazil, for its part, needs to address social inequality. To this end, it is fundamental to improve the quality of work.

This book argues that Brazil and Japan can benefit from cooperation in managing those country-specific issues. It also discusses ways that Brazil and Japan can profit from coordinating action on global problems such as greenhouse gas reduction, mitigation of tropical diseases, healthy community building, and high-quality infrastructure for poverty reduction.

Living with the Party

This book explores the subcultures, cultural trends and regulations of leisure and subcultures among young people in Beijing from 1949 to the 1980s. It complicates our understanding of the successes of the CCP and the nature of those successes—more a synergy or synthesis than victory over society or defeat. It argues that while the CCP aimed to direct the most private sphere in people’s everyday life (i.e., leisure), it did not achieve this goal by coercive means, but by appealing ways through organized leisure activities. This book suggests that although elements of youth subcultures can be observed throughout the Mao era, we should not treat them as a way of passive resistance. Instead, we must position these subcultures between different layers of the Party’s leisure regulation to examine what the CCP actually achieved. Many people who engaged in subcultures defied the blatant politicization of their leisure, some might have defied the process of collectivization, but few defiedthe process of institutionalization during which people did not find state intervention contradictory to their own way of pleasure-seeking. This book also suggests that instead of regarding the Deng Xiaoping era as a breakaway from Maoist interventionist rule, we need to see the historical continuity as revealed by the Party’s uninterrupted policy of leisure regulation. Thought provoking and at times amusing, this book will interest sinologists, historians, and scholars of China's social form.

The marginal bodies studied in this research are termed MSM, men who have sex with men, categorized as a high-risk group in the backdrop of HIV/AIDS. It investigates how the category of risk becomes critical to the Indian state’s rationale and policies wherein, through the ambit of health and population, sexuality is managed. Unearthing the sexual politics in South Asia, the book, based on rich empirical evidence derived from the lived experiences of MSM, narrates the construction of sexual subjectivity and masculinity. Theprocess of construction occurs in negotiation with the Indian state, bringing forth the dimension of the Indian state as a medico-legal governmentality regime and how MSM takes on the identity of a medicalized subject.

The Afghan Patchwork State

This book provides a theoretically grounded and empirically fine-grained analysis of uneven state development in Afghanistan beginning in the early 20th Century. Based on archival research, the book shows that after Amanullah Shah’s abortive modernist authoritarian experiment and Habibullah Kalakani’s brief rule, a newly empowered Musahiban dynasty charted a patrimonial absolutist course. The new regime delegated considerable authority to traditional tribal areas in the southeastern and eastern part of the country, while pursuing a coercive strategy in other parts of the country that usurped traditional leadership at the regional and local levels. Previous explanations of the weakness of the Afghan state tend to emphasize structural determinants such as difficult geography, acephalous tribal organization, ethnic heterogeneity, as well as colonial interventions. Others have focused only on events after the Soviet or NATO interventions, pointing out faulty external decision-making, corrupt government officials and warlords, neighboring insurgent safe havens, or the international aid-fueled rentier economy. This book proposes an intermediate explanation for the patchwork nature of the Afghan state rooted in institutional choices made by a new ruling elite that took over in 1929. The year represents one critical juncture in Afghan history, where individual agency based on certain ideological preferences set in motion a path-dependent process that shaped its politics well into the latter half of the century.

Central to the book's focus is the resource mobilizing scenario (generation and allocation of revenue) of City Corporation over the past five consecutive years. It suggests some approaches that will serve as valuable resources for policymakers, researchers, and practitioners to take steps for strengthening the finance base of urban local government through revisiting and redefining revenue generation and allocation strategies.
