Crisis Rhetoric and Policy Change in China

This book explores how China's political system responds to crisis. A crisis is an episode whose impact cannot be controlled merely by astute on-the-ground incident management, particularly in cases involving widespread doubt about the legitimacy of established policy paradigms or the political order as a whole. Crisis can create “political windows” for advocacy groups challenging established policies in pluralist democracies. The political battle between competing definitions of an uncertain and ambiguous situation among the various actors provides them with crisis-induced opportunity space for dramatic policy change. However, the process of crisis-induced policy change, mainly by crisis framing, in non-west regimes like China has not been adequately addressed. As China's leadership foregrounds legitimacy in “victory” over COVID-19, and a new era of climate change disasters begins, this dynamic model of crisis and recuperation will offer food for thought for scholars of Chinese andglobal politics.

Voices from the Contemporary Japanese Feminist Movement

This book introduces six key influential feminist activists from Japan’s contemporary feminist movement and examines Japanese women’s experience of and contribution to the international #MeToo movement. Set against a backdrop of pervasive sexual inequality in Japanese society—on a scale that makes Japan an outlier in Asia as well as the rest of the advanced democratic world—this book offers a snapshot of Japan’s contemporary feminist movement and the issues it faces, including, primarily, sexual violence and harassment of women and girls. The six feminist activists interviewed to create this snapshot all work toward eradicating sexual violence against women and girls—they are: Kitahara Minori (instigator of the Flower Demo and public commentator), Yamamoto Jun (activist for sex crime law amendments), Nitō Yumeno (advocate for sexually exploited girls), Tsunoda Yukiko (feminist lawyer), Mitsui Mariko (former politician and current activist), and Yang-Ching-Ja (comfort women activist).

Legitimacy of China’s Counter-Terrorism Approach

This book examines how the Chinese Communist Party (CCP) has sought to legitimise its counter-terrorism strategy in the eyes of its domestic and international audiences. An important element of CCP policy in Xinjiang has been the deployment of ordinary Chinese citizens, or the 'mass line,’ to create new realities on the ground. This book explores how the history of ideological struggle in the PRC has taken on new characteristics, as well as offering insight into how the CCP has maintained legitimacy in the eyes of its population, even as it pursues policies which are internationally controversial, shedding light on the past and future of the behaviour of the Chinese state, a subject of interest to China scholars, scholars of the Belt and Road, and counter-terrorism experts.

Political Reform Reconsidered

This Open Access book provides a comprehensive analysis of political reforms in Japan since the 1990s, emphasizing the role of ideas in shaping their goals and outcomes.

For more than fifteen years following the collapse of Japan’s economic bubble, politicians, business people and academics tackled a range of institutional reforms. The sweeping changes they enacted—covering almost all facets of the public sphere, including elections, public administration, courts and the central bank—fundamentally altered Japanese political processes and policies. Taken together, they arguably represent the final touches of Japan’s political modernization, which had been unfolding since the mid-19th century.

Throughout the reform process, advocates were inspired by a combination of liberal and modernist ideas. This book examines those guiding concepts and illustrates the often messy process of applying them to real-world institutions. While most reforms began from common goals, they ultimately produced different—and frequently unexpected—institutional outcomes, which continue to shape Japanese politics. By focusing on the relationship between the ideas and processes that shaped Japan’s reforms, this book presents a broad vision of institutional change in comparative politics.

Asia in the Old and New Cold Wars

This is a collection of essays marking the 30th anniversary of the historic Cold War’s formal conclusion in 1991. It enriches Cold War studies—a field dominated by Political Science, International Relations, and History—with insights from Sociology, Anthropology, Cultural Studies, and Film and Media Studies. Through critical analysis of newspaper and magazine articles, films, novels, art exhibits, museums, and other commemorative sites that engage with the themes of conflict, violence, trauma, displacement, marginalization, ecology, and identity, the book provides rich and diverse perspectives on the complex relationship between the historic Cold War and its legacies on the one hand and, on the other, their impact on Asia, its plural histories and peoples, and their shifting identities, ideological beliefs, and lived experiences.
Today, we often speak of an ‘Asian century’ and witness intensifying concerns over ‘new cold wars’ or ‘Cold War 2.0’. A United Statesin decline and a China on the rise create conditions for a new superpower rivalry, with a trade war already being fought between the two competitors. Russia continues to flex its geopolitical muscles, launching a full-scale invasion of neighbouring Ukraine in 2022, as its strongman leadership yearns nostalgically for the good old days of the USSR. As grand narratives and strategies of the Cold War jostle to make sense of high-level geopolitical events, this book descends to the level of lived experience, zooming in on ordinary and marginalized peoples, whose lives and livelihoods have been affected over the decades by the Cold War and its legacies.

Pluralism and World Order

This volume explores the implications of pluralism for international order. Distinguished contributors from around the world offer insights into the character of a pluralistic world order. They focus especially on the manifestations of international pluralism in great power relations, multilateralism, and regionalism. Contributors examine the myriad challenges a pluralistic world order will face in the years ahead, yet they eschew alarmist conclusions. There is still scope for the great powers to better manage their relations, and equally important, much space for multilateralism and regionalism to play their increasingly important roles in stabilizing world order. Distinctive in bringing the themes of pluralism and world order together in both theoretical exposition and policy discussion, this book offers a stimulating reading for scholars and practitioners of world politics.

Greater Eurasia Partnership and Belt and Road Initiative

In this book, Eurasia will be discussed in the context of the Greater Eurasian Partnership proposed by Russia, the “eastward” transformations spurred by Neo-Eurasianism and the Greater Eurasian Partnership, and cooperation with China through the BRI, while related countries of Atlanticism was used to described the U.S., Europe, and their allies. The Greater Eurasian Partnership proposed by Russia is an initiative with specific diplomatic considerations, economic development strategies, and geopolitical implications. The initiative represents an attempt by Russia to shift foreign policy thinking, which has traditionally focused on alignment with the U.S. and the West. The Greater Eurasian Partnership contains both short-term strategies to cope with Western pressure and long-term strategic goals for building a new international and regional order. What this portends for the future of Sino-Russian relations is of interest to geopoliticians, economists and journalists.

South Asian Women and International Relations

This book presents South Asian women’s voices which have been marginalised in the theory and practice of international relations in the region. It highlights critical issues of importance for women which are often neglected in traditional International Relations (IR). Embracing  Feminist epistemology, the book re imagines the theory and practice of IR in South Asia, placing women’s experiences and their diverse voices at the centre. Refusing the temptation to typecast women, the book showcases the varied voices of South Asian women in international relations with contributions from an eclectic set of authors from different nationalities. In doing so, the book expands the ontological and epistemological limits of IR by including caste, conflict, protest perspectives. While some of these are uniquely South Asian, like caste, all of them show how the field of IR in general can become enriched by being more inclusive. This book will be of interest to researchers as it provides a fresh conceptual re-conceptualization of the field of IR from gender as well as global south perspective. The book will also help graduate students seeking to understand the intersection of gender and IR.

China and the West

This is an authored volume of Dr. Yao's “big-picture” writings on China and the West, translated by David Ownby. Those writings are selected from his writings as a public intellectual, reflecting his thought on China’s path of modernization and the effort to rebuild a political philosophy based on Confucianism, his interpretation of China’s political system and his prescriptions to improve it. A moderate, yet influential scholar, Yao's work has had great influence on Chinese social and economic policymakers; his project of renewing China's traditional value system is an important position, as Chinese reforms begin to focus on equity and inclusion. In an engaging, at times personal, and thoughtful volume, Dr. Yao's vision of a gentler Chinese society will interest Sinologists, political scientists, and journalists.

An Ineluctable Political Destiny

This book offers comprehensive review and analysis of official corruption in post-Mao China, arguing that this complex political and social malaise is the consequence of a variety of contributing factors, which include political, social, traditional/cultural, or structural, institutional, governance or policy failures. This study distinguishes itself from the methodologies of other studies by classifying corruption into detailed categories and sub-categories, accompanied by abundant cases and examples of the irregularities and offences. Contents are organized into four categories – bureaucratic corruption, regulatory corruption, corruption in judiciary, and corruption characteristic of socialist reform China, and each category is further divided into detailed subcategories to pin down the patterns, actors, loci, as well as inducements of corruption originated from either political institutions, economic structures, or sociocultural norms. Given its comprehensiveness and in-depth ofinformation and analysis, this book is a useful reference for those interested in political and government corruption in post-Mao China.

The Long East Asia

This book brings together a range of studies that aim at illustrating the ideas, institutions, historical patterns, and contemporary relevance of the social-political system that existed in the main part of East Asia during the premodern era. This is most often known as the Confucian literati-bureaucratic state, the imperial Chinese bureaucratic state, or the Confucian-Legalist state, that was established and endured most notably in China, but also in several East Asian societies such as Korea, Vietnam, Japan. That state and sociopolitical system also greatly shaped state making in several kingdoms in the region – such as Ryukyu and Dali – which were later merged into larger polities. Illuminating the significance of these historical patterns for today, this book will interest political scientists, historians, philosophers, and the general public.

National Assembly and Legislative Effectiveness in Nigeria’s Fourth Republic

This book evaluates the legislative effectiveness of Nigeria’s National Assembly under the Fourth Republic. The assessment covers five Assemblies (4th–8th) and focuses specifically on lawmaking, cost of running the National Assembly, and the budget making process. It empirically assesses the effectiveness of the Nigerian national legislature beyond previous emotional and sentimental evaluations of the institution. It has developed a model ‘Institutional Legislative Effectiveness Score’ used in assessing the institutional performance of the National Assembly from two perspectives: first, by comparing the performances of the two chambers in the same Assembly; and second, by comparing the performances of the institution across Assemblies. Aside lawmaking, the book also covers the major topical issues that characterized public evaluation of the institution. These include: size of the institution, budgeting process, cost of funding the institution, and the debate on the appropriate way in reforming the National Assembly.

Escaping Thucydides’s Trap

The book raised the question of how relations between the US and China will unfold is one of the most consequential of the 21st century. In the past decade, perhaps no thinker has had a greater influence on how this question is understood in both the US and China than eminent Harvard scholar Graham Allison, who developed the idea of the Thucydides Trap to warn of the risk of war erupting between a rising power and a ruling power in the power transition process.

This book presents a comprehensive collection of Allison’s views and writings on US-China relations from 2017 to 2022, covering a range of topics including the balance of power between the two sides, where the relationship is headed, and lessons from history on how conflict can be avoided.

The book is presented in an accessible Q&A format and draws on interviews, articles, and reports, as well as dialogues between Professor Allisonand Dr. Huiyao Wang from the Center for China and Globalization (CCG), a non-governmental think tank based in Beijing. The book also includes an introduction and afterword by Dr. Huiyao Wang, CCG president and editor of this volume.

ASEAN and Regional Actors in the Indo-Pacific

This book discusses the shifting regional geopolitical engagements and development of rearranged connections emerging among ASEAN and non-ASEAN actors.First, the book focuses on the crucial discourse surrounding the Indo-Pacific region, including its challenges, continuity, and relevance. The discussion highlights the growing influence of regional actors such as India, Thailand, Japan, and the US, particularly in the context of a pressing question of collaboration versus containment amidst China’s rise. The book delves into various topics, such as geopolitical anxieties, economic strength, foreign policy, international relations, development, and security promotion in South and Southeast Asia, through the lenses of ASEAN centrality and the Indo-Pacific strategy.Second, the volume emphasizes on the escalating tensions and the worsening crises in the region that cause major anxieties and the subsequent realignment and new alignment of countries’ relationships.Among several chapters of the volume, a large Indo-China state, Myanmar, takes a special place in the book’s discussions as it has grown as an important ground for a resource/energy race among geopolitically strategic partners. Additionally, Myanmar has the potential to become a balancer in ASEAN. Therefore, any positive development and change in course of relations to Myanmar, particularly with its neighbors, Japan, and Russia, in both historical and contemporary contexts, can have a significant impact not only on Myanmar’s course towards peace, democracy, and security, but also regional stability. The editors and contributors examine the unique position of ASEAN, with a focus on ASEAN centrality as a platform for addressing anxieties and building relationships to bridge the gap between world and regional players, including both friends and foes.Overall, the volume provides valuable insights into the Indo-Pacific region’s complex dynamics, including cooperation and collaboration among regional actors for long-term stability and prosperity. The interdisciplinary composition of the book invites readers from various backgrounds to engage with constructive debates on general perception, contextual discussion, and the highlights of engaged research from local and international perspectives.

The Aceh Separatism Conflict in Indonesia

This book is the first to analyse the practice of governance to resolve conflict in the case of Aceh in Indonesia. Combining theoretical discourse on conflict, democracy, and governance, it draws from original field research on the separatist conflict, utilizing a social constructivist approach in collating observations and interviews with political elites from both the Government of Indonesia and the Aceh Independent Movement (GAM). The conflict was an intractable one in which thousand civilians were killed between 1976 and 2006. The author zooms into the 2003 and 2007 period, against the broader context of the political landscape of Indonesia under the Suharto regime. In doing so, the book tackles the challenges presented by intrastate conflicts relating to ethno-religiosity, land use, and separatism. It unpacks the Indonesian political system’s shift from an authoritarian regime to a democratic one, and demarcates the prevalence of state violence in managing conflicts, as exemplified in the Aceh separatism conflict. Relevent to political scientists and scholars in peace, conflict and development studies, this co-published book presents novel sociological insights into Indonesia’s historical, and contemporary, political landscape.

Governance in Transitional Societies in East and Southeast Asia

This book brings together scholars based in, or had previously been based in a range of East and Southeast Asian countries, building on their respective primary empirical data and first-hand experience as academics and think tank researchers, in order to pluralise the current debates about governance in transitional societies. In an era of global democratic backsliding, this edited volume offers less-explored local perspectives, to balance the Western-centrism observed in area studies and the focus on former Soviet countries in transit. What is the future of governance in Asia? This book, by attempting to supply a diversity of answers, will interest political scientists, economists, and journalists.

Party Life

The emergence of China as a great power is perhaps the most consequential development for the world in the 21st century. Yet, what the Western world sees in this development is largely through the prism of misinterpreted ideological dichotomy and misguided geopolitical rivalry. This book offers a deep look at the Chinese Communist Party and the nation it leads at conceptual, historic, and operational levels. If Thomas Kuhn’s concept of paradigm shift can be used in the social sciences, then China would represent the most significant anomaly to the dominant liberal exemplar. For students of China and of politics in general, and for the Western political and commercial elites, if they were to read one book about China to grasp the nature and weight of the Chinese phenomenon, Party Life would be it.

Indonesia’s Engagement with Africa

This book provides a comprehensive study of Indonesia's contemporary foreign policy engagement with Africa, highlighting the archipelago’s recent reawakening to the continent. It explores thoughts on Afro-Asian relations in general and their future in the changing geopolitical context. It provides a vision of Indonesia’s foreign policy and political situation at the highest level of leadership. It places Indonesia in a multi-comparison context, which helps us reconsider Indonesia today and widens our views on Indonesia’s needs to be better known through new perspectives and voices able to better convey the realities of its polity, aspirations, and complexities. It proposes, through the study of Indonesia’s African endeavour, to better grasp the contemporary Indonesian Zeitgeist and Weltanschauung. It also analyses the political power alliance formed by President Jokowi and former General Luhut Binsar Pandjaitan, leading a state-led developmentthrough state capitalism, mobilising State-Owned Enterprises (SOEs). The Bandung Conference host aspires to project its domestic development achievements towards Africa, focusing on Africa for Africa and not merely as part of a sometimes-abstract Afro-Asian discourse. Nonetheless, Afro-Asianism continues to be mobilised to facilitate market penetration and serve domestic interests.

The book shows how Indonesia’s foreign policy toward Africa relates to domestic political contestation and consolidation, political legacy and commodity-based industrial policy, and Chinese and “China in Africa” networks and ideational influence, foremost among other networks of influence in the Jokowi era. The book also underlines how Indonesia’s knowledge production and academic deficiencies negatively impact its foreign policy capabilities, notably as a potential robust alternative partner for Africa. It will be beneficial for students, academicians, researchers, and diplomats.

Legitimacy, the Chinese Communist Party and Confucius

This book explores the use of Confucianism by the Chinese Communist Party in its assertion of political legitimacy.  Confucian thought offers an enduring framework for political legitimacy in East Asian societies, including China. All states strive to acquire legitimacy, and despite once denouncing Confucianism as the remnants of feudal poison, the Party is turning towards Confucianism as part of its legitimation efforts.  This suggests that the Party is suffering from an ideological void in terms of legitimacy and legitimation due to the diminishing relevance of Marxism in Chinese societal practices.

The book will devise a non-liberal legitimacy framework, drawing on the ideas of Habermas and Bernard Williams, to examine the legitimacy of the Party, and use an analysis of the elite discourse to determine the nature of the Confucian turn, in a sharp polemic that will interest scholars of Chinese politics, of the role of traditional beliefs in Asian modernity, and in China's future.

The Battle for the Soul of Islam

This book describes the battle between major Middle Eastern and Asian Muslim-majority states to control the definition of Islam in the 21st century. Focusing on United Arab Emirates, Saudi Arabia, and Indonesia, the book explores how the outcome of this battle will significantly empower the winner, or winners, to wield religious soft power, secure leadership of the Islamic world, and project strategic influence worldwide.

The result of the rivalry will determine which notions of a ‘moderate Islam’ will prevail including the degree to which these notions embrace religious and political pluralism, tolerance, gender equality, secularism, and human rights as defined by the Universal Declaration of Human Rights or remain vague, as in current Saudi and Emirate usage of the term moderation, which is designed to mask these states’ failure to systematically integrate these values into their domestic and foreign policy agendas.

Ultimately, the battle for the soul of Islam will significantly impact how Muslims worldwide understand and practice their faith. Waged in diverse arenas across the globe, this complex religious and geopolitical struggle will play a significant role in determining the prospects for peace and security not only in the vast region extending from the Atlantic coast of Africa to the Philippines but also in the United States and Europe.

China’s National Innovation System

China abruptly became the second largest economy and, at the same time, the second largest R&D spender in the world, aiming openly to become an innovation powerhouse that holds the edge in critical technologies. The significant consequences on global trade flows, international security, governance and economy are increasingly drawing the attention of policymakers, academics, and industry leaders worldwide. The study highlights the main characteristics and trends of the national innovation system in China, as well as its strengths, challenges, and prospects. It examines in detail public policies, funding mechanisms for innovation, inbound and outbound FDI, IPR mechanisms, public perception towards technology, priority industries, and other factors. It thus identifies the main innovative actors of the system, including government, industry and research institutions, highlighting the patterns of interaction among them. The findings are showcased in a focused case study on the AI industry and further serve to advance policy recommendations for the EU.

Traditionally, China has made more effort and has achieved better results in understanding and learning from ‘the West’. It is now vital for other countries to better understand China.

The Invention of Tradition in China

In China, heritage projects are sprouting across the countryside carrying the promise of Xi Jinping’s “Chinese dream” as a call for the great revival and rejuvenation of the nation. This book unravels the workings behind these promises through the story of remaking Meili, a Dong ethnic minority village nestled along the margins of China, into a “Traditional Village” heritage site. In a past riven by deep political and societal disruptions, Meili becomes a medium for contesting, mediating and continuously inventing representations of tradition that aligns with the Chinese Communist Party’s mission towards continuity and stability. The outcome is an original depiction of the compromises that shape heritage-making in a rural ethnic corner of China. Filled with rich, fine-grained narrative and analysis, Suvi Rautio offers a unique lens to the politics of inventing tradition and its far-reaching consequences in steering China's national identity under Xi Jinping rule.

Hong Kong Identity

Hong Kong Identity: A Scholarly Record is an empirical analysis of the city’s territorial identity politics. Placing the discussion firmly within comparative politics literature, this book endeavours to present the case study of Hong Kong’s territorial identity politics to both the local and international community.

The book empirically traces the historical-political development of the “Hongkongers” identity from 1841 to 2020, with a focus on its evolution into a “collective action frame” since the mid-2010s. Through a number of original data collection—telephone surveys, extended interviews, macro-organisational analysis, organisational surveys, and protest event analysis—this book empirically addresses the research questions of who, why, and how people protested. It guides readers to understand and interpret Hong Kong’s territorial identity politics in a comparative and theoretical way.

This book will be of key interest to scholars and students of comparative politics. Experienced political researchers in Hong Kong will find this book illuminating; while comparative political scholars worldwide would also find it a handy introductory text to the critical case of Hong Kong. This book is also an excellent resource for instructors and students of Asian Studies, China Studies, and Hong Kong Studies.

The Watershed Moment

This book attempts to highlight the vital role water has played in creating, consolidating, protecting, and preserving ancient and medieval global civilizations. It explains how the modern world has been addressing the issue of water insecurity and learning lessons from its acts of commission and omission. Water is a resource that nations have fought over, both domestically and internationally. The book lists selected water conflicts that have become severe and further exacerbated with populations growing rapidly and water demand rising exponentially while human beings continue to remain oblivious to the inevitable impending dangers of water insecurity.

It critically examines the disputes and conflicts over water resources in the Middle East, Africa, and Asia along with domestic disputes that have occurred in India. It also examines the methods our forefathers used to meet their water requirements. Ancient water harvesting methods and structures are explored, and their efficacy is evaluated.

This book serves as a reminder of the irrefutable fact that water is the world's most important resource and lists useful tips for investors and policymakers on water preservation. It can also serve as a guide to anyone interested in this subject and hoping to learn more about the past, present, and future scenarios of the world’s most important resource.

By examining the intersections of philosophy, politics, and technology, it invites readers to contemplate profound questions about liberation, creativity, and the potential for radical societal renewal.
