This book explores state–religion relations under a populist authoritarian ruling party in Turkey. In doing so, it investigates how the ruling Justice and Development Party (AKP) instrumentalizes state-controlled religion to further, defend, legitimatize and propagate its authoritarian populist political agenda in a constitutionally secular nation-state. To exemplify this, the authors examine the Friday sermons delivered weekly in every mosque in Turkey by the Turkish State’s Directorate of Religious Affairs (Diyanet). By analyzing all sermons delivered between 2010-2021, the book shows how the Diyanet has enthusiastically adopted AKP’s increasingly Islamist, authoritarian, civilisationist, militarist and pro-violence populism since 2010, and how it has tried to socially engineer beliefs in line with this ideology.

This book aims at shedding light on the reasons why the death rates during the pandemic were so high in Central Asia. More specifically, this book proposes analysis on why individuals did not follow the sanitary rules imposed by their respective government and on the role played by misinformation. Secondly, it also examines the impact of Sinophobia in Central Asia and the future challenges this feeling may pose on the authorities in the near future. Lastly, this book also proposes analysis of how the pandemic has contributed to show the inherent vulnerabilities of Kazakhstan and Kyrgyzstan by focusing on their immediate and future political consequences.

This book examines the structures and processes of political decision-making and governance in Nigeria. Since Nigeria returned to elected government in 1999, it has been observed  that several factors account for the differences between the design of statutory structures and processes of political decision-making and how they operate in reality. In other words, there are wide gaps between statutes and practice of political decision-making. However, the nexus between the two remains largely understudied by political scientists. Instinctively, political scientists assume that informal influences in political decision-making are aberrations, episodic or temporary.

This book is designed to interrogate the nexus between the formal and non-formal dimensions of the dynamics of political decision making in Nigeria and also provide evidence about the actual functioning of governmental structures in Nigeria.

The thesis of the book is that the non-formal dimension of political decision making as evidenced in rising ethno-political patronages, religious sentiments, clientelism and factionalism, are interacting with formal decision-making structures in ways that largely undermine the latter and, by extension, the democratic system. The book pursues this thesis by examining the roles of actors and institutions including, electoral choices made by voters, legislations, which perhaps is the most fundamental form of political decision-making, policies made by the executive and administration, as well as decision making within political parties, since parties are sites for articulating and aggregating issues on which decisions are to be made.

This book is the first to comprehensively explore the origins and reasons behind the Sino-Indian border dispute’s intractability. Utilising an array of accurate maps, tables, archival and scholarly research, this book shows how an ambiguous frontier became a contested border and how it has become relatively pacified yet remaining unresolved. Unlike previous examinations, however, this book also provides a theoretically based explanation as to why it is so difficult for an interstate border dispute to be resolved. By examining a wide range of salient actors, from state leaders to the individual governing organisations to the State itself, it is shown that it is usually in their interest to maintain the status quo rather than seek some form of resolution, thereby ensuring that the border dispute remains intractable. With both China and India shaping up to be major powers throughout the twenty-first century, a detailed examination of the major issue of contention between them is more pertinent now than ever.

This book contains the history of China-U.S. Relations (1911–1949), including China-US relations in Early Republican Period, the impact of Versailles Peace Conference and Washington Conference on China-US relations, US support for Northern Warlord Government, the Guangzhou Revolutionary Government, and the Nanjing National Government. During the War of Resistance Against Japanese Aggression, the United States went from neutral to form an alliance with China against Japan. After the end of the War, China and the United States gradually moved toward confrontation. This book also has a brief description of China-US relations from 1784 to 1911.

This book puts forward a new angle of understanding the society of states in the milieu of the contemporary world. The absence of a regulatory mechanism, i.e., anarchy, has been the fundamental issue of international relations. This book explains how the normative imperatives, information and communication technology (ICT) and nuclear deterrence generated ambiance have poised the states in a society where they are bound to follow certain normative imperatives that dilute the color and meaning of anarchy and obliges the states to act in a certain way. It develops a theoretical proposition with regard to state power defined in terms of the capability of determining the outcomes. The proposition first elaborates how international institutions foster normative imperatives; then, in line with this ontology, it narrows down the focus solely on the power of the states in the contemporary world. It explains how the power that can determine the outcome today is holistic in nature, comprisingboth materialistic and normative factors. In the next step, it tailors the proposition in a way so as to employ it for a specific empirical work. The book does not end just positing the theoretical proposition; the proposition is testified through some case studies with regard to climate negotiations under the UNFCCC.

The empirical part not only serves to examine the plausibility of the theoretical proposition, but it also presents the logic of the major actors and the politics with respect to some of the major issues of climate change, i.e., mitigation, funding policy and mechanism and adaptation. The scholars in this arena, climate activists and climate-conscious people in general would find this book worth reading as it kindles a different angle to understand the issues in the context of the contemporary world and as it elaborates the logic, framing process, and mechanism of reaching outcomes through complex negotiation process. Rohingya camps in Bangladesh since August 2017 supply these “tales” and “pathways”. Post-ethnic cleansing and post-exodus windows open up a murky future for Rohingya and global refugees. We learn of positive offshoots (of camp innovations exposing civil society relevance) and negative (like human and sex trafficking beyond Bangladeshi and Myanmar borders), as of navigating (a) local–global linkages of every dynamic and (b) fast-moving current circumstances against stoic historical leftovers.

This book offers a new interpretation of the evolution and modernization of social order in China’s grass-roots communities. Traditionally, social order at the grass-roots level was maintained through an organic combination of self-rule by the people and authority rule by political leaders. As a hybrid form of social order, therefore, it not only has features of autonomy but also reflects the power of the state apparatus. Despite the modernization of the nation-state, the old rules sustaining social order at the grass-roots level are still very much in effect and have seamlessly integrated into the new social structure. Unless we fully appreciate this fundamental continuity, we would not be able to understand how social order at the grass-roots level today is upheld and functions. And the modernization of social order at the grass-roots level is most fruitfully studied from the perspectives of the construction of modern public social relations and the development of grass-roots systems of social autonomy.

This book documents Japan's psychological deterioration caused by its defeat in August 1945. Also, Japan’s traumatic transformation from authoritarianism to democracy is detailed.

 The study exposes an ideological war between the Soviet Union and the USA within American-occupied Japan, which triggered violent polarization among the Japanese. Under General MacArthur’s tutorage, the defeated Japanese were expected to become a peace-loving people, but the Cold War derailed Japan’s progress toward freedom and democracy. The “Red Purge,” instituted by MacArthur's Headquarters (GHQ) from 1949 to 1950, triggered the devastating side effects on Japan's academic freedom and freedom of speech.

 Stanford University Professor Dr. Walter C. Eells (1886–1962) served at the GHQ as an influential education adviser and became the most vocal advocate of the Red Purge. Japanese Marxist historians have constructed the popular postwar narrative of the Red Purge, blaming the GHQ for every failure.

 The vast archival materials, including the GHQ papers, Eells papers, and Japanese-language documents, revealed that the Red Purge was a serious propaganda battle between the Americans and the Soviets in a war-torn Japan. This propaganda war engendered the violently polarized political climate, in which the conservative Japanese government behaved according to the dictates of US Cold War policy. By revealing feverish tensions within the GHQ regarding communist influences in Japanese universities, this study sheds bright new light on the Red Purge and its lasting impact on Japan's political future.

This book analyses the diffusion and implementation of Aid Effectiveness Principles in Kenya’s agricultural sector. Although Aid Effectiveness Principles represent a significant step in aid and development discourse, studies on its implementation remain inadequate, especially in the African context. This book combines the perspectives of the Kenyan government, donor representatives and small-scale farmers. The discussion on Kenya brings in comparative perspectives and, therefore, would have broader relevance to the African region, in general. It highlights a disconnect between the government and farmers concerning the ownership concept, where farmers lack a voice in important policy matters. The book shows that donors have exploited the weaknesses in government responses to interpret The Principles in ways that suit their strategic interests. Consequently, the book argues that the diffusion of Aid Effectiveness Principles has taken the form of symbolic imitation – a form of policy diffusion where the policymakers choose policies for their symbolic value rather than their effectiveness.

       For more than fifteen years following the collapse of Japan’s economic bubble, politicians, business people and academics tackled a range of institutional reforms. The sweeping changes they enacted—covering almost all facets of the public sphere, including elections, public administration, courts and the central bank—fundamentally altered Japanese political processes and policies. Taken together, they arguably represent the final touches of Japan’s political modernization, which had been unfolding since the mid-19^th century.

    Throughout the reform process, advocates were inspired by a combination of liberal and modernist ideas. The book discusses the failure of many African governments in providing the social needs of the masses, thereby placing the citizenry on the desperate quest for economic resources. Unfortunately, in many African States, mineral resources are owned, explored and marketed by the machinery of the state. The problem arises when the masses begin to challenge state access and ownership of resources that are domiciled within their ancestral land, communities, and constituencies. Often the challenge and resistance to state ownership of resources is generated by communal or group sense of exploitation, negligence and widespread poverty in the face of high resource endowment and waste by the government officials. 

Paradoxically, in Niger Delta of Nigeria, as discussed in the book, the state has unleashed unlimited might upon all social groups and agitators, thereby leading to the increased act of taking arms by such groups. When the informal resource agitators succeed in arming themselves, they begin to demand social and environmental justice, thereby leading to mass armed conflict between them and the government security agencies. Sometimes, the confrontation could be between them and other rival local resource actors in the informal sector of their country’s economy bearing in mind that the resources within their jurisdiction have become the central determinant of national commonwealth. 

 It is at that state of desperado to control access, extraction and sale of natural resources in a State, by different armed groups that the process of natural resources extraction qualifies as the most visible cause of conflicts and crises around the African continent that is the centrepiece of the book. This is quite understandable given that mineral resource is a gift of nature; and nature is that phenomenon that every human, group and nation claim to represent, or, believe to represent them.

This book presents a new organizing framework for studying democratic recession and autocratization in Southeast Asia. This book explores the subcultures, cultural trends and regulations of leisure and subcultures among young people in Beijing from 1949 to the 1980s. It complicates our understanding of the successes of the CCP and the nature of those successes—more a synergy or synthesis than victory over society or defeat. It argues that while the CCP aimed to direct the most private sphere in people’s everyday life (i.e., leisure), it did not achieve this goal by coercive means, but by appealing ways through organized leisure activities. This book suggests that although elements of youth subcultures can be observed throughout the Mao era, we should not treat them as a way of passive resistance. Instead, we must position these subcultures between different layers of the Party’s leisure regulation to examine what the CCP actually achieved. Many people who engaged in subcultures defied the blatant politicization of their leisure, some might have defied the process of collectivization, but few defiedthe process of institutionalization during which people did not find state intervention contradictory to their own way of pleasure-seeking. This book also suggests that instead of regarding the Deng Xiaoping era as a breakaway from Maoist interventionist rule, we need to see the historical continuity as revealed by the Party’s uninterrupted policy of leisure regulation. Through this collection, it is hoped that readers will gain a better understanding of today’s global environment and find that while great power competition may be inevitable in a world as centers of power shift, cooperating to address transnational challenges can be a positive sum game.

The contents of this book are divided into four main parts. Part One discusses the origins and political progress of the concept of “Soft Power”. Part Two explores soft power in the American experience, its sources and interaction with US foreign policy, as well as its ebb and flow in the age of Obama, Trump and Biden. Part Three examines the rise of and the opportunities and difficulties for Chinese soft power, focusing on China’s investment in soft power andhow this demonstrates its commitment to a peaceful rise. However, it also addresses the question of how can China get “smart” on how it uses soft power. Part Four provides a bird’s-eye view of power shifts in the 21st century and the interactions between the US as an established power and China as a rising power, while also reassuring readers that Thucydidean fears are unnecessary and a Cold War is avoidable. Both countries have to realize that some forms of power must be exercised with others, not over others, the development of soft power need not be a zero-sum game. Ultimately, the US-China relationship is a “cooperative rivalry” where a successful strategy of “smart competition” is necessary and cooperation on transnational challenges like climate change, pandemics, cyberterrorism and nuclear proliferation, will serve to benefit not only China and the US, but the world as a whole.

This book focuses on securitization and authoritarianism in Turkey with research on the country’s Islamist populist ruling party’s (AKP) oppression of different socio-political, ethnic and religious groups. In doing so, it analyzes how the AKP has securitized to oppress different socio-political groups and identities, according to the time and need for the party's political survival. This book illuminates the importance of the citizen charter (CC) in local service delivery in Bangladesh. It describes how CC was implemented into the service delivery process and its impact. In the 1970s, the transition from traditional public administration to new public management was inspired by globalization, the emergence of an information and technological society, and many economic theories, such as public choice, principal-agent theory, and transaction cost. The purpose of the government in a welfare state is to serve the citizens by providing essential services. However, public service delivery in most developing nations is ineffective owing to corruption, waste of public funds, a lack of responsibility on the part of public employees, etc. In this context, CC emerged as a means of educating individuals on many elements of services, so they may hold service providers accountable. Thus, the issue of framing and implementation of CC has been put in place due to the persistent pressing of academicians, politicians, and practitioners advocating for better local service delivery.

This book offers comprehensive review and analysis of official corruption in post-Mao China, arguing that this complex political and social malaise is the consequence of a variety of contributing factors, which include political, social, traditional/cultural, or structural, institutional, governance or policy failures. This study distinguishes itself from the methodologies of other studies by classifying corruption into detailed categories and sub-categories, accompanied by abundant cases and examples of the irregularities and offences. This book brings together a range of studies that aim at illustrating the ideas, institutions, historical patterns, and contemporary relevance of the social-political system that existed in the main part of East Asia during the premodern era. This is most often known as the Confucian literati-bureaucratic state, the imperial Chinese bureaucratic state, or the Confucian-Legalist state, that was established and endured most notably in China, but also in several East Asian societies such as Korea, Vietnam, Japan. That state and sociopolitical system also greatly shaped state making in several kingdoms in the region – such as Ryukyu and Dali – which were later merged into larger polities. Illuminating the significance of these historical patterns for today, this book will interest political scientists, historians, philosophers, and the general public.

This book investigates the history and role of the United Nations Command (UNC), which is important not only for the Korean Peninsula but also for East Asian security. The UNC has played a crucial role in maintaining peace on the Korean Peninsula divided by South and North Korea for the past 70 years. However, little is known about how the U.S. administration has perceived the role of the UNC and what policies it has implemented. It is known that the Nixon, Ford, and Carter administrations tried to dismantle the UNC in the 1970s, but eventually decided to reduce it rather than eliminate it. In this context, this study greatly helps us understand the true importance of the UNC by finding out the decisive reason why the U.S. did not remove it. According to the study, past official documents confirmed that the U.S. has recognized the UNC as the basis for maintaining the regime of the armistice on the Korean Peninsula. Historically, no studies have tracked U.S. policy on the UNC through primary data.

This book began as a year-long ethnography of a school in Taiwan in 1991 then evolved more into a historical sociology of national formation and its cultural mindset.  Cultural nationalism is a widely debated but poorly understood process.  Contrary to prevailing perceptions, the Cold War may have given way to a more progressive open society, but the politicization of ethnicity hardened a more deeply entrenched cultural frame of mind.  Instead of liberating an indigenous reality, Taiwanese consciousness has ironically polarized the political dead ends of reunification and independence.  In the final analysis, the ethnography can serve as a paradigmatic case study for critical cultural studies. There are clear ramifications also for a comparative study of the cultural politics of other Chinese speaking or Asian societies and their histories.

This book examines the modes by which the grand theories of International Relations can be restructured at the level of meta-theory. It emphasizes the inability of grand theories to make sense of international relations in postcolonial societies and argues to engage in such restructuring in the domain of ontology. This is done by making a historical sociological defence toward adopting mid-level theories in IR. It is a critique of the meta-theoretical foundations of Kenneth Waltz's grand theory of neorealism, by pivoting itself upon the framework of postcolonial ontology. Dwelling upon Mohammed Ayoob’s mid-level theory of subaltern realism,  it argues for undertaking the task of restructuring International Relations at the level of meta-theory, largely in the sphere of ontology. It explains how the thrust of grand theories such as neorealism, on ontological singularity can be circumvented. Owing to this, International Relations can experience a meta-theoretical transformation that may manifest in the broader engagement of the discipline itself, with the very conception of ontological multiplicity.

This book sheds important new light on Sino-Soviet relations and the politics of the Xinjiang region, publishing for the first time the complete diaries of Liu Zerong, who served as diplomat and foreign ministry envoy from 1940-49. In doing so it provides a chronicle of the downfall of Nationalist Party rule in the crucial frontier region of Xinjiang and its incorporation into the People’s Republic of China. The diaries are introduced with a biographical study of Liu, and a discussion of China’s international position during World War II and the post-war situation in Xinjiang, which at the time was divided between a sphere of GMD control and the Soviet-aligned East Turkistan Republic. Both in the Moscow embassy, and in the Xinjiang provincial administration in Ürümchi, Liu Zerong was Republican China’s most senior Russian-speaking representative, whose task it was to engage on a daily basis with his Soviet counterparts. His extensive diaries therefore offer a unique insight into this tense decade of Sino-Soviet diplomacy, and will be of interest to a wide range of scholars in fields of Chinese and international history.

This book explores the relationship between the “human constant” (Jen) of the four large-scale civilizational societies—China, the USA, Japan, and India—and their international behavior, response patterns, and interaction with the international system. The book analyzes the characteristics and limitations of the current international system, as well as the way it is related to the Western type of “human constant”. It also analyzes the challenges facing China in its integration into the international system. This book aims to explore international relations from the combined psychological and cultural perspective. The key concept of this book is “Jen”, which contains a distinct Chinese cultural experience, into the theory of international relations. Unlike other IR books to treat state as the main political actor, the book analyzes both the political aspects of state as an “organizational entity” and its civilizational aspects as a “civilizational entity”; hence, it proposes a new ontology of international relations. By integrating the concept of “Jen” based on the unique Chinese cultural experience into the theory of international relations, the book reveals the interactive nature of relationship between the international system and “human constant”. The book explains the causal relationship between state’s behavior and its “human constant”, analyzes the cultural characteristics of state actors and the international system, and tries to provide a new theoretical framework for understanding culture and modernity.

This open access book, which contains the views of ambassadors to Beijing on topics ranging from bilateral relations to potential cooperation, global development and even more of the most immediate issues, aims to help readers make sense of our changing world and China’s role in it.

 Building on the success of our previous volume China and the World in a Changing Context: Perspectives from Ambassadors to China, the Center for China and Globalization (CCG) has invited 27 ambassadors to examine China’s role in this context of constant flux, focusing specifically on China’s perspective, including its trade and investment ties with other countries, as well as its role in multilateral regional relations and global governance.

 These diplomatic envoys from countries around the world serve as pivotal contact points between nations across a wide range of fields, from economics and culture to health and the environment. Their perspectives, representing both developing and industrialized countries, are both invaluable and illuminating—not only in conveying the views and experiences of their own country, but also for their insights into global affairs and China’s development.

In the contemporary processes of urban development, regeneration is becoming a relevant way to limit the occupation of new land and to enhance the existing spatial, social, and ecological dimensions of specific parts of the city. It generally entails the engagement of different groups of stakeholders and users at various levels—e.g., institutional and private—who carry on their own agendas while conveying a wide range of interests and values to safeguard. At the same time, despite indications of a significant increase in its implementation under various forms and in multiple contexts in the last twenty years, participatory mechanisms have not been without challenges and barriers due to several factors, including facilitators’ poor negotiation and communication practices, and consequently misinterpretation of the values at stake made by the parties involved, or obstructionism and gridlocks carried on by the different stakeholders. The narrative of the collection is structured in four sections The contributions elaborate on innovative participatory patterns, how they are/might be entangled with the different stages of regeneration projects, in what measure they have contributed to the United Nations sustainability goals, and the potential matters emerging during the negotiation phases. In detail, the four sections are:

Moreover, the Japanese Business Leaders’ Coalition for Global Health in collaboration with the Bill & Melida Gates Foundation in the field of innovative technology, such as an application of artificial intelligence (AI) for global health will be scrutinized. In addition, this research investigates implications of Japan’s Global Health Strategy for Japan’s global health diplomacy at the event of the G7/G8 summits, especially the 2023 G7 Hiroshima Summit. Finally, this book identifies multiple global health actors that constitute the emerging and changing global health architecture in the post-COVID-19 world.

This book addresses three innovative aspects for the study of International Relations: first, proposes a novel theoretical-methodological framework for the study of national power, and based on this, a quantitative analysis technique is formulated that allows us to study the evolution of state power over almost five decades. Second, states play a fundamental role in the international system, which is why the study of their roles in the world cannot be limited to old, insufficient, and contradictory categorizations.

Having new categories of states becomes an even more urgent task in the rapidly changing international order than it is today. This book provides a theoretically grounded and empirically fine-grained analysis of uneven state development in Afghanistan beginning in the early 20th Century. Based on archival research, the book shows that after Amanullah Shah’s abortive modernist authoritarian experiment and Habibullah Kalakani’s brief rule, a newly empowered Musahiban dynasty charted a patrimonial absolutist course. The new regime delegated considerable authority to traditional tribal areas in the southeastern and eastern part of the country, while pursuing a coercive strategy in other parts of the country that usurped traditional leadership at the regional and local levels. Previous explanations of the weakness of the Afghan state tend to emphasize structural determinants such as difficult geography, acephalous tribal organization, ethnic heterogeneity, as well as colonial interventions. Others have focused only on events after the Soviet or NATO interventions, pointing out faulty external decision-making, corrupt government officials and warlords, neighboring insurgent safe havens, or the international aid-fueled rentier economy. This book proposes an intermediate explanation for the patchwork nature of the Afghan state rooted in institutional choices made by a new ruling elite that took over in 1929. The year represents one critical juncture in Afghan history, where individual agency based on certain ideological preferences set in motion a path-dependent process that shaped its politics well into the latter half of the century.

This book discusses experiences of women leaders in decentralised government structure in India and their participation in governance. The book also examines contribution of women leaders to the development of local area and economy through improved delivery of public services. In India, the policy of reserving seats and executive positions to women in the Panchayati Raj Institutions (grassroot governance bodies in India) at the village, sub-district and district levels, and urban local bodies was introduced three decades ago to improve representation of women at the grassroots level and enable them to access political decision-making at the local level. Because of the policy, about half of three million leaders in local government are currently women. The book explores the impact of this significant representation of women on decentralised governance and development. It looks at why this impressive representation of women in the local government has not translated into improved participation of women at the provincial and national parliament. The book discusses successful models, experiences of women leaders from different parts in India, and challenges faced by them. It offers new interpretations of findings and new methodologies to assess the contribution of women to decentralised governance and development. This book provides an introspective assessment of the conditions that have led to the bifurcated world we live in today. Utilizing a traditional Waltzian three "images” analysis, the book examines the conditions that prompted the Quad countries (US, Japan, India and Australia) to securitize their relations with their important trading partner, China over the past decade (2012-2022). Against a backdrop of rapidly growing disparities and increasingly untenable political-economic conditions at home, the last decade witnessed the emergence of a populist-styled right-wing conservative movement on a global scale. China's rapid economic ascent, coupled with its asymmetrical influence with its trading partners, intensified anxieties as China closed the gap in capabilities with the United States, further exacerbating international insecurities. Paradoxically, this situation has arisen due to China's remarkable success in becoming a de facto (rather than de jure) member of the San Francisco system in the second half of the Cold War through a very successful adaptation of capitalist reforms. The adjustments brought about by the Quad countries are in reality realpolitik manoeuvres dressed in Cold War rhetoric in a collective effort to isolate China and diminish its influence within the San Francisco system and the wider region. Unless the Quad countries can recalibrate their relations and adapt to a significantly more influential China, the region's insecurities are likely to intensify as the conditions fueling nationalisms persist and globalization becomes increasingly bifurcated, leading to a possible collapse of the San Francisco system itself. This book takes a no-holds barred approach in challenging conventional wisdoms and policy-centric narratives, and puts forth a forwarding-looking argument that community building, development and peace should remain the dominant goals for all regional countries going forward.

The significance of this book is triggered by an observation that seeks to propound the Eurocentric paradigm as not being the only dominating, acceptable, or legitimate approach to knowledge in explaining the evolution and dynamics of African migration. Africans have a long history of migration, both involuntary and voluntary. Contemporary African migrants have experienced three (3) types of migration, namely labour migration, forced migration or refugee movement, and skilled professional migration. These types of migration take place within the continent and between Africa and other continents. The book seeks to explore and cover a wide array of issues experienced by contemporary African migrants. This book examines the projection of soft and sharp powers through the Turkish civilizational populist TV series "Resurrection: Ertugrul" and its reception in Pakistan. By analyzing the content of the series, elite responses, interviews with ordinary Pakistanis, and Pakistani cyberspace, the book argues that beyond soft power, the show exerts Turkey’s sharp power transnationally, through themes of authoritarianism, violence, warfare, desire for killing and dying, Islamist collective victimhood, conspiracy theories and anti-Christian sentiments. The book contributes to the literatures on sharp power, populism, and authoritarianism.

This book explores masculinities of Tajik men and offers insights on how migrant and non-migrant men maintain their gender identity and adjust their gender practices in the context of transnational labor migration from Tajikistan to Russia. Being in the state of transnational in-betweenness, Tajik non/migrant men and often their spouses need to adapt to gender norms of both Russian and Tajik gender orders despite the orders' very different and at times contradicting gender requirements. Therefore, the book provides the first comprehensive analysis of Tajik non/migrant men's masculinities and their navigation between various forms of masculinity: hegemonic, complicit, marginalized, protest and dominant, thereby performing flexible and strategic masculinity. While focusing on migrant men, this research also highlights the role of women in sustaining their partners' masculine image and the ways how Russian women adjust their gender practices in response to the requirements of Tajik society.

This book argues that China’s quest for a strategic partnership with Russia reveals the country’s desire to create a geopolitical environment in favour of their country’s re-emergence as a great power at the systemic (global) level. The partnership with its “no-limit” is expected to help China counterbalance its perceived US containment and reshape the US-dominated world order. By intensifying Sino-Russian economic and energy cooperation and trade in the framework of the partnership, China attempts to gain entry to Russia’s markets and particularly its energy resources to sustain its economic growth that is viewed by Deng Xiaoping as the basis underlying China’s “hard” power, and particularly its military capabilities. By intensifying their military collaboration, China seeks to gain entry to Russia’s military weaponry and technology for the modernization of the People’s Liberation Army (PLA) and work together with Russia to contain their perceived US unilateralism, hegemonism and interventionism. The Chinese foreign policy elites increasingly view US unilateralism and hegemonism as detrimental to China’s “core interests” (e.g., its territorial integrity and national rejuvenation). This sheds light on why the Chinese foreign policy elites conceive the China-Russia partnership as ‘vital’ for China’s peaceful development (commonly known as peaceful rise overseas) and the ‘ballast stone for global peace and strategic stability’. This book will be of interest to sinologists and scholars of China's foreign policy.

This book discusses the extent to which Indonesia's trajectory to democracy has changed its direction toward democratic consolidation. In the case of democratic decline in Indonesia, there are numerous studies conducted in order to explain the challenges facing democratization. However, not many of them demonstrate the existing precursors and symptoms of democratic decline, which this book confronts. The authors unpack the problems that continue to hinder Indonesia's path to democratic consolidation and show that against this decline, Indonesia has experienced a new phase of its democratic life during, and in the immediate aftermath of, the COVID-19 pandemic, whereby the political ecosystem has seen a strengthening of the role of the state. This has, in fact, further complicated Indonesia's democratic transition. This book explains how these challenges impact Indonesia’s trajectory to democracy, drawing from three important approaches of democratic regime studies, encompassing actors, institutions, and norms. Fulfilling human rights treaty obligations extends beyond the mere ratification by national governments; it depends on the practices of local authorities, which continuously remake human rights standards and policies originating from higher levels of governance. In Agents of Recalcitrance: The Struggle for Compliance with International Human Rights Law in Decentralized States, Mintao Nie posits that governmental decentralization, characterized by increased autonomy for local authorities in local affairs, reduces state compliance with human rights treaties. This reduction occurs because governmental decentralization impedes the downward spread of human rights norms across governmental tiers, creates numerous local actors immune to moral pressure from the international society, and enables the central government to evade international censure by shifting blame for human rights abuses to local officials. This focus on central-local governmental relations challenges the assumption of states as unitary actors, offering a systematic understanding of how the varied motives and constraints across different levels of government affect the translation of international human rights law into local practice, in a volume that will interest scholars, activists and lawyers.

The three main levels of analysis in international relations have been the systemic, the national, and the individual.  A fourth level that falls between the systemic and the national is the region.  It is woefully underdeveloped in comparison to the attention afforded the other three.  Yet regions tend to be distinctive theaters for international politics.  Otherwise, we would not recognize that Middle Eastern interstate politics somehow does not resemble Latin American interstate politics or interstate politics in Southern Africa (although once the Middle East and Southern Africa may have seemed more similar in their mutual fixation with opposition to domestic policies in Israel and  South Africa, respectively). 

This book, divided into three parts, first makes a case for studying regional politics even though it must also be appreciated that regional boundaries are also hazy and not always easy to pin down empirically.  The second part examines power distributions within regions as an important entry point to studying regional similarities and differences.  Two emphases are stressed.  One is that regional power assessments need to be conditioned by controlling for weak states which are more common in some regions than they are in others.  The other emphasis is on regional power hierarchies.  Some regions have strong regional hierarchies while others do not. Regions with strong hierarchies operate much differently from those without them in the sense that the former are more pacific than the latter.  The third part of the book focuses on regional differences in terms of conflict behavior, order preferences, rivalries, and rivalry termination.

Relying on micro-evidence on the repercussions of civil conflicts, this edited book explores theories and policies of post-conflict peacebuilding. Reconsidering existing knowledge on the civil conflict and peacebuilding processes in particular, it empirically presents the relationships between conflict dynamics and citizens’ norms, values, and preferences in the post-conflict context.
 
Once it occurs, civil conflict brings enormous suffering on the local society. As a consequence of wartime coercion and violence that tear it apart, citizens come to harbor fear, distrust, and hatred of others, especially of those who are in different sociopolitical groups. This can significantly alter the pre-conflict norms and values of the citizenry and make reconciliation difficult across groups in the aftermath of the conflict.
 
To tackle these problems, post-conflict peacebuilding should be well designed so that it can widely cover and sufficiently deal with conflict-affected citizens. This approach urges us to pay serious attention to the individual-level impact of the conflict process and dynamics. The importance of micro-level analysis does not disregard that of normative and/or macro-level approaches to the development of peacebuilding policies. However, the micro-level approach is better able to capture wartime civil–military relations that largely vary between individuals.
 
The book is aimed at linking academic knowledge with policy development in peacebuilding. To reflect existing policy frameworks in peacebuilding, the implications of micro-evidence-based studies for conflict-affected societies are discussed here. A bottom-up approach pursued throughout this book allows us to elaborate desirable policy schemes for peacebuilding that conform to local contexts.

The purpose of this book is to introduce readers to INDOPACOM, which is responsible for U.S. military operations in a region covering approximately 50 percent of the Earth from the Pacific Ocean to the Indian Ocean.  INDOPACOM has not received much attention in Japan compared to USFJ or the US Seventh Fleet. This book shines a spotlight on INDOPACOM in an effort to promote an understanding of its various aspects.

The mission of INDOPACOM is to protect U.S. territory, people, and national interests. However, it also includes protection of the countries within its geographic scope that are U.S. allies and security partners.  INDOPACOM and its precursor Pacific Command, established in 1947, have always been major contributors to the peace and safety of Japan in the post-World War II era.

In view of the importance of U.S. interests in Northeast Asia, the region also has two Sub-Unified Combatant Commands called United States ForcesJapan (USFJ) and United States Forces Korea (USFK). Each of these organizations strives to strengthen the relationship with the Japan Self-Defense Forces and the Republic of Korea armed forces. Together, the United States, Japan and our partners around the globe will continue to safeguard the rules-based security order that has underpinned peace and prosperity for decades.
