The Palgrave Handbook of Canada in International Affairs

This book argues that Canada and its international policies are at a crossroads as US hegemony is increasingly challenged and a new international order is emerging. The contributors look at how Canada has been adjusting to this new environment and resetting priorities to meet its international policy objectives in a number of different fields: from the alignment of domestic politics along new foreign policies, to reshaping its international identity in a post-Anglo order, its relationship with international organizations such as the UN and NATO, place among middle powers, management of peace operations and defense, role in G7 and G20, climate change and Arctic policy, development, and relations with the Global South. Embracing multilateralism has been and will continue to be key to Canada’s repositioning and its ability to maintain its position in this new world order. This book takes a comprehensive look at Canada’s role in the world and the various political and policy variables that will impact Canada’s foreign policy decisions into the future.

The death of George Floyd on May 25, 2020, and the ensuing trial of Derek Chauvin for murder a year later has rubbed raw the bloodiest stain on the United States’ history and its world reputation. The nine minutes and 29 seconds during which Chauvin’s knee crushed the spark of life out of Floyd was not unusual in the history of the United States. Before the U.S. Civil War, slaves were routinely beaten to death for disobeying orders or running away, then often lynched. In roughly two centuries, Blacks have achieved nominal freedom. But, as this book’s opening chapter and expert essays that follow indicate, freedom has been conditional based on inequity of wealth, social, and legal discrimination. This open access book is about mismanagement of public agencies as a threat to life and limb. Collapsing bridges and buildings kill people and often leave many more injured. Such disasters do not happen out of the blue nor are they purely technical in nature since construction and maintenance are subject to safety regulation and enforcement by governmental agencies. This book analyses four relevant cases from Australia, New Zealand, the USA and Germany. Arguing that, while preventing disaster through public oversight is essentially easy, the difficult part for public officials and private contractors and consultants alike is to resist incentives that threaten professional skills and standards. Rather than stressing well-known pathologies of bureaucracy as a potential source of disaster, this book argues, learning for the sake of prevention should aim at neutralizing threats to integrity and strengthening a sense of responsibility among public officials.

This book examines the slide into a new Cold War in the Caribbean. The primary argument is that the Caribbean’s geopolitics have shifted from a period of relative great power disinterest in the aftermath of the Cold War to a gradual movement into a new Cold War in which a global rivalry between the U.S. and China is acted out regionally. The result of this is a gradual polarization of countries in the Caribbean as they are increasingly pressured to choose between Washington and Beijing (this being very evident during the Trump years). This book is based on unprecedented interviews with active and former jihadists, even IS fighters. It focuses on the changing nature of jihad as a social phenomenon and how jihad changes jihadists. It argues that there are fascinating generational differences between jihadists’ ideas and behaviors. Moreover, it argues that jihad changes jihadists through socialization in jihadists groups. Indeed, radicalization continues in new forms after entering the conflict zone. Recognizing that jihadism is a complex social phenomenon and a discourse on religiously legitimized violence with deep roots in the history of Islam and Muslim societies, the book asks two simple questions. Why have some Muslims residing in the West taken up arms to enter the global battlefields of jihad? Have the motivations and experiences of different jihadists all been the same? To create a more coherent analysis than the article format allows, and to offer new insights, the author summarizes and further develops several years of research into jihadism. As gaining access to and conducting interviews—especially with active jihadists—often differs from standard interviews, much of the data were collected in a gray zone between more formal interviewing and ethnographic research. The empirical material, which is based on interviews with active and former jihadists, is unique. Moreover, the methodological reflections are unprecedented, and the project offers new analytical insights into jihadism with a focus on how jihadism and jihadists change.

Donald Trump and the Branding of the American Presidency

This book argues that Donald Trump’s election and Presidency represent the triumph of marketing, branding and segmentation in American politics. An early emphasis on political marketing helped Trump secure the presidency, but his use of marketing sharply limited his presidency. President Trump’s political marketing strategy privileged emotion—particularly anger—over policy, constraining his ability to represent all Americans or engage in bipartisan negotiation in Congress. Rather than pushing forward realistic legislation and rallying for bipartisan support, Trump’s campaign and presidency focused on providing emotional gratification to his target audience, leading those outside this audience to ultimately feel unrepresented and unsettled, further fracturing the already divided electorate. Donald Trump and the Branding of the American Presidency considers the impact of this new age of political marketing through an extensive analysis of the Trump phenomenon and its implications for future elections.

It serves as a tool for sharing experiences, reinforcing best practices, identifying deficiencies, and assessing capacity-building needs to foster policies, standards, and practices that lead to political stability, high economic growth, sustainable development, and accelerated sub-regional and continental economic integration.

As global warming progresses and efforts to mitigate and adapt intensify, living under a changing climate—or in a ‘new climate regime’ (Latour 2015)—increasingly appears as a central feature of ‘our’ new, and highly unequal, human condition in the Anthropocene. In other words, we firmly believe that climatization is here to stay. It is thus crucial to better understand this process, recognizing its problems and ambiguities, but also examining its transformative potential and identifying the conditions under which such potentials can be harnessed with a view to building a more effective and equitable climate politics. This book focuses on the toxic legacy of Native North America, which is pervasive but largely invisible to most non-Native peoples. Many toxic sites are located in out-of-the-way rural areas largely forgotten by the majority of America, but which nonetheless have supplied its industries with the rudiments of manufacturing for the better part of a century before being closed and cast aside. Thousands of contaminated sites exist in the United States due to dumped, left out, or otherwise improperly managed hazardous waste. These sites include manufacturing facilities, processing plants, landfills, and mining sites. Based on the 1980 Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the US Environmental Protection Agency (EPA) cleans up these so-called Superfund sites, of which roughly 40 percent are located in Native country.
The book links present-day Native American cultural and economic revival to a fundamental struggle to restore the health of both Native peoples and their homelands. It links past and present with a sense of Native Americans’ perceptions of nature and the sacred land. By doing so, it also provides the majority society with an example to emulate as we emerge, by necessity, from the age of fossil fuels into a sustainable energy paradigm. 
This makes the book a must-read for students, scholars, and researchers of Native American studies, US politics, environmental studies, public policy, as well as policy-makers interested in a better understanding of the environmental devastation of Native land and its consequences.

This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens andinstitutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO’s structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence.

The monograph examines the sources of Polish social divisions. It explains their emergence and discusses the mechanisms behind their evolution from 1945-2022. The findings corroborate the idea that divisions were formed irrespective of the current state of social hierarchy, or the accepted interpretation of justice, and that they existed both in totalitarian and democratic systems alike. The book distinguishes the category of divisions from the practices of repartition, and demonstrates that the repartitions discussed in a political discourse do not generate divisions, but constitute the politicization of the latter. Repartitions are understood as discursive, dichotomic juxtapositions that result from the existence of divisions and can be used as political tools. It has been demonstrated that they can also function as analytical categories used with a view to determining the state of social inequalities. The notions of divisions and repartitions discussed in this volume confirm theexistence of the continuity of changes and describe the evolution of Polish society has a consequence.

This book provides the first systematic, empirical analysis of the media’s approach to US vice-presidential selection (or the “veepstakes”). In their news coverage, Devine finds that media outlets typically treat vice-presidential selection as little more than a game—by focusing on how potential running mates might help to win the election, rather than how they might help the next president to govern. Based on an original content analysis of hundreds of veepstakes profiles from 2000–2020, this book quantifies the news media’s relative emphasis on various selection criteria, in general and across different electoral circumstances. The analysis suggests that journalists generally fail to serve the public interest by emphasizing electoral over governing considerations. However, Devine also points to positive examples of media coverage that help the public to evaluate potential running mates’ governing credentials, and suggests ways in which scholars, journalists, and citizens might encourage media outlets to provide more substantive, responsible coverage of the vice-presidential selection process in future elections.

Robinson examines twenty of the forty-eight sites included in the Areas of Concern Program of the Great Lakes Water Quality Agreement between Canada and the US. These twenty include heavily urbanized locales such as those along the River Rouge and Detroit River, but also more pristine locales such as the St. Louis River that flows through Duluth. Additionally, Robinson examines challenging river restorations within the northeastern industrial corridor which are led by effective local environmental advocacy organizations: the Penobscot Nation of Indigenous People, the Mystic River Watershed Association, and the Housatonic River Valley Association. All of these river restorations are led and managed by the environmental experts of (i) state and federal agencies, (ii) academia, and (iii) environmental NGOs. Local restorations of industrially degraded water bodies now compose a significant segment of the environmental movement and, ultimately, Robinson demonstrates that local environmental advocacy organizations can help marshal state and local funding for those efforts.

This book examines how popular narratives of Canadian identity became implicated in Canada’s foreign policy in the Global War on Terror. McDonald argues that Canada’s decisions to join the 2001 Afghanistan War yet abstain from the 2003 Iraq War became politically possible because parliamentarians linked these policies to similar narratives of an enduring Canadian identity - even while re-imagining their meanings. The American gun control debate is best understood as a battle in a war over the influence of individualism on American culture, politics, and policy. This book demonstrates that the gun debate is fundamentally about values. Specifically, it is about what we value most: private rights, or the public good. This helps explain why the technical, empirical, or legalistic arguments we hear aren’t persuasive. A review of scholarly literature on both the politics of gun control and American political culture finds an American bias toward an individualism that embraces personal rights. We argue that this bias stacks the deck against gun control. Interviews we conducted with activists show that support for, or opposition to, gun control is linked to concern for the public, or private, good. Finally, we trace the federal gun control debate in Washington from the 1960s to 2010s to show the ebbs and flows of individualism’s influence.

The Informal Powers of Western European Presidents

The book explores how weak presidents directly or indirectly elected can still play a crucial role in the political arena. Weak presidents have been distinguished from strong ones by relying on the evaluation of the powers they display according to the constitution. Six Western European countries are analysed: Germany and Italy which present a consistent constitutional design (as weak presidents are elected indirectly), and Austria, Ireland, Finland and Portugal that present inconsistent constitutional design (as weak presidents are elected directly). In contrast to much of the existing comparative works on presidential powers and activism, the book emphasises the role and the use of informal powers beyond that of formal ones. In particular, a definition and a typology of informal powers are provided as well as an empirical investigation on informal presidential activism. The positive outcome of presidential informal interventions are studied by relying on an interactionist approachwhich combines presidency-centred as well as president centred-explanations. The book argues that when dealing with informal presidential activism the opportunity structure matters but presidential public support matters even more.

The period 2008–2022 has seen the British state/government embroiled in a number of full-blown crises, each impacting the fundamental operations of the state and demanding, therefore, urgent responses from the government of the day. In the first case, the 2008 near-collapse and partial nationalization of the banking system consequent upon decades of irresponsible credit creation coupled to permissive regulation; in the second , the migration crisis of 2015, which saw waves of refugees moving through Europe, provoking anxious responses from European Union member states and opening-up related political debates in Britain; thus, third , the 2016 referendum in regard to membership of the European Union, which the London-based elite clearly thought they would navigate easily before, to their evident shock, losing, an event itself precipitating further extraordinary Westminster manoeuvring; and then fourth the 2020 Covid- 19 pandemic, met with an initial casualsangfroid before the government, its actions informed by epidemiological modelling, made an abrupt shift to ‘lockdown’, with dramatic social and economic consequences. To these episodes, whose impacts run down to the present, could be added, fifth, the 2022 disaster in Ukraine where the British state/government has chosen to involve itself by supporting one set of combatants in a conflict where presently, after more than a year of fighting, there is little sign of a means to the resolution of the violence. This book examines the crises and tracks how each developed; how state/ government failings in one case were rehearsed in the next; and, more generally, how these crises have been amplified by the decades-long celebration of globalization theory; and, finally, at how following the most recent crisis the future might unfold, hence the ideas of deglobalization, resilience and, more speculatively, the possibilities of democratization.

They are frequently utilized as data sources without having a voice to address their challenges. This oral testimony project, moving beyond, but contributing to, conventional academic research, provides these communities with a space to tackle multiple questions in their own languages and with their own voices. The book seeks to answer what drives their departures from their home countries, how they escape, what shapes their lives in receiving cities, and finally, how homeland affairs influence their lives in new environments. By addressing all these themes, this book presents refugee-centric knowledge by and with refugees as objects and subjects of their narratives and transcends neoliberal humanitarian, state-centric, and colonial hegemonic epistemes thatlimit refugees' epistemic capabilities and viewpoints.

Social media became the principal source of information about the invasion. The rise of digital media did not change the tendency of the discourses about war to be territorially segregated according to national boundaries. Nationalization of discourses about war continues to prevail over their globalization. The corpora containing more than 180 million words in four languages inform the analysis. The data was collected during the first year and a half of Russia’sall-out war in Ukraine.

This book argues that American democracy is in crisis. The economic system is slowly subjecting Americans of nearly all income levels and backgrounds to enormous amounts of stress. The United States lacks the state capacity required to alleviate this stress, and politicians increasingly find that if they promise to solve economic problems, they are likely to disappoint voters. Instead, they encourage voters to blame each other. The crisis cannot be solved, the economy cannot be set right, and democracy cannot be saved. But American democracy cannot be killed, either. Americans can’t imagine any compelling alternative political systems. And so, American democracy continues on, in a deeply unsatisfying way. Americans invent ever-more elaborate coping mechanisms in a desperate bid to go on. But it becomes increasingly clear that the way is shut. The American political system was made by those who are dead, and the dead keep it.

The open access book sheds light on the diverse forms of anti-gender mobilization in the post-Yugoslav space by exploring its historical trajectories, cultural variances, and different religious frames. Healing is What Makes Peace Work

The book goes beyond mental health and psychosocial support (MHPSS) to a holistic approach centered on healing. The book lays at the intersection of peacebuilding, global mental health, and development. In many parts of the world, entire generations live in chronic violence—just surviving. The exposure to violence has long-lasting effects which are not well accounted for in conflict analysis, stabilization efforts, peacebuilding, and governance initiatives. Extreme exposure to violence, abuse, neglect, and marginalization negatively affects levels of resilience and the ability of affecting the transition from violence to peace. A healing-centered peacebuilding approach requires fundamental changes in how systems are designed, organizations function, and practitioners engage with people, their communities, and their institutions. Key elements of the practice-based approach included inclusion, customization and contextualization, breaking cycles of violence, systems thinking, and trauma-informed tools. The approach considers emotional distress to be a critical variable in violent conflict and instability. Trauma is not only a consequence of violence, but also a cause of instability.
