This book examines the implementation of, the spread of, and compliance with emerging global norms. Based on empirical country studies on the implementation of transparency norms defined by the Extractive Industries Transparency Initiative (EITI) – a multi-stakeholder process seeking to promote global standards for the transparent and accountable management of oil, gas and mineral resources –, it investigates the various factors and motivations affecting actors with regard to norm compliance. The book demonstrates that compliance with global norms depends on a combination of various factors, including motivations and conditions for introducing norms into the domestic political space; local actors’ level of commitment to the norm; and their capacity for norm compliance. Given its scope, the book will appeal to all international relations scholars interested in processes of norm localisation, compliance, and contestation. 

This book argues that Canada and its international policies are at a crossroads as US hegemony is increasingly challenged and a new international order is emerging. The contributors look at how Canada has been adjusting to this new environment and resetting priorities to meet its international policy objectives in a number of different fields: from the alignment of domestic politics along new foreign policies, to reshaping its international identity in a post-Anglo order, its relationship with international organizations such as the UN and NATO, place among middle powers, management of peace operations and defense, role in G7 and G20, climate change and Arctic policy, development, and relations with the Global South. Embracing multilateralism has been and will continue to be key to Canada’s repositioning and its ability to maintain its position in this new world order. This book takes a comprehensive look at Canada’s role in the world and the various political and policy variables that will impact Canada’s foreign policy decisions into the future.

From the erosion of state legitimacy in Lebanon to the use of smartphones in Kyrgyzstan, from a Polish suburb to the music scene in Azerbaijan, this volume attempts to explain why, in a variety of world regions, a substantial number of people tend to ignore or act against state rules. We propose to look at informality beyond simplistic associations of the phenomenon with a single category such as "informal labour" or "corruption". By doing this, we propose to look for a correlation between the emergence, and persistence, of some informal practices and the quality of governance in a given area. We also suggest that a better understanding of the variety of informal practices present in a region can help conceptualising more adequate interventions and eventually improve the socio-economic conditions of its inhabitants.  

This book re-assesses the societal and pastoral roles of Higher Education Institutions (HEIs) in order to consider the function that they have in engaging, or responding, to the Vulnerability Agenda. HEIs are increasingly focused on the inclusion of socially deprived individuals on programmes; but also disability assessments; mental health concerns; learning support plans and readiness for employment.

Arguing that HEIs have a significant role to play as a central ‘anchor’ agency in the safeguarding of vulnerable individuals, this book fills in gaps in theoretical, empirical and policy/practice understandings. It explores the changing civic and societal (pastoral) role that HEIs have developed in response to the increasingly important policy area surrounding vulnerability.

South Korea’s postcolonial history has been replete with dramatic societal transformations through which it has emerged with a fully blown modernity, or compressed modernity. There have arisen the transformation-oriented state, society, and citizenry for which each transformation becomes an ultimate purpose in itself, its processes and means constitute the main sociopolitical order, and the transformation-embedded interests form the core social identity. A distinct mode of citizenship has thereby arisen as transformative contributory rights, namely, effective or legitimate claims to national and social resources, opportunities, and respects that accrue to each citizen’s contributions to the nation’s or society’s collective transformative goals. South Koreans have been exhorted or have exhorted themselves to intensely engage in such collective transformations, so that their citizenship is framed and substantiated by the conditions, processes, and outcomes of such transformative engagements. This book concretely and systematically analyzes how this transformative dynamic has shaped South Koreans’ developmental, social, educational, reproductive, and cultural citizenship.

This fully updated third-edition of Contemporary Peacemaking is a state of the art overview of peacemaking in relation to contemporary civil wars. It examines best (and worst) practice in relation to peace processes and peace accords. The contributing authors are a mix of leading academics and practitioners with expert knowledge of a wide arrays of cases and techniques. The book provides a mix of theory and concept-building along with insights into ongoing cases of peace processes and post-accord peacebuilding. The chapters make clear that peacemaking is a dynamic field, with new practices in peacemaking techniques, changes to the international peace support architecture, and greater awareness of key issues such as gender and development after peace accords. The book is mindful of the intersection between top-down and bottom-up approaches to peace and how formal and institutionalized peace accords need to be lived and enacted by communities on the ground.

In the context of rapid developments in Turkey and its broader geopolitical environment over the past decade, this book examines and conceptualises Turkey’s changing foreign policy towards a more assertive and revisionist paradigm. More specifically it details the rhetorical and practical-political content of what is termed ‘Lausanne Syndrome’; namely, Turkey’s efforts in recent years – under the AKP government – to revise the geopolitical status quo brought about by the Treaty of Lausanne (1923) in its broader neighbourhood.

By employing a Neoclassical Realist theoretical framework and paying particular attention to ideational factors, the book argues that, contrary to the more widely known ‘Sèvres Syndrome’, which predicts a more cautious brand of Turkish foreign policy, the ‘Lausanne Syndrome’ is associated with a different political-ideological current and predicts a more revisionist type of foreign policy behaviour, even though it has emerged out of the same historical circumstances and been triggered by the same external geopolitical factors. The impact of the ‘Lausanne Syndrome’ on Turkey’s foreign policy behaviour is subsequently tested in four case studies from the Eastern Mediterranean and the Middle East: Cyprus, Libya, Syria, and Iraq.

This book challenges the current thinking and strategies in the field of global peace and security. It is clear that current global public and private institutions are inadequate for the challenges we face today. These challenges cut across borders and require a more coordinated and concerted effort to find workable solutions. This book therefore begins with the question of global leadership and works its way back to the interconnected dynamics of global modernity and conflict. It is divided into four parts, each addressing a fundamental challenge to global peace and security. By exploring how we break out of the current framework, in which we understand global activities and the distribution of resources, and this book provides new ways of understanding the material, cultural, political, and spiritual relations that form the basis of international society.

This book considers the state of Czech democracy, following the rise of authoritarian regimes in Poland and Hungary and the ascent of billionaire oligarch Andrej Babiš to the office of prime minister of the Czech Republic, leading to concerns about conflict of interest. The authors argue that civic values, such as tolerance, respect for the equality of people, and readiness to play by the rules of the political game, are key factors in determining whether the Czech Republic will maintain its democracy in the coming years. The book employs a broad perspective, bringing together insights from political science, sociology, cultural studies, and other disciplines to analyse changes in the democracy of the Czech Republic since 1989, taking into consideration various dimensions of civic values, including politics, gender inequality, film, and the media.

This book presents a comprehensive overview of Ukraine's nuclear history, beginning from its experiences within the Russian Empire in the early 20th century, through the Soviet period, to the emergence of Ukraine as an independent state that inherited the world’s third-largest nuclear arsenal.

The book discusses the development of the nuclear infrastructure on Ukrainian soil and offers a rich and nuanced background of how Ukraine became an important and integrated part of the Soviet nuclear infrastructure. It further analyzes Ukraine's nuclear disarmament based on extensive primary source material and places the Ukrainian nuclear reversal process in a larger international political context where Russia´s, the United States, and other players´ actions are interpreted in the light of the impact on the current nuclear non-proliferation regime. Finally, the book presents the nuclear-related development after the nuclear disarmament. It describes the integration of Ukraine into the international community and the role of nuclear power in the energy mix of the nation today. Concluding, Ukraine´s adaptation to the new security situation after the Russian annexation of Crimea is described and discussed.

This book offers one of the first analysis of the COVID-19 pandemic and its potential impact from the perspective of International Political Theory. It promises normative interpretation and analysis of the COVID-19 pandemic and to map potential political orders that may emerge in the post-pandemic world. It seeks to give initial insight into how the shockwaves from this event will impact upon our political and international norms. 

The book focuses on the normative questions of: can emergency powers be used to preserve society from the virus without necessitating a transition to more authoritarian political norms? Will COVID-19 prove a catalyst for Chinese Socialism to challenge, and potentially usurp, liberalism as the dominant international political norm? What changes to liberalism ought to be made as a result of the pandemic? What direction should liberalism take in the post-pandemic world?

This book contributes to the literature on the EU’s role in the international system by engaging with the debates on global actorness and mapping new conceptual and theoretical avenues to better understand how agency and power are exerted at the global and regional levels, in a context of increased contestation of the international liberal order. Organised around three main lines, the book first looks at how the EU positions itself internationally in different policy areas, providing a multi-dimensional reading of EU policies, instruments, and practices; secondly, it engages with the EU’s own perspective toward its regional contexts and with the perspectives of regional actors on the EU; and, thirdly, it explores non-European perspectives on EU actorness, as the way the EU is perceived by others in this system of contested leadership is central to how it is understood in terms of policies, instruments, and overall capability to lead and act as a global power.

By analyzing the UN Environment Programme’s (UNEP’s) contribution to peacebuilding, this book aims to show how international bureaucracies develop knowledge and thereby come to matter on the world stage. Portraying UNEP as an open system, it explores how a growing understanding within the Programme of how environmental degradation shapes insecurities and vice versa has motivated its work on peacebuilding. The theoretical part of this book addresses knowledge, open systems, and knowledge creation. It then presents a historical discussion of UNEP’s development in an open system context. Finally, it investigates how knowledge emergence on the linkage between the environment, conflicts, and insecurities influenced UNEP’s interests and its work on environmental peacebuilding.

Migration and the impact that immigrants have on Canada is and always has been central to a robust understanding of Canadian identity. However, despite claims that “the world needs more Canada,” Canadians, their governments, and scholars pay much less attention to the estimated 3 million Canadian expatriates who live elsewhere. The Construction of Canadian Identity from Abroad features Canadian scholars who live and work outside Canada (or have recently returned to Canada) and who write and think deeply about identity construction. What happens when that Canadian is a scholar whose teaching, research and scholarship, professional development, and/or community engagement focuses directly on Canada? How does being abroad affect how we interpret Canada? In short, in what ways does “externality” affect how Canadian expat scholars intellectually approach, construct, and identify with Canada? This engaging volume is ideal for university students, scholars, government officials, and the general public.

This volume employs a comparative approach to cast light on representation and representative processes from a communications perspective. It focuses on online constituency communication, aiming to provide a perspective from which to empirically study the changes taking place in the relationship between citizens and their representatives. The (hyper)mediatisation of politics and society is here considered a relevant enabling factor, because it creates the conditions leading to change in the nature of democratic processes. The chapters discuss Podemos, the Lega, Law and Justice, and the Five-star Movement as good examples of this phenomenon.

Populist and nationalist forces have emerged as bottom-up and top-down entities aiming to embody the will of the people, or to push for democratic processes to be more inclusive. Until now, however, the intersection between populist and nationalist discourses and the related question of representation have been largely ignored. By analysingthe transformations that have taken place in MPs’ communication practices in non-election periods, the contributors illuminate how social media is affecting MPs’ communication and examine the strains in the relationship between executives and legislatures that populist and nationalist parties exploit.

This book presents a comprehensive analysis of regional integration in East Africa in the last century, reflecting the general trends of integration processes in the East Africa sub-region with a focus on the East African Community. Particular attention is paid to the cyclicality of integration dynamics, as well as the analysis of the interconnection and competition between different regional organizations in East Africa. In this context, the specificity of the so-called overlapping membership of African states in regional organizations with similar roles but conflicting treaties and mandates is explored. This situation to a certain extent affects the relations of states in the region with external actors specifically trade negotiations with EU that the book comprehensively analyses. This book therefore offers a deeper understanding of the processes of regional integration in East Africa that had been missed before, which reflects the general integration dynamics on the African continent.

From 2015, Europe was hit by a new wave of terrorist attacks, coordinated or supported by an international Islamist organization (ISIS) but sometimes also perpetrated by citizens of the targeted country: the attacks on Paris, Brussels, London, Manchester, Nice and Barcelona probably attracted most attention but the most dramatic were perpetrated in Paris, in January and November 2015. These events shook the foundations of French society not only because of their magnitude but also because of the symbolic nature of the targets. Whilst in January, the targets were carefully selected as emblematic of France (the satirical weekly Charlie Hebdo, the police forces, the Jewish community) and of European liberal values (journalists and cartoonists), in November the victims ordinary people enjoying music, sports and restaurants. The book offers a unique interdisciplinary investigation into the complex responses of French society: from the individual level (survivors of the Bataclan attack, emotional citizens paying homage to the victims, French Muslims) to the meso level of civic association and web communities, and the macro level of the State and public opinion.

This book seeks to understand white conservative Christians’ support for Donald Trump, using their own words. Drawing on the triangular relationship between the 45^th president, and his voters, and religious organizations, this work investigates the creation of the tale of Trump as the protector and enhancer of Christian values. The first part of the book discusses in detail the white conservative Christian constituency in the United States, and the development of feelings of displacement and resentment fostered by intergroup threat and nationalism. The central part focuses on the actor known as the “Religious Right,” through the rhetoric of one of their most representative organizations in the twenty-first century. The final part focuses on the character of Donald Trump and his peculiar relationship with religious discourse. The book demonstrates that while such discourse is expected of Trump as a Republican candidate, his approach to it is characterized by detachment andsloganized exploitation of Christian symbols. Ultimately, the book highlights the cultural tools that are crucial in the reproduction of structures of inequality and the ways they have been used by conservative politicians and groups to accumulate power.

This book offers a systematic and far-reaching account of party system institutionalization in Western Europe. Drawing upon a wide array of data and through a comparison of 20 countries from the end of WWII to 2019 across three arenas of party competition (electoral, parliamentary, and governmental ones), the empirical analysis shows that, over the past decade, the level of institutionalization in the Western European party systems has dramatically declined compared with previous decades. Electoral, parliamentary, and – in some cases – governmental instability and unpredictability have reached record-high levels. Although the impact of the 2008 Great Recession has certainly worked as a catalyst, this process of de-institutionalization has been mainly driven by long-term factors, such as cleavage decline and length of democratic experience. Moreover, its consequences are relevant not only for the relationship between parties and voters, but also for the very quality of democracy, asparty system deinstitutionalization causes a decline in the citizens’ satisfaction of the way democracy works and even an erosion of the ‘objective’ democratic standards. In a nutshell, Western Europe, once seen as the land of stability and the cradle of democracy, may have become the land of party system deinstitutionalization and incipient democratic backsliding. 

This book brings together recent research on the sociopolitical history of Latin American statistics from the nineteenth to the first half of the twentieth century. Reflecting the influence of social constructivism in the social sciences, it sheds new light on the historical emergence and development of both statistical reasoning and practices within a region traditionally seen as a passive consumer of foreign-produced theories and methods. By analysing the processes of institutionalisation of statistics in different national spaces, from Mexico to the Southern Cone, these studies show the unique ways in which Latin America adapted and used this modern tool of government and social classification to build political regimes and scientific arenas. The early enthusiasm for enumerating reality, the regular production of statistics and censuses, and the role of the region in the global transformation of this knowledge are some of the aspects reviewed to grasp the contingent dynamic of these dialogues and appropriations. Thus, Socio-political Histories of Latin American Statistics seeks to offer new insights into the divergent regional trajectories of this discipline, advancing towards an understanding of statistics and its past from a truly global perspective.

The fifth volume of the Interdisciplinary European Studies series aims to explore the EU’s pursuit of societal resilience and its role in the transition to a green economy. China and Russia have grown progressively closer over the last two decades, yielding a China-Russia “axis” uniquely capable of challenging the United States and of revising key aspects of the international order. Although the scholarly literature has offered detailed descriptions and various ad hoc explanations of this trend, the Sino-Russian bilateral relationship has been the subject of very little scrutiny using rigorous theory, which has precluded the formation of logically coherent and empirically supported explanations for increasing China-Russia cooperation. Moreover, the cooperative post-Cold War trend in the bilateral relationship is puzzling for each of the major paradigms of international relations theory: realism, constructivism and liberalism. This volume brings together leading IR scholars from various theoretical perspectives, as well as theoretically-informed experts in Chinese and Russian foreign policy. The chapters develop and apply nuanced theoretical arguments to derive testable hypotheses for the cooperative trend in China-Russia relations. In contrast to existing scholarship, the book offers generalizable insights that both improve our understanding of a crucially important contemporary case, while also advancing IR theory in substantial ways.

This book covers selected topics on contemporary Turkish Foreign Policy to understand and critically analyze the ideas, discourses, actors, processes and structures in the foreign policymaking. This volume discusses Korea’s role as a middle power in the midst of the 21^st century global power shift. Focusing on Korea’s middle power diplomacy from the perspective of coalition building, the book discusses structural factors that shape middle power strategy and diplomacy. Written by leading Korean researchers, the chapters use diverse methodologies to offer a range of perspectives on Korea’s place in the developing global order. Topics discussed include South Korea’s approach to technology policy in the midst of US-China cyber competition, the East Asian ‘Thucydides Trap’, MITKA and middle power diplomacy, Korea’s role in the South China Sea dispute, and South Korean cyber security. Providing a unique treatment of middle power opportunities and motivations in the East Asia region, this volume will be of interest to students and scholars of international relations, Asian politics, diplomacy, security studies, and global governance.

This book explores how international sanctions on Iran reshaped the contours of East Asia’s interactions with the Middle Eastern state. Almost all East Asian political entities, from the industrialized and developed nations of Japan and South Korea, to the communist and developing countries of China and North Korea, have become major international partners of Iran over the past several decades. In addition, East Asian states were, by and large, thought to be among leading foreign beneficiaries of Iran sanctions, and the overall impacts of sanctions in transforming both the scope and size of their rather multifaceted connections to the Middle Eastern country have been consequential.

Despite its significance, academic studies about this topic have remained sparse and scattered. This book aims to partially fill that research lacuna by surveying all relevant information and data available in the archives of several languages, including Chinese, English, Japanese, Korean, and Persian. While the book strives to cover the entire sanctions period, most of the analysis focuses on the past one and a half decades, when Iran came under the severest sets of international sanctions. It was during this particular time period that international quandary over the Iranian nuclear program led to a slew of far-reaching penalties and stringent restrictions levied against Iranians by the United Nations and the United States. These recent waves of international sanctions and limitations transformed many quintessential characteristics of East Asia’s interactions with Iran. Such sanctions-induced critical developments and changes, moreover, are bound to play an instrumental role in the direction and volume of exchanges between East Asian states and Iran in the coming years and decades.

This volume investigates the reasons behind voter turnout inequalities in contemporary Europe. It looks at the socioeconomic factors that can inhibit electoral participation at the individual level, and how these factors interact with the institutional constraints regulating access to the electoral arena, and considering the changes affecting the class system and occupational opportunities. The volume also reflects on the long-term effects of the 2008 Great Recession on the stability of democracy and the individual lives of voters, who are often deprived of institutional representation and left with the choice between anti-system protest and disengagement from politics.

This book examines the evolution of the EU’s Common Security and Defence Policy (CSDP) from its inception in 1998 to the present day. Using the theoretical framework of historical institutionalism, it examines both the successes and failures of the CSDP. Drawing on a series of interviews with officials and researchers from various EU institutions, NATO, and diplomatic missions of EU member states, it assesses what has instigated changes in the CSDP, and why some events have proven more determining and influential than others. The book reviews six crises that have shaped the CSDP, including the Yugoslav Wars, the Second Gulf War, the Libyan campaign, the Ukrainian crisis, the Syrian crisis, and Brexit, in order to understand how real-life events have influenced policy. In this context, the book defines the term ‘European Strategic Autonomy’ dynamically, as the residual effect of negotiation over time. It will appeal to government officials and policymakers, as well as students and scholars of European politics and international relations.

During the last three decades, there has been a growing interest in systems that combine elements of parliamentarism and presidentialism. Despite the fact that much attention has been directed towards the semi-presidential form of government in particular, it is evident that many aspects of regime forms remain unexplored. This book systematically categorises democratic political regimes with a separate head of state and government (including regimes with a monarch and prime minister, and president and PM) globally and over a long historical period 1850–2019. It analyses how regimes with a dual executive emerge and what trajectories they follow. It also explores the stability of these regimes across time and space. An important feature of this endeavour is to address actual powers of the head of state rather than constitutional provisions.

This open access book bridges the divide between political science and public health, whilst simultaneously embracing the complexities and differences of both. Although public health is inherently political, the tools and insights of political science are often ignored in public health scholarship. Bringing together academics and researchers working at the intersection of both, the book demonstrates how integrating these fields can help reconcile the roles of politics and scientific evidence in policymaking. It also highlights the key conceptual, methodological and substantive implications for bridging this divide, and charts a path forward for a movement towards political science with public health. This open access book provides the first ever authoritative collection of scholarly insights, based upon original research, into the political groups of the EP tackling the fundamental changes since the Lisbon Treaty and the upsurge of radical right parties.  It analyses political groups and their importance from multiple perspectives critically assessing their role and significance in EU politics. Each chapter is authored by leading scholars in the field, working on key topics in relation to political groups: political group formation and function, their role in parliamentary and EU policy-making, the way that Eurosceptic MEPs influence (or not) the Parliament, and the nature and form of interactions with external actors. In doing so, each chapter opens hitherto unexplored ‘black boxes’ in the political work of the EP, such as the internal practices of, and power relations within the political groups, and informal arenas of intra-group decision-making.

This book explores the possible (actual, potential and imagined) future security threats migration from Nigeria could pose to Europe, the United States of America, Canada and to some extent Australia. The negative consequences of terrorism, resource curse, extreme poverty, bad governance and illiteracy are highly likely to compound the already existing migration (both legal and illegal migration) from Nigeria to Europe. Given the current nationalist and populist tendencies in the United States of America and many parts of Europe, which have amplified the securitization of migration, the authors argue that the continuous high influx of legal and illegal migrants from Africa is a potential global security case.

How might political opposition shape regime outcomes over time in an authoritarian system? Most studies on political opposition in authoritarian contexts tend to focus on the agency of the regime over and above that of the political opposition. Using Albert Hirschman’s framework of exit, voice and loyalty, this book examines the case of Kazakhstani opposition agency over 30 years to explore the extent to which political opposition in Kazakhstan has shaped the dynamics of authoritarian regime development in the country. What the analysis reveals is that in Kazakhstan the regime has tended to treat formal institutional political opposition as neither a credible nor non-credible threat. Consequently, the Kazakhstani regime has always responded to opposition exit and voice with sanctions and institutional adaption which strengthened the regime in the short to medium term, but left them exposed to spontaneous, grassroots non-institutional opposition in the longer term. This spontaneous grassroots opposition emerged in Kazakhstan as a series of ‘shocks’ crystalised in the 2011 events in Zhanaozen, the 2016 land protests, the 2019 election protests and the events of ‘qandy qantar’ (bloody January) in 2022. What this book illustrates is how authoritarian regimes which treat opposition threats ambiguously are likely to end up in a continuous state of instability because the feedback provided by opposition agency disappears leaving the regime susceptible to spontaneous opposition.

This book explores Central Asia’s relationship with Southeast Asia and ASEAN. It examines the “Southeast Asian vector” in the Central Asian countries’ mostly multi-vector foreign policies and the key dynamics that are transforming interregional relations into one of greater engagement. It argues that Central Asian states are interested in developing stronger ties with Southeast Asian countries, amongst others, as part of their hedging strategy in order to diversify their foreign economic relations and to lessen their overdependence on neighbouring great powers. It also looks at Central Asian views of ASEAN as a successful model of regionalism and as a hedging platform for Central Asian states to collectively manage relations with external powers.

This book explores the implications of agonistic democratic theory for political practice. Fuat Gürsözlü argues that at a time when political parties exacerbate political division, political protesters are characterized as looters and terrorists, and extreme partisanship and authoritarian tendencies are on the rise, the agonistic approach offers a much-needed rethinking of political practice to critically understand challenges to democracy and envision more democratic, inclusive, and peaceful alternatives. Inspired by Chantal Mouffe’s agonistic theory and drawing on insightsof other prominent agonistic scholars, Gürsözlü offers a distinctive approach that develops the connections between the agonistic approach and political practice. His main claim is that approaching democratic politics from an agonistic perspective changes the way we understand the nature of democratic society, the place of political protest in democracy, the nature of adversarial engagement, and the democratic function of political parties. The book also advances an account of agonistic peace that is best fitted to the pluralistic and inherently conflictual nature of democratic societies. This book examines non-traditional forms of security and expands the notion of security to include non-state actors and non-human actors. With a wide-ranging look into some of the ‘new’ security threats facing state and non-state actors today, this book is designed to specifically offer new angles on tackling these threats in the Caribbean region. The European Union (EU) support for good governance reforms has been the cornerstone of its conditionality and funding policies and contributed its role as a transformative power. This book re-evaluates the EU’s governance promotion capacity both within the EU and beyond its borders in light of the simultaneous decline in democracy in Europe in particular, and across the whole world in general. The book is divided into three parts. Part I focuses on the EU’s good governance transfer to member and accession countries. Part II examines how and to what extent the EU’s governance promotion strategies travel beyond its borders and focuses on neighbours, partners, and aid recipient countries especially in Africa. Part III turns to other regional and global actors and discusses the implications of illiberal contesters such as China and Russia on the future of EU’s good governance promotion efforts. The findings of the book bring fresh insights for the scope and depth of the EU’s governancetransfer capacity.

This book is a systematic and thorough analysis of what post-modernity is and how it emerged. It distinguishes between those who regard post-modernity as a theoretical approach and those who regard it as a culture, and argues that interpreting post-modernity as a culture is more fruitful. It discusses the three factors which led to its emergence, namely liberalism, capitalism, and secularism, highlighting their respective influence in generating the culture of post-modernity within neoliberal societies.

The volume provides a lengthy analysis of neoliberal post-modernity in practice, arguing that post-modernism is the cultural condition of neoliberal societies in the late 20^th and early 21^st centuries. Until recently it seemed that neoliberal post-modernity was here to stay, framed by relationship to freedom and time which stressed individual agency but precluded the possibility of historical change at the political level. However, the Great Recession of2008 opened new spaces for agitation and transformation which has resulted in the discordant politics of the last decade. This book aims to explore and contextualize G20 rising powers’ increasing role in international development from a comprehensive and multidimensional perspective. This book will scrutinize the G20 rising powers’ evolving role as international development actors around three research questions: 1) How do we contextualize and locate G20 rising powers as emerging actors in international development? 2) What are the main contributions, trends and limits of G20 rising powers in South-South Cooperation? 3) Does G20 rising powers’ active involvement in international development support their foreign policy objectives and challenge the international development order? Based on these three, interrelated research questions, this cluster of chapters is structured as follows: The first part, elaborated under the first research question, focuses on the historical development and current dynamics of (G20) rising powers’ evolving actorness in international development to assess their main motivations, ambitions and instruments. The third part delves into an assessment of the linkage between G20 rising powers’ active involvement in international development and their foreign policies.

This open access book is the first monograph to systematically apply the Programmatic Action Framework (PAF) in a comparative analysis of public policy in two institutionally different countries. The PAF seeks to explain long-term policy change by examining the shared biographies of policy actors who, to foster their careers, coalesce around policy programs which they promote throughout the policy process. Comparing health policy-making in France and Germany between 1990 and 2020, the book sheds light on the institutional settings that are necessary for programmatic action to occur. This book is the first study of multilateral LGBT human rights diplomacy viewed from the perspective of its practitioners: diplomats, LGBT activists, human rights experts and multilateral specialists. It demonstrates how diplomats and advocates work to promote LGBT rights on the world stage, often using Western constructs of sexual and gender identity. In turn, these efforts have triggered conflict and polarization: opposing states often deploy cultural, religious and moral discourses to minimize LGBT rights as a “legitimate” human right. The author, a seasoned Canadian foreign service officer, human rights negotiator and former community activist and researcher, uses insider perspectives to critically assess both bilateral and multilateral diplomatic engagement on LGBT human rights issues. Janoff’s research involved participation in UN meetings in Geneva and New York and 29 interviews with diplomats, human rights advocates and experts, and representatives from the UN and other inter-governmental organizations. Although LGBT issues have been mainstreamed into many areas of bilateral and multilateral human rights policy, his research found a considerable gap: a coordinated diplomatic and civil society approach is needed to more effectively address ongoing human rights violations against LGBT people around the world.

This book brings together researchers from different analytical perspectives for the study of contemporary geoeconomics to create a broader and more useful catalogue of conceptual tools, empirical entry points, and case studies around the subject. This book is based on unprecedented interviews with active and former jihadists, even IS fighters. It focuses on the changing nature of jihad as a social phenomenon and how jihad changes jihadists. It argues that there are fascinating generational differences between jihadists’ ideas and behaviors. Moreover, it argues that jihad changes jihadists through socialization in jihadists groups. Indeed, radicalization continues in new forms after entering the conflict zone. Recognizing that jihadism is a complex social phenomenon and a discourse on religiously legitimized violence with deep roots in the history of Islam and Muslim societies, the book asks two simple questions. Why have some Muslims residing in the West taken up arms to enter the global battlefields of jihad? Have the motivations and experiences of different jihadists all been the same? To create a more coherent analysis than the article format allows, and to offer new insights, the author summarizes and further develops several years of research into jihadism. As gaining access to and conducting interviews—especially with active jihadists—often differs from standard interviews, much of the data were collected in a gray zone between more formal interviewing and ethnographic research. The empirical material, which is based on interviews with active and former jihadists, is unique. Moreover, the methodological reflections are unprecedented, and the project offers new analytical insights into jihadism with a focus on how jihadism and jihadists change.

The space occupied by international law in shaping political action is subject to continuing debate and controversy. This book aims to answer the question of how and why international law impacts the behaviour of actors on the international stage in the absence of central authority and faced with asymmetric power. At a time when the role of normative restraints in international relations, and international law in particular, has come under renewed questioning, it advances an analytical framework for understanding the effect of norms on behaviour that is not contingent on material restraints or a given political constellation, while being informed by the practical realities and practice of international organisation. In doing so, this book draws on an interdisciplinary range of sources, including international law, political theory, cognitive psychology and behavioural economics to explore a communicative action-based approach of how norms and ideas persuade actors to engage in a course of action consonant with international law to achieve a particular outcome. In probing the role of norms on questions such as the use of force and accountability, and issues of equity and justice, it examines the challenges international law faces and what the way forward may look like.

This book identifies the main factors shaping the fortunes of democracy globally. This book examines the COVID-19 pandemic through socioeconomic lens that draw on history, approaches to state-market relations, and public policy perspectives In 2020, the world experienced the worst pandemic since the outbreak of the Spanish Flu of 1918, which continues to have far[1]reaching implications for the global economy and triggered macro-economic dislocations that severely affected the most vulnerable countries and segments of society. This book was conceived as a response to the disruptive shifts induced by the pandemic, with a particular focus on South Africa. International experience has shown that countries and societies that have gone through tough economic times, either as a consequence of wars or economic depressions, have responded to crises by enacting unpopular policy measures based on difficult tradeoffs, which often made way for innovation. The authors outline policy responses to the COVID-19 crisis and propose several interventions to mitigate its effects. These include developing innovative approaches to fiscal and monetary policies, labour market policies, industrial policies, as well as social policies. Building state capabilities, improving the governance and performance of state institutions, and managing digital change are some of the clear policy interventions that are laid out in this book.

This book presents insights into the governance challenge associated with the management of the lockdown measures in relation to the welfare of citizens in selected African states. The intention of the project is to present a critical analysis of the effectiveness and the consequences of the measures adopted by the government of these African countries to contain further spread of the virus, within the context of existing governance challenges in the management of the public sector. Where can one get a synthesis of research findings on urban development planning in Africa? This book addresses this gap in knowledge by distilling existing research to provide insights into theories, research designs, empirical findings and approaches on urban development planning in Africa. Starting with the overall planning culture and strategies, the book chapters move on to specific themes such as governance, population, poverty, water, recreation, transport, agriculture, air quality and rural-urban linkages. This book reduces the prevailing risk of unnecessary duplication of research and the inadequate attention that is being given to extending research in new areas. This book studies neoliberalism's features in the UK and USA in the 1980s in relation to the philosophical, historical, political, legal, and economic concepts. It analyses the model's legacy in the "Anglosphere," its acceptance, rejection, proliferation in France and Europe - the EU often emulating and disseminating neoliberal processes and techniques via hard and soft law -, its scope, its spread throughout EU countries characterised by "illiberalism," highlighting the model's need to adapt. It fills a historiographical gap regarding a concept which remains acutely topical.

This open-access book presents cutting-edge research on securitization and democratic development in the OSCE Region. This is the 2022 instalment in a series of books released by the OSCE Academy in Bishkek. Nye’s “Soft Power” theory and forming the new concept of “Power of Bonding”, this book formulated China and India’s soft power narratives and applied it through the empirical analysis in Iran. This book explores how identities, public spheres and collective memories are being transformed in cross-border areas, contributing to the broad sociological context of Europeanization. Offering case studies on the German-Czech-Austrian, and Czech-Polish-German borderlands, the book introduces original primary data on cross-border cooperation. Recognizing that policy research spans various academic disciplines, each of which takes a different view on causality, the volume introduces a methodologically pluralistic approach to policy studies. Each chapter clarifies the research question that each technique can answer, the research design and data treatment that each technique requires for its results to be sound, the validity domain of its results, and the actual deployment of the technique through a replicable example. This book compares the involvement of Kurdistan-Iraq and Palestine (Palestinian Territory of the West Bank and Gaza Strip) in international relations from the viewpoint of their practical performance. In particular, it provides an overview over the current Kurdish and Palestinian paradiplomatic activities and their practical performance in terms of their capabilities, capacities and practical achievements. The contributing authors analyze the evolution of paradiplomacy, the domestic legal and institutional framework, the goals, instruments, and capabilities of Kurdish and Palestinian paradiplomacy, and selected foreign relations. The book identifies the similarities and differences between the paradiplomacy of Kurdistan-Iraq and Palestine with regard to a set of guidelines: causes, legal foundations, institutionalization, predominant motives, practical implementation, and outcomes of paradiplomacy. It provides empirical explanations about how and why Kurdistan-Iraq and Palestine develop and practice paradiplomacy and contributes to a better understanding of Kurdistan-Iraq’s and Palestine’s involvement in international affairs and their activities.

This book demonstrates that the disciplinary boundaries present within international relations approaches to security studies are redundant when examining social media, and inter- and multi-disciplinary analysis is key. A key result of the analysis undertaken is that when examining the social media sphere security scholars need to “expect the unexpected”. This is because social media enables users to subvert, contest and create security narratives with symbols and idioms of their choice which can take into account “traditional” security themes, but also unexpected and under explored themes such as narratives from the local context of the users’ towns and cities, and the symbolism of football clubs. The book also explores the complex topography of social media when considering constructions of security. The highly dynamic topography of social media is neither elite dominated and hierarchical as the Copenhagen School conceptualises security speak. However, neither is it completely flat and egalitarian as suggested by the vernacular security studies’ non-elite approach. Rather, social media’s topography is shifting and dynamic, with individuals gaining influence in security debates in unpredictable ways. In examining social media this book engages with the emancipatory burden of critical security studies. This book argues that it remains unfulfilled on social media and rather presents a “thin” notion of discursive emancipation where social media does provide the ability for previously excluded voices to participate in security debates, even if this does not result in their direct emancipation from power hierarchies and structures offline.

This book provides a critical account of federal asymmetry in India - its origins, context, forms and functioning - by taking into account the institutional effectiveness of asymmetric institutions in the regions for identity fulfillment, development and governance. It argues that while some asymmetry, de jure/ or de facto, is part of all federations for meeting some special circumstances, in India, which has followed a different path of federation building, asymmetric institutional solutions especially in the border areas have played a crucially important role in accommodating ethno-cultural diversity, ensuring law and order, a level of development and governance in a process that has turned the ‘rebels into stakeholders’. India’s federal asymmetric designs and their working has been a key to holding the peripheries within the Union of India. The book utilizes both archival research and empirical survey data, as well as elite interviews.

This book addresses the ‘crisis of critique’ of Frankfurt School Critical Theory in International Relations and puts forward a proposal for how it can be overcome. It starts from the premise that the present conjuncture, marked by capitalist crisis and a fracturing international order, urgently calls for critical perspectives capable of clarifying the state of global affairs and the emancipatory struggles within it. Critical Theory in International Relations should be well placed to provide answers to this demand, yet it finds itself today in a state of decline. Its prevailing form – that of a universalist cosmopolitan project – reflects a narrow Eurocentric perspective and the concerns of a time now past, while the Frankfurt School tradition as a whole struggles to develop new modes of analysis and new political imaginaries that are appropriate to the current historical situation. The book diagnosesthis situation of intellectual and political crisis and seeks to trace a way out. It does so by providing a comprehensive account of the development of Critical Theory in International Relations and the ways in which it has applied Frankfurt School thought to the study of international politics. It then makes a provocative case as to the exhaustion of the cosmopolitan and Habermasian paradigm of critique that has guided Frankfurt School research on international politics for the past thirty years. Finally, it puts forward a proposal for the revitalisation of Critical Theory in IR through a renewed emphasis on the critique of political economy and sketches a research agenda which can make the tradition relevant again to contemporary political questions.

The monograph examines the sources of Polish social divisions. It explains their emergence and discusses the mechanisms behind their evolution from 1945-2022. The findings corroborate the idea that divisions were formed irrespective of the current state of social hierarchy, or the accepted interpretation of justice, and that they existed both in totalitarian and democratic systems alike. The book distinguishes the category of divisions from the practices of repartition, and demonstrates that the repartitions discussed in a political discourse do not generate divisions, but constitute the politicization of the latter. Repartitions are understood as discursive, dichotomic juxtapositions that result from the existence of divisions and can be used as political tools. It has been demonstrated that they can also function as analytical categories used with a view to determining the state of social inequalities. The notions of divisions and repartitions discussed in this volume confirm theexistence of the continuity of changes and describe the evolution of Polish society has a consequence.

This volume is the continuation of our research on economic and developmental policy-making in the global semi-periphery in the post-crisis cycle (see our two recently published volumes titled ‘Market-Liberalism and Economic Patriotism in Capitalist Systems’ edited by Gerőcs and Szanyi, 2019, Palgrave Macmillan and ‘The Post-Crisis Developmental State – Perspectives from the Global Periphery’ edited by Gerőcs and Ricz, 2021). Our new volume aims to be a contribution to the analysis of emerging market economies’ alternative development trajectories, as we explore the new perspectives on semi-peripheral dependent development since the Global Financial Crisis and especially amidst the new global pandemic, the COVID-19.

The scope of comparative capitalism research has also been altered accordingly to include the analysis of emerging economies outside the core of the world system, and to make intertemporal comparisons possible (such as to define and characterise historical wavesof state capitalism). Still, we are convinced that to better understand the current wave of state capitalism and to explore its national varieties there is a need to critically reconsider existing theoretical approaches and methodologies, and to search for new ones, if necessary.

This book aims to be a contribution to the analysis of emerging market economies' alternative development trajectories and explores new perspectives on semi-peripheral dependent development, especially amidst COVID-19.

The empirical analysis sheds new light on how populists’ distinctive conception of a world divided antagonistically between “the people” and “the elites” influences behaviour towards multilateral organizations such as the United Nations and the European Union, and regional or global hegemonic powers like the United States, Germany, Russia, and China. The book also shows how ideas related to identity, ideology, status and emotions, impinge on populists’ conduct vis-à-vis other international actors, and how national and international structures affect the implementation of populist foreign policies in the regional, interregional, and global arenas. The wide geographical diversity and regional representation are also valuable in identifying cultural similarities and differences. Hence, the findings contribute to lively debates on whether there is a unified and coherent foreign policy among populist leaderships, and whether populism leads to a gradual “corrective” of transnational trends in contemporary politics or, conversely, to a more radical, structural shift in the liberal international order.

This book considers the growing interest in transitional justice practices that take place against the backdrop of ongoing settler-colonialism in Palestine. By critiquing the role of common top-down and bottom-up interventions, namely truth recovery and international criminal justice, the book argues that transitional justice acts as an extension of a deeply flawed peacebuilding process that has been so destructive in Palestine and has a deflating effect when it comes to advancing calls for meaningful decolonisation. A ‘radicalisation’ of transitional justice that takes place in settler-colonial contexts, one that prioritises conversations around meaningful decolonisation, is therefore required. The book will appeal to those with an interest in peacebuilding, conflict transformation and transitional justice.

This book focusses on the interaction between different kinds of violence and radicalization. Current research criticizes linear models of radicalization and assumes that individuals are involved in radical actions even without extremist preferences. In recent years, the research on radicalization and the use of violence has increasingly been focused on this phenomenon of individual radicalization. However, radicalization is a manifold phenomenon on various levels and exists in miscellaneous variations.

The book provides an impetus for analysing social situations that contain the potential for the emergence of conflict. This is done through new outlooks on the role of emotions, the influence of narratives and representations, the connection between (non)violence and emancipation and, lastly, new approaches and perspectives on deradicalization.

This book assembles eight chapters by respected and emerging scholars in political science, sociology, and psychology to produce a sustained look at the wide range of identity politics in the 2020 US National Election and the lessons for 2024.  These chapters emerged from papers presented at the American Elections Symposium held at the New Hampshire Institute of Politics at Saint Anselm College in March of 2021; six edited volumes have been produced based on research presented at previous conferences. They apply an impressive diversity of theoretical explanations and methodological approaches to explore the factors that shape American elections, and what impact it could have in the future of diversity and democracy.

Spoilers and tactical blockages to peace have connected across local, national, regional and international scales, highlighting ideological divisions. Drawing on counter-revolutionary theory, the concept of counter-peace is used as a tool to critically interrogate a systemic array of blockages to peace. Distinct counter-peace patterns are now entangled in peace and reform processes, including  the stalemate pattern, the limited counter-peace, and the unmitigated counter-peace patterns. Across cases, once tactical blockages begin to form these patterns, they become systemic and ultimately enable conflict escalation. Consequently, the intimate entanglement of the existing international peace architecture with counter-peace processes points to ideological divisions in international order, as well as the growing gulf between diminished practices of peace and reform with critical scholarship on peace, justice, and sustainability.

This book explores the leadership of state and federal environmental agencies and local environmental groups in restoring the degraded rivers that flow into North America’s Great Lakes and other sites in the northeastern industrial corridor of the US. Robinson examines twenty of the forty-eight sites included in the Areas of Concern Program of the Great Lakes Water Quality Agreement between Canada and the US. These twenty include heavily urbanized locales such as those along the River Rouge and Detroit River, but also more pristine locales such as the St. Louis River that flows through Duluth. Additionally, Robinson examines challenging river restorations within the northeastern industrial corridor which are led by effective local environmental advocacy organizations: the Penobscot Nation of Indigenous People, the Mystic River Watershed Association, and the Housatonic River Valley Association. All of these river restorations are led and managed by the environmental experts of (i) state and federal agencies, (ii) academia, and (iii) environmental NGOs. Local restorations of industrially degraded water bodies now compose a significant segment of the environmental movement and, ultimately, Robinson demonstrates that local environmental advocacy organizations can help marshal state and local funding for those efforts.

The Palgrave Handbook of New Directions in Kashmir Studies provides a comprehensive, interdisciplinary and transregional perspective on the Kashmir dispute. Spanning South and Central Asia, Kashmir has been at the center of geopolitical conflicts and rivalries among India, Pakistan and China for decades, with members of heterogeneous local communities negotiating the complexities of regional state formations, national power assertions and geopolitical competitions. Taken together, the chapters in this handbook examine diverse people’s struggles to establish processes of democratic accountability in relation to the colonial-era state consolidations, postcolonial military occupations, interstate wars, intrastate armed conflicts and cold war and post-cold war politics that have shaped and transformed social and political identities in the region. Contributors chart out varied and bold new directions by attending to local constellations of situated knowledges and practices through which people living in different parts of the disputed region make sense of the conditions and contingencies of their political lives. The handbook further initiates a dialogue on the ways in which state power and border regimes have shaped scholarship and undermined the pursuit of shared intellectual and political projects across physical and epistemological boundaries.
